I) Amendment 002 referenced a revised Factor 1, Corporate Experience; however there was an error and the revision did not upload in FBO. Attached is the amended Section M.3 Factor 1 referenced in Amendment 0002.
Further Request for Information Received:
43) For Attachment J.1 – Experience Information Form submitted for Construction, the RFP in Factor 1 lists the minimum information required for this form. Does this mean that items 12, 13, and 15 are not required and we will not be penalized if this information is not included?
ANSWER: Factor 1 lists the minimum information required. Items 12, 13, and 15 should be filled out if applicable.
44) For Attachment J.1 – Experience Information Form submitted for Construction, is it correct to assume that unless the project is a design/build items 13 and 14 can be marked N/A or removed from the form to provide additional space?
ANSWER: Items that are not applicable should be marked N/A. Do not remove items from the form.
45) For Attachment J.1 – Experience Information Form submitted for Design, is it safe to assume based upon the information provided in the RFP in Factor 1 for what information should be provided, that items 4, 6, 10, 11, 12, and 15 can be deleted without penalty?
ANSWER: Items that are not applicable should be marked N/A. Do not remove items from the form.
46) For Attachment J.1 – Item 16 requires us to attach and photographs as required by Factor 1, but also lists industry awards/special recognition, etc., received for this project and are not page counted. Is that correct, or are only photos requested as per the RFP Factor 1?
ANSWER: Factor 1 indicates one page of photographs per project may be submitted with the EIF. The EIF # 16 further indicates if the project received any awards or special recognition, etc, these may also be submitted with the EIF and do not count towards the page limit.
47) Factor 1: Corporate Experience - There is some confusion about the maximum projects allowed for items i-iii for Construction. While the total is 13 projects for Construction, by definition projects that meet the criteria in ii will also meet the criteria in i. Thus, if we submitted 5 projects meeting the criteria in i that were not waterfront construction, and 5 meeting the criteria of ii, we would in fact have 10 projects that meet the criteria of i. To further confuse the issue, projects submitted in item iii could potentially meet the criteria of items i & ii.
Therefore, would it not be better to state that for items i & ii, submit a minimum of 6 projects and no more than 10 projects that meet the relevant criteria of item i, of which a minimum of 3 and a maximum of 5 are waterfront construction? This would change the numbering on the top of the form from 1 to 10. The other option would be to just have three tabs for each section and put in duplicate EIFs. Please advise how best to demonstrate our compliance.
ANSWER: Factor 1, Paragraph a(i) is separate from paragraph a(ii) in order for the offeror to be able to highlight any construction experience other than waterfront work. Offeror is welcome to use sub-tabs, (a(i), a(ii), a(iii)), to separate the three areas of experience being submitted but sub-tabbing is not required.
47) We request a Microsoft Word version of the PPQ form.
ANSWER: See Amendment 0002.
48) Factor 1: Corporate Experience: Please consider extending past project dates to include the past 10 years.
ANSWER: Factor 1, Paragraph a(i) and (ii) will remain at the past 6 years.
49) Section M.3, Factor 1 states: "One page of photographs per project may be provided with each EIF in order to provide clarity to the project description and the one page of photographs does not count against the two (2) page limit per EIF." Item 16 of the revised attachment J.1 states: "Attach any copies or photographs of industry awards/special recognitions, etc, received for this project. (Does not apply towards page count)."
Are Offerors to assume that they can include one page of photographs, awards, etc. to each EIF for a total of up to 18 pages (5 Construction, 5 Waterfront, 5 Designer, 3 D-B Team projects) that will not count towards the total page count of 40 pages listed for Factor 1 and the 56 pages total for the entire proposal?
ANSWER: Correct
50) The RFP has allocated 40 pages to Factor 1. With a limit of 2 pages per EIF submitted and the potential of 18 projects submitted equaling a maximum of 36 possible pages for Factor 1, is an introduction to our team's experience allowed to be submitted for the other 4 pages that are not currently accounted for in Factor 1?
ANSWER: The additional pages are for Factor 1 b.1 calls for the Offeror to provide a list of A/E firms who will be utilized as the design team and an introduction to the company.
51) Amendment 001, Section L.20 (ii) set the font requirement for typing to 12 pt font, Arial. Is it correct to assume that this only applies to written text and that tables, charts, graphics and forms such as the EIF provided by the government are exempt from this requirement? (For example, providing the requested information on the EIF using this revised font requirement within the 2-page limitation set in the RFP is problematic and would limit Offeror's ability to clearly and effectively demonstrate the relevancy of their project experience to the scope of work anticipated under the NMACC.)
ANSWER: The size 12 font is only for written text. Tables, Charts, graphics and forms shall not be smaller than size 9, Arial.
52) RFP Section M, Factor 3, paragraph (c) requests that proposals describe: "Offeror's ability to respond to multiple concurrent DHS/Coast Guard task order procurements within your current customer base." How is this different from what Offeror's are requested to respond to in paragraph (b): " Offeror's ability to support the DHS/Coast Guard's work within your current customer base and current workload."?
