I) Factor 1 DELETE the following paragraph:

“Offerors are responsible for providing project descriptions in sufficient detail to permit evaluation of project relevancy and may provide additional descriptive information beyond what is required in the above list. The same project may be submitted for the different subfactors under Factor 1: Corporate Experience. One page of photographs per project may be provided with each EIF in order to provide clarity to the project description and the one page of photographs does not count against the two (2) page limit per EIF.”

REPLACE WITH:

“Offerors are responsible for providing project descriptions in sufficient detail to permit evaluation of project relevancy and may provide additional descriptive information beyond what is required in the above list. The same project may be submitted for the different subfactors under Factor 1: Corporate Experience. No more than two additional pages, to include photographs and listings of any awards/commendations, may be provided with each EIF in order to provide clarity to the project description. The two additional pages does not count against the two (2) page limit per EIF.”

Questions and Answers Continued:

97) Please confirm that the overall 56-page limit for the Phase 1 proposal only applies to Factors 1, 2, 3, 5, & 6 and that a cover letter, title page, the SF1442, Factor 1 awards/special recognition, all of Factor 4, Factor 6 organization chart, and the SAM, FAPIIS, and VET-4212 information are not counted in the overall page limit.

ANSWER: The Phase I proposal cover letter, title page, SF1442, Factor 1 awards/special recognition, all of Factor 4, Factor 6 organizational chart, the SAM, FAPIIS, and VET-4212 information DOES NOT count toward the 56 page limit.

98) Attachment J.1, EIF – There is some confusion concerning the directions on attachment J.1 (EIF), box 16. The question reads: “Attach any copies or photographs of industry awards/special recognitions, etc., received for this project. Does not apply towards page count)”.

Factor 1 reads: “One page of photographs per project may be provided with each EIF in order to provide clarity to the project description and the one page of photographs does not count against the two (2) page limit per EIF.”

Factor 1 does not address awards.

Amendment 3, Question #49 answered ‘correct’ to this statement: “include one page of photographs, awards, etc. to each EIF for a total of up to 18 pages (5 Construction, 5 Waterfront, 5 Designer, 3 D-B Team projects) that will not count towards the total page count of 40 pages listed for Factor 1 and the 56 pages total for the entire proposal.”

Question 49 seems to conflict with the J-1 instructions. It is unclear how many additional pages for awards are allowed – is it 1 page of photographs plus an unlimited number of pages for awards? Or, is it 1 page of photographs and awards for a maximum of only 18 additional pages?

(The 18 pages would include up to 5 for Construction, 5 for Waterfront, 5 for Designer, 3 for D- B Team projects.)

ANSWER: See Amendment Language.

99) Per the RFP, PPQs submitted for Factor 4: Past Performance are excluded from the page count. Would a 1-2 page summary of the PPQs to establish relevance also be exempt when included in this section?

ANSWER: A summary of the PPQs is not required

100) In several questions posted by other interested vendors a “DA 4073” form is mentioned;

however, this form cannot be found anywhere in the RFP or in any of your responses to the questions. Is this form an actual requirement? If so can you please provide?

ANSWER: The DA 4073 is not a requirement.

101) The Factor 1 revision posted with Amendment 3 states: “If an Offeror is using experience information of an affiliate, subsidiary, or parent that is not the name as exactly stated on the SF1442 or in the limited case of a key subcontractor, the proposal shall clearly demonstrate that the affiliate, subsidiary, parent firm, or key subcontractor will have meaningful involvement in the performance of the contract. No more than one project may be submitted to represent the relevant experience of an offeror’s proposed key subcontractor.” Please clarify what is considered a key subcontractor.

ANSWER: For Phase I proposals, a Key Subcontractor is defined as any subcontractor experience the Prime is submitting to meet experience under Factor 1.

102) Please clarify where an affiliate letter should be included.

ANSWER: An affiliate letter should be included behind the SF1442

103) Please clarify that award photos and letters of commendation are exempt from the page count. Also, please confirm whether the awards and commendations should follow each EIF in Factor 1 or be included in Factor 4: Past Performance after the PPQs/CPARs.
