1) DELETE Section L.20, SUBMISSION INSTRUCTIONS, in its entirety and REPLACE with the following:
L.20 PROPOSAL SUBMISSION INSTRUCTIONS
GENERAL INSTRUCTIONS
(i) Executed SF1442. Offeror shall insert its company name and address in Block
#14, telephone number in Block #15, acknowledge all amendments in Block #19 (if applicable), name and title of person authorized to sign in Block #20A, signature in Block #20B, and offer date in Block #20C of the SF1442. In addition, offeror shall provide the DUNS Number, CAGE code, and Federal Tax ID number with its proposal. If proposing as a joint venture, offerors shall provide the DUNS Number and Cage code for the JV and the members of the joint venture. Offerors shall ensure acknowledgement of amendments.
(ii) Phase I Proposal Format: Do not exceed the page limitations set forth below.
Non-Price Proposals will be 8 ½” x 11” paper except for fold outs used for charts, tables or diagrams which may not exceed 11” x 17”. A page is defined as one face of a sheet of paper containing information. Typing shall not be less than 12 font, Arial. Total page limitation for non-price proposal is 56 pages. Past Performance Questionnaires/CCASS/CPARS forms, and Organizational Chart are excluded from the page limitation.
(iii) SAM registration. Offeror, including Joint Venture (JV) offerors (registration must state the NAME of the JV) shall ensure current registration on the SAM Website, www.sam.gov, including Annual Representations and Certifications are complete and updated for this procurement. If a Representation or Certification as required by the RFP is not provided in SAM, include the representation or certification in your price proposal.
(iv) (iii) FAPIIS Certification. Offeror shall ensure Federal Awardee Performance and Integrity Information System (FAPIIS) Certification as required by FAR 52.209-7, Information Regarding Responsibility Matters (July 2013).
(v) (iv) VETS-4212 registration. Offeror shall ensure a current VETS-4212 report has been submitted to the Department of Labor website https://vets4212.dol.gov/vets4212 if the offeror is required to submit. An email confirmation of submission can be requested and received by the offeror from the DOL website and submitted in the price proposal. If the offeror is not required to submit a report to VETS-4212, include a brief statement stating that the offeror is not required to submit a report. (vi) Note: The SAM, FAPIIS and VETS-4212 registrations must be in the name/CAGE/DUNS of the offeror identified on the SF1442.
Submit your proposal packages to the Facilities Design and Construction Center, at the address shown in Block 8 of Standard Form 1442. The Government must receive your proposal no later than the time and date specified in Block 13 of Standard Form 1442.
Instructions for preparation and organization of Phase I proposals are summarized below. Phase II proposal instructions will be provided after the completion of Phase I via amendment In order to effectively and equitably evaluate Phase I proposals, the Source Selection Evaluation Board must receive information sufficiently detailed to clearly describe the offeror's technical approach and performance capabilities.
PHASE I PROPOSAL (NON-PRICE FACTORS). Submit information in the Phase I proposal in one volume, which addresses the areas of (1) Corporate Experience, (2) Design/Build Management Approach, (3) Capacity to Support the DHS/Coast Guard, (4) Past Performance, (5) Safety Strategy, and DART Rating, and (6) Organization and Key Positions.
Submit this information in a separate three-ring binder, NOT TO EXCEED 56 PAGES, labeled “Phase I Proposal: Volume 1 – NON-PRICE FACTORS.” Organize the submitted material sequentially under tabs 1-A through 1-F, to facilitate evaluation. Provide the original and three copies of Volume 1.
WHO MAY SUBMIT: THIS PROCUREMENT IS A FULL AND OPEN COMPETITION.
2) Section J, LIST OF ATTACHMENTS, Delete the Sample Experience Overview Form.
Delete the Experience Information Form and Replace with the Attached Revised J.1
3) Section M, EVALUATION FACTORS FOR AWARD, Factor 1: Corporate Experience
(TAB 1-A)
a. Paragraph a. Construction Team, (ii) Delete the first sentence and Replace with the following:
“ Submit a minimum of three (3) and a maximum of five (5) projects valued in the price range of $4M to $100M, completed or ongoing by your Team within the past 6 years to demonstrate experience in waterfront construction to include piers, wharfs, and docks.”
b. Paragraph b. Design Team, (2) Delete the first sentence and Replace with the following:
“Submit a minimum of three (3) and a maximum of five (5) relevant projects designed within the past 6 years by the design team to demonstrate experience in the design similar in size, scope, and complexity to the RFP.”
