2 (Rev-2)

The requirements of paragraph 3.1 (General) applies to all work under the scope of this contract, whether explicitly stated in work items or not, and also to all other work subsequently authorized by changes, modifications, or extensions to the contract.

3.2 Fire watch requirements. The Contractor shall refer to 3.3.1.3 (Fire watch requirements) of SFLC Std Spec 0000, in accomplishing the following task:

• Provide portable fire extinguishers for Coast Guard fire watch personnel. Coast Guard fire watch is in lieu of contractor personnel during the hours of 0800-1600, Monday through Friday, and limited to ten Coast Guard fire watch personnel.

• Provide fire watch personnel and fire extinguishers for the duration of the availability period, during and beyond noted Coast Guard fire watch support.

3.3 Welding and brazing requirements. The Contractor shall perform all welding and allied processes, and NDI in accordance with SFLC Std Spec 0740.

3.4 HW disposal. The Contractor shall be responsible for all hazardous wastes generated by work under this contract. Label and package all hazardous wastes in 49 CFR-approved containers, and in accordance with all other applicable Federal, state, and local laws and regulations. In addition, comply with applicable parts of 40 CFR 262, applicable to handling of hazardous wastes.

3.4.1 Along with the Government, the Contractor shall be contractually considered the co-generator of all hazardous wastes; be aware that the Government will make available its facility’s EPA Generator Identification (ID) Number for manifesting of hazardous wastes.

3.4.2 The Contractor shall identify, arrange, and be responsible for the turnover of all hazardous wastes, within the confines of the Coast Guard shore facility, to the facility’s HM/HW Coordinator. Notify the ship’s HW Coordinator prior to any transfers of HW from ship to shore.

3.4.3 The Contractor shall prepare a manifest of hazardous waste to be reviewed and signed by the HM/HW Coordinator. Contact the HM/HW Coordinator for turnover of any hazardous waste; in addition, notify the COTR in writing 24 hours prior to any waste removals, and ensure that waste removals are conducted during normal business hours (0800-1600) on Monday through Friday (excluding holidays).

3.4.4 The Contractor shall be aware of the following:

3.4.4.1 No Contractor or Subcontractor shall have the authority to sign a Hazardous Waste Manifest using the Coast Guard facility’s EPA Generator ID Number or remove contract generated hazardous waste from the Coast Guard facility without COTR or KO-approval.

3.4.4.3 Coast Guard facilities do not have Facilities Response Plans (see 33 CFR 154 Subpart F). It is the Contractor’s responsibility to furnish the Facility Response Plan (FRP) when required for over-the-water liquids transfers to and from vessels. This requirement is applicable to transfers to/from vessels with an oil/fuel capacity of 250 barrels or more.

3 (Rev-2)

3.5 Pre-surface preparation test coupon. In order to ensure production of required surface profile, the Contractor shall accomplish the following tasks, whenever abrasive-blasting is required in a work item that is deemed a ”critical-coated’ surface:

3.5.1 Coupon material and test set-up particulars.

3.5.1.1 Conduct a performance test on all abrasive blasting operations on a Contractor- provided test coupon, prior to starting abrasive blasting operations on the vessel. Ensure the following:

• The coupon shall be a new metal plate, of the same metal type and material properties as the vessel area to be blasted - steel or aluminum plate, as applicable, and shall have no existing anchor profile - other than the surface irregularities from the manufacturing process.

• The test coupon shall be flat, with nothing welded to the side used for the anchor profile test, no thinner than a 1/8-inch plate and measuring no smaller than 1-foot by 1-foot.

• For steel substrates, the coupon shall have the mill scale intact, and be in a Rust Grade "A" condition, in accordance with SSPC-VIS 1.

• The test coupon shall be affixed so as to not permit excessive movement during the performance test, but shall not be affixed to the vessel.

3.5.1.2 Ensure that the abrasive-blasting operation for the test coupon is conducted with the identical setup and parameters that will be used blasting the designated vessel surfaces – including, but not limited to:

• The abrasive media type and media size selected to achieve the anchor profile range, as specified in the applicable work items.

• Nozzle size and type (straight bore, high velocity nozzle, angle nozzle...).

• Delivery rate and pressure settings.

3.5.1.3 Blast a one-square foot area on one side of the test coupon to the abrasive surface preparation standard specified in the work item, and perform an anchor profile test of the blasted surface in accordance with ASTM D4417, Method B or C. Notify the COTR in advance of the abrasive blasting operation test, to permit the witnessing of the test by the COTR. Submit a CFR documenting the results of the abrasive blasting operation test. The CFR shall include at a minimum, the following:

• Area of the vessel for which the verified setup will be used to abrasive blast.

• The selected abrasive media type and size.

• The nozzle size and type.

• The delivery rate and pressure.

• The test coupon starting properties (material type and surface conditions).

• The resultant anchor profile readings from the test (a minimum of 3 locations, separated by a minimum of 2 inches shall be recorded).

4 (Rev-2)

NOTES

1. A performance test of the abrasive blasting operations on a test coupon and measuring the resultant anchor profile prior to performing the abrasive blasting operation on the cutter is required. The test coupon will be used to evaluate the anchor profile produced by the equipment setup and selected abrasive media.

2. The reverse side of the test coupon may be used for the subsequent test, provided that the conditions in paragraph 3.5.1 (Coupon material and test set-up particulars) are met.

3. Ultra high pressure water jetting does not create an anchor profile and is exempt from the anchor profile test coupon check.

3.5.1.4 Repeat the abrasive blasting operation test in the following instances:

• The equipment setup, that was evaluated during the test coupon abrasive blasting performance test in paragraph 3.5.1 (Coupon material and test set-up particulars), has changed.