For paragraph (c) are Offerors to describe their ability to submit task order proposals for multiple concurrent RTOPs, versus executing the actual work as is requested in paragraph (b)?
ANSWER: Factor 3, paragraph (b) refers to the Offeror’s ability to effectively manage the DHS/US Coast Guard’s work while managing your current customer base workload.
In Paragraph (c) the Offeror should describe their ability to submit task order proposals for multiple concurrent Requests for Task Order Proposals (RTOP) from multiple DHS components.
53) Is a signed SF1442 required with Phase I or only SF30 acknowledgements of Amendments?
ANSWER: See Amendment 0002
54) Bid Bond – We assume the bid bond requirement is for Phase II proposal. Please confirm.
ANSWER: Correct
55) We assume Section K only needs to be submitted with Phase II proposal. Please confirm
ANSWER: See Amendment 0002
56) The answer to Question 13 states that the VETS-4212 confirmation is required in the Phase I submission, but page 2, paragraph L.20 (v) clearly states it is to be submitted in the price proposal, which would be Phase II. Please clarify.
ANSWER: See Amendment 0002
57) If we are listing multiple A/E firms, do we need to submit a relevant project for each one?
ANSWER: Factor 1 b.1 requires a list of A/E firms who will be utilized as the design team to be provided. b.2 requires a minimum of 3 and a maximum of 5 relevant projects designed within the past 6 years by the design team.
58) If we need to submit a project for each A/E firm listed, please consider increasing the maximum number of projects from 5 to 8.
ANSWER: The maximum number of projects remains at 5.
59) Regarding Attachment J.1 – Experience Information Form, Amendment 2. The font size on the form is Calibri 11. Please confirm that it acceptable to maintain the original formatting and font size of the form provided.
ANSWER: Concur with maintaining the original font size of the form.
60) If a large project has easily identifiable line items that are not relevant to the scope of the RFP, can those aspects of a project be excluded from the total amount and scope of the project?
ANSWER: The total amount and entire scope should be included with the projects submitted under Factor 1.
61) Is there a cutoff date for asking questions on this RFP? If so, what is that date?
ANSWER: Question cutoff date is August 24, 2016
62) Reference Section L – L.18 Bonds: This section requires the offeror to submit a Bid Bond.
Does a Bid Bond need to be submitted with the phase I Submittal?
ANSWER: See Amendment 0002
63) Amendment 0001 Section L.20, PROPOSAL SUBMISSION INSTRUCTIONS, in (ii) we respectfully request that the requirement to use Arial font be removed and the minimum type size be reduced to 10. The majority of Federal agencies who issue RFPs do not require the use of a specific font and have set 10 as their minimum font size. As a result, all of our existing templates and document files used to produce complex proposal submissions are based on similar, but not exact standards. As a specific font and size were not stated in the original RFP, we request that this jump to a very specific standard be loosened. Additionally, in some factors the Government has asked for a lot of information and our responses will be limited with a font size of 12.
ANSWER: Font will remain as Arial, size 12
64) M.3 EVALUTION PROCESS FOR PHASE I PROPOSALS, Factor 1: Corporate Experience (TAB 1-A), a. Construction Team in (i) and (iii) will the Government accept construction experience that is greater than 50% complete? As the construction industry continues to recover from the recession that began in 2009, additional highly relevant projects are being awarded, but are not yet fully constructed.
ANSWER: Government will accept projects completed within the past six (6) years of the date of issuance of this RFP; however, ongoing projects within the same dollar range may be submitted, provided that construction duration to date has exceeded one year.
65) M.3 EVALUTION PROCESS FOR PHASE I PROPOSALS, Factor 1: Corporate Experience (TAB 1-A), a. Construction Team in (ii) we respectfully request that the time frame for waterfront construction experience be modified to within the past 10 years. Due to the very specialized nature of the work and the state of the infrastructure economy that is just recovering from the recession that began in 2009, a six year experience window for this industry is especially difficult. If the Government will consider experience completed within the past 10 years marine constructors will be able to present highly relevant projects with scopes of work that are much larger and more complex, demonstrating work that is more likely to be constructed in the coming years.
ANSWER: Time limit remains within the past 6 years.
66) Under Factor1: Corporate Experience – Item (ii) – 3 to 5 projects to demonstrate waterfront/pier/dock/ wharf experience: Can a contractor have a teaming arrangement with a specialized subcontractor to fulfill the RFP requirement for three to five waterfront projects?
ANSWER: the Government will accept a teaming arrangement for the specialized subcontractor. Formalized teaming agreements may receive a higher rating than information teaming arrangements.
67) In Amendment 1, Question #16 it was stated that we need to submit DART ratings for all members of the JV (you referred to them as both members). Does this include the A-E teams that are part of the JV or is it just for the construction members?
ANSWER: DART Ratings are only for construction firms.