REQUEST FOR INFORMATION RECEIVED:
1. Section L.20, Proposal Submittal Instructions: We request clarification on font size, margins, and acceptable paper sizes (i.e. using 11x17-sized paper for charts or drawings).
ANSWER: See Amendment Language Above
2. Factor 1: Corporate Experience (TAB 1-A): Currently, only Attachment B – Experience Information Form is required in the RFP requirements and not Attachment A- Experience Overview Sheet. Is this correct?
ANSWER: The Experience Information Form is a required form. Experience Overview Sheet is deleted. See Amendment Language Above
3. Factor 1: Corporate Experience (TAB 1-A): It would appear that Attachment J.1 Experience Information Form (EIF) exceeds the RFP-required 2 pages. Is it correct to assume that we are to limit the information in the required blocks to fit two pages?
ANSWER: Attachment J.1 Experience Information Form (EIF) has been revised, see Amendment Language Above.
4. Factor 1: Corporate Experience (TAB 1-A): In Factor 1: Corporate Experience, it indicates that we are to submit the Experience Information Form (EIF) for each project (construction and design), and on page 84 of 88 it notes we can change the EIF as long as it includes the minimum information listed. However, in Factor 1 b.2, it lists similar but in some cases different information for the design firms. Can we assume we can change the EIF for the design projects to provide this information (shown on page 83 of 88) for design firms and not the information on page 84 of 88 for construction projects?
ANSWER: Correct
5. Factor 1: Corporate Experience (TAB 1-A): In Factor 1: Corporate Experience, a.
Construction Team, Please provide clarification on how many total projects are allowed for the Construction Team. Is it five (5) projects total, of which those five (5) must meet the criteria of sections i-iii, or are i-iii separate categories with a maximum of 13 projects to be submitted?
ANSWER: Offeror is to submit no more than a total of 13 projects demonstrating the experience outlined in (i), (ii), and (iii).
6. Factor 1: Corporate Experience (TAB 1-A): Assuming the answer to question 5 is 13 maximum projects, if a project in Construction under Factor 1 a meets the criteria of at least two of the items (i), (ii), and (iii), does it have to be submitted in a separate EIF for each category or is it sufficient to note that compliance in the scope of work?
ANSWER: A separate EIF is not required. Offeror shall note the compliance in the scope of work.
7. Factor 1: Corporate Experience (TAB 1-A): In Factor 1 Corporate Experience, a.
Construction Team, item iii it states a maximum of 3 projects but does not give a minimum.
Please provide clarification on the minimum amount of required projects (if any).
ANSWER: There is no minimum established for item (iii).
8. Factor 1: Corporate Experience (TAB 1-A): In Factor 1 Corporate Experience, a.
Construction Team, if a project is used for Construction experience but is also used as one of the 3-5 projects required for Design experience, will it be shown in both sections (two EIFs for same project)?
ANSWER: If a single project is being used for Construction experience and Design experience, two EIFs should be submitted. One demonstrating the construction and the other demonstrating the design experience.
9. Factor 1: Corporate Experience (TAB 1-A): In Factor 1 Corporate Experience, a.
Construction Team, item i, it indicates that the five projects must be completed in the last 6 years. In item ii, it indicates ‘completed or ongoing within the past 5 years’. Please provide clarification – are the differences between these two items intentional (six years for item i, five years for item ii)? Note that instructions in Attachment J-1 indicate a six year criteria.
ANSWER: See Amendment Language Above.
10. Factor 1: Corporate Experience (TAB 1-A): In Factor 1 Corporate Experience, a. Design Team, item 2 does not indicate how recently the submitted Design projects should have been completed by posting of RFP. Please provide clarification, if any.
ANSWER: See Amendment Language Above
11. L.20 Proposal Submission Instructions: Paragraph L.20 (ii) requires current registration on the SAM Website. Does verification of this registration need to be submitted with the Proposal?
ANSWER: No. Contracting Officer will verify all offerors are registered after receipt of proposal.