• The resultant anchor profile readings observed on the vessel are outside the specified anchor profile range.

• Media is changed from MIL-A-22262 to CID A-A-59316 or vice versa.

• The supplier of the abrasive blasting media changes, regardless if the new source for the media has the same specifications.

• When Directed by the COTR.

CAUTION!

Ensure that blast media from the performance test does not strike the vessel during the test.

3.6 Interim changes to SFLC Std Spec 0000. The Contractor shall be aware of the fact that the requirements of paragraph 3.3.2.1.1 (Water depth) have been revised to read as follows:

“3.3.2.1.1 Water depth. Ensure that water depth is sufficient at the pier to allow the vessel's lowest underwater appendage to clear the bottom by at least two feet at:

• Ordinary low water mark on non-tidal rivers.

• At all tide conditions predicted during the availability for tidal rivers and other navigable waterways (Bay, Lake, etc.).”

3.7 Production Control. Due to the combined nature of both contractor and Coast Guard organic work being accomplished during this repair, a strict timeline must be maintained. KTR must demonstrate an understanding of this working relationship and not change the production timeline without the COTR approval. The main intent of this contract is to assist the Coast Guard to bring the Main Diesel Engine (MDE) to full operational capability.

Much of the work will be completed by Coast Guard personnel and work items in this contract will augment that work. The following milestones must be maintained. If Optional Work Item 4 Nr1 MDE Upper Crankline Repairs or optional Work Item 5 MDE Lift and Lower Crankline Repairs are activated then 21 days will be added to the period of performance (POP) for each item and it will be required that the items are completed within that time at the beginning of the time POP. Paragraphs 3.10 through the end of Work Item 6 shall be performed

5 (Rev-2) within 10 calendar days, and will be completed toward the end of the performance period after the engine has been rebuilt. All work except temp services and sea trials shall be completed NLT 8 working days before the end of the POP in order to complete light offs, sea trials/engine break-in, final adjustments/repairs and clean-ups. In addition to Planning Document requirements in 3.2.5.2 of SFLC STAND SPEC 0000, the contractor shall also provide an electronic copy (PDF or similar viewable document) of the Planning Document with the bid (to demonstrate an understanding of and capability to comply with this section) and an updated version 5 days prior to the Arrival conference.

3. REQUIREMENTS

3.1 Trial applicability. The Contractor shall provide support to the vessel crew to perform sea trials for all work items that require conducting operational tests while the vessel is waterborne or underway, prior to the item certification as being complete. The Contractor shall be responsible for ensuring all test procedures are prepared, approved, and distributed for the sea trials, and shall be responsible for recording test data and submitting CFRs to the COTR.

3.2 Sea trial agenda. The Contractor shall prepare an agenda that details the Contractor’s plans for ensuring completion of the required sea trials.

3.2.1 Agenda contents.

3.2.1.1 The agenda shall consist of chronological list of administrative events, inspection events and test events.

Events shall be arranged to permit expeditious conduct with minimum interference between concurrent events.

NOTE

16 (Rev-2)

Mutually compatible events may be scheduled simultaneously.

3.2.1.2 The agenda shall identify installation of any test equipment or component modification that could impact the normal operation of equipment or systems during performance of the trials.

3.2.1.3 The agenda shall identify any operating instructions or special test procedures that could impact the normal operations of equipment or systems.

3.2.1.4 The agenda shall include the full name, title, security clearance, home address, home telephone number and name of next of kin of each Contractor-personnel scheduled to ride the ship during performance of the trials.

3.2.2 Agenda submission requirements. The Contractor shall submit four legible copies of the sea trial agenda to the COTR two days prior to the scheduled trials. The Contractor shall coordinate both the planning and conduct of the post-overhaul ship trials with the ship’s force (see 4.1 (Equipment operation)).

3.3 Environmental compliance. The Contractor shall abide by the below-listed rules, in addition to all other Federal, state, and local rules governing the overboard discharge of garbage and oil in the water.

3.3.1 Discharge of garbage.

Comminuted or ground food waste, paper, rags, glass, etc…

Prohibited less than 3 miles from nearest land

3.3.2 Discharge of oil. The Contractor shall be aware that the Federal Water Pollution Control Act prohibits the discharge of oil or oily waste upon or into any navigable waters of the U.S. The prohibition includes any discharge that causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water.

CAUTION!

Violators are subject to substantial civil and/or criminal sanctions including fines and imprisonment.

3.4 Dock trials. The Contractor shall conduct dock trials to demonstrate the material readiness of the ship for sea trials. Additionally, all onboard tests conducted after installation and prior to sea trials to prove proper installation and satisfactory operation of equipment shall be conducted in accordance with the requirements specified in the work items designated in paragraph 3.1 (Trial applicability). Ensure that the dock trials are begun no later than 12 hours prior to the scheduled sea trials.

If any part of the ship or its equipment fails to meet contractual requirements during trials, perform additional trials after corrective measures have been taken.

NOTES

1. Examples of dock trials include conducting cold (pre-lightoff) and hot checks, cycling machinery (rudders, BPU, turning gear, fin stabilizers), and conducting any post-docking shaft alignment verification checks. This time may also be used to on-load fuel, if needed for operations.

2. The conditions of the trials will be determined largely by the character of the work that has been performed in each case, and as designated by the COTR. A full power trial should be run at this time unless the COTR elects to defer this run until all new machinery parts are properly run-in or the training status of the crew permits full power operation without undue hazard.

3. This examination may be conducted by the Engineer Officer of the ship, in which case he shall report the results of the examination to the COTR, fully describing any defects or improper conditions found.

4. Representatives of manufacturers who have furnished ship components may be invited to witness trials subject to approval of the CO or OINC of the ship.