12. L.20 Proposal Submission Instructions: Paragraph L.20 (iii) requires the offeror to ensure Federal Awardee Performance and Integrity Information System (FAPIIS) Certification. Is proof of that required in the Proposal?
ANSWER: No. Contracting Officer will verify all offerors are registered after receipt of proposal.
13. L.20 Proposal Submission Instructions: Paragraph L.20 (iv) requires VETS-4212 registration, stating “An email confirmation of submission can be requested and received by the offeror from the DOL website and submitted in the price proposal.” Is this required in the physical Phase I submission?
ANSWER: Yes
14. Factor 3 – Capacity to Support DHS/Coast Guard (TAB 1-C): In Volume 1 Factor 3 (e), is the letter from the surety to included within the 4 page limit?
ANSWER: The Government anticipates the letter from the surety being one page; therefore, it is included in the 4 page limitation for Factor 3.
15. Factor 4 – Past Performance Factor (TAB 1-D): In Factor 4, Past Performance Factor, it requires that if a completed CPARS is available, it should be submitted with the proposal- and “If there is not a completed CPARS evaluation, a client completed Past Performance questionnaire in the prescribed format or substantially similar needs to be submitted.” However, in Attachment J.2, the instructions on the PPQ require that the PPQ be sent directly to the contracting officer 1 day prior to the due date of 7 September 2016. Please provide clarification on which method is preferred / correct.
ANSWER: The Offeror’s client who is filling out the Past Performance Questionnaire will submit the PPQ to the Coast Guard Contracting Officer one (1) day prior to the due date of 7 September 2016.
16. Factor 5 – Safety Strategy and DART Rating: If the proposer is a Joint Venture (or newly formed JV), which firm(s)’s DART rating should be discussed in the narrative?
ANSWER: If the Offeror is a Joint Venture, both firm’s DART ratings should be discussed in the narrative.
17. Under Section M, Factor 4 – Solicitation mentions only CPARS and PPQ (past or new ones). Please confirm that ACASS ratings for the projects submitted under “Factor 1 – Design Team” are acceptable for A/E firms to submit.
ANSWER: Yes, ACASS ratings for project submitted for Design Team are acceptable.
18. Section SF1442, Paragraph 10: Due to the heavy volume of end-of-fiscal year government task order RFPs from all agencies, please consider an extension of the proposal due date to late September/Early October.
ANSWER: The Government is not extending the proposal due date at this time.
19. Section L.20, Please advise if “11x 17” pages are acceptable, and if so, whether they count for 1 or 2 pages towards the limit.
ANSWER: See Amendment Language above.
20. Section J.2, PPQ Form, Attachment J.2 states the completed PPQ’s are due on or before September 6, 2016. Please confirm that you require completed PPQ’s to be submitted one day before the proposal due date.
ANSWER: Yes, PPQ’s are due one day prior to proposal due date and should be submitted by Offeror’s client who is filling out the PPQ.
21. Section M, Factor 4 Past Performance, Please confirm that CPAR evaluations may be included with our proposal and do not have to be submitted the day before.
ANSWER: As the CPARS are system generated, these forms may be submitted with the proposal.
22. Factor 6 – Organizational and Key Positions: Are we allowed to provide more than one organizational chart (if deemed necessary)?
ANSWER: One organizational chart is required, if multiple pages is required to portray the organizational levels and locations depicting line of authority, review and submission of design that is allowed.
23. L.20 General Instructions: Do the SF 1442, DA 4073, Reps/Certs, FAPIIS, and VETS-4212 responses count as part of the max number of pages?
ANSWER: No, these items do not count towards the maximum number of pages.
24. L.10 Prep of Proposals and Factor 1: Please clarify the format for the EIF. Page 84 first paragraph states that the offeror may choose the format of the EIF but page 77, L.10 (a)(1) states we must use the Government provided forms.
ANSWER: The offeror is allowed to use their own format or the form in Section J.
25. L.20 General Requirements: Do we need to provide Reps/Certs, FAPIIS, and VETS-4212 responses on all team member firms or just for the prime team member?
ANSWER: Reps/Certs, FAPIIS, and VETS-4212 must be provided by the named offeror in Block 14 of the SF 1442. If Block 14 is a joint venture, both companies must submit the forms.
