Questions and Government Response to Questions

(Received at the pre-proposal site visits and afterwards via e-mail)

1. Section 6.2 of the SOW says, in part:

6.2 Safety Considerations

The Government will not provide security services for the Contractor; however, the Government will notify the Contractor of any specific security concerns likely to impact Contractor performance. Proper safety equipment (including hard hats, protective eyewear, fire-retardant clothing, etc.) should be used at all times by Contractor personnel.

The work areas will be kept clean as suited to the needs and safety of all personnel and employees.

The following precautions shall be taken:

• All maintenance, repair, and improvement teams shall consist of at least two people.

Question: Is it your intent that all activities will include two people whether or not two are required? For example, if a grader is operating along a section of roadway, would it be expected that another individual will shadow that operator or ride along with the grader operator?

Answer: Based on section C – 6.2 of the Statement of Work in HSBP1010R0018, a minimum of two people will be required for all maintenance, repair, and improvement work requirements under the contract. Vendors should provide assumptions behind the security requirement and submit a proposal that considers the need for security while along the border conducting maintenance and repair activities.

2. Question: Could you please provide a list of Area 1 Site Visit attendees specifically?

Answer: A copy of the site visit roster was posted on 16 February 2010 to Fed Biz Opps.gov as an attachment to the Area 1 RFP HSBP1010R0018.

3. Referencing Tab B Technical Capabilities, Key Personnel –

Question: Can you provide the actual position requirement for the Program/Project Manager, Supervisor (sector) and Program Analyst?

Answer: The following is a list of descriptions to provide clarification of the roles and responsibility of the Key Personnel.

Program Analyst: Successful execution of The CTIMR contract is dependent on accurate and effective management of the myriad of required information and data. A program analyst position is required for each sector to ensure information is processed daily in support of the contractor’s project manager and sector-level supervisor or superintendent, as well as provide information required by the COTR under this contract. This support will ensure those responsible for contract execution will have objectively based information for making decisions on the administrative and programmatic aspects of the contract, including controls to prevent waste, loss, unauthorized use, or misappropriation of assets; compliance with regulations, procedures, and sound management practices; and effective utilization of contractor resources.

Specific responsibilities include at a minimum:

• Capability to become skilled in operating the contractor module of the CTIMR work management system.

• Understand and prepare the information required for the contractor-proposed Sector-level work plan.

• Understand and prepare summaries, analysis, and reports that reflect updates and changes to the proposed work plans.

• Record daily information input based on work execution, including work plan elements being worked, and summarizing any issues or highlighting key events that must be included.

• Analyze actual work execution, compared to the approved plan, highlight variances, and develop an impact analysis affecting cost estimates, delivery schedule, and potential impacts on quality.

Prepare period reports and summaries as required under this contract. Ensure all documentation is reviewed by the Contractor’s Sector level supervisor prior to submittal to the government.

Program/Project Manager: A program/project manager position is required to exercise efficient and effective management of Contractor and sub-contractor personnel, equipment and other resources to satisfy all Government requirements under this contract.

Specific responsibilities include at a minimum:

• Ensure resources are available and utilized for timely and cost-effective maintenance & repair and program management support as described in 3.1 Description of work in Section C.

• Ensure timely and accurate data entry into the Government web-based work management system, and ensure reports are timely and accurate.

• Ensure Contractor participation in the quarterly meeting with key Government personnel.

• Ensure quality control, environmental compliance and worker safety during contract execution.

• Ensure timely requests for Government Furnished Material (GFM) and proper storage and use of GFM transferred to the Contractor.

Supervisor (sector level): a Supervisor (Sector-level) position is required to exercise efficient and effective management of Contractor and sub-contractor personnel, equipment and other resources to satisfy all Government requirements under this contract for a specific Border Patrol Sector.

In addition to the responsibilities described for a Program/Project Manager (but exercised for a specific Border Patrol Sector), specific responsibilities include at a minimum:

• Effective and timely communication with the COTR in controlling work activities.

• Participate in daily stand-up meetings with the COTR.

• Ensure a Contractor representative is available to address urgent work requirements on Saturdays and Sundays.

• Ensure Contractor work force identifies and reports new maintenance and repair requirements.

4. Question: If a SB Subcontracting Plan is not required, does the Government still want us to address how we will utilize small businesses as part of our team?

Answer: Though this is a HUB Zone set-aside and a subcontracting plan is not required, the Government encourages offerors to provide information detailing subcontracting plans if indeed offerors have plans to subcontract.

5. Question: If we have existing CCASS's or similar Past Performance Questionnaires used on previous proposals can we submit those instead of re-soliciting our clients for a new PPQ?

Answer: No, a new Past Performance Questionnaire must be submitted for this proposal.

6. Question: Can the Government provide additional information regarding the Funding Status Report and its purpose and contents?

Answer: The Funding status report is actually part of the Monthly Summary Report, which is described in paragraph 3.2 of Section C within HSBP1010R0018.

7. Question: Should the Notional Work Plan include actual pricing?

Answer: The Notional Work Plan will be used to evaluate offerors’ technical and management approach. The Cost Assumptions spreadsheets and Guidance for Contractor Cost Proposal provide instructions for actual pricing.

8. Question: In Section L.9, is Section 1- Transmittal and Section 2 – Executive Summary and Table of Contents included in the 50 page limitation?

Answer: Yes, the Section 1- Transmittal and Section 2 – Executive Summary and Table of Contents is included in the 50 page limitation. The Government will only exclude the Subcontracting Plan, Key Personnel Resumes, and Past Performance) from the 50-page limit.

9. Question: In Tab C Past Performance and Related Experience in Section M, would the Government like us to also submit the official CCASS for the project?

Answer: No, the Defense Contract Audit Agency (DCAA) is processing pre-award audit requests.

10. Question: This statement seems to be in error: “The offeror shall prepare its estimates of costs using only the work element information and assumptions included in Attachment 3, but the overall, comprehensive approach to performing the various work elements shall be based on this guidance document as well as information included in Section C”. Can you clarify this statement?

Answer: Yes, offerors are to use Attachment 3 Guidance for Contractor Cost Proposal for the actual cost proposal but consider the Statement of Work in Section C when addressing any industry identified assumptions that offerors would like to include in their proposals.

11. Question: M3. Evaluation Criteria, Tab C – Past Performance and Related Experience- What is the submittal requirement for Section M, Factor 3 (ii) Related Experience, paragraph B? Would you like a narrative addressing Related Experience?

Answer: Yes, offerors should provide a narrative to account for Related Experience detailing the same work completed for which the Past Performance Questionnaires are providing past performance information.

12. Question: Does the Notional Work Plan count towards the 50 page limitation?

Answer: Yes. Again, the Government will only exclude the Subcontracting Plan, Key Personnel Resumes, and Past Performance) from the 50-page limit.

13. Question: Most current DBA Wage Determinations are listed of the Department of labor website (ex. General Decision number CA080001 has been updated recently on

2/12/10). Should contractors use the DBA Wage Determinations included in the RFP or the most current as listed on the Department of Labor website?

Answer: As stated on page 2 (the Standard Form 1442) of the RFP, though Wage Determinations were provided in the RFP, all offerors should continue to check all wage rates for changes at http://www.wdol.gov/.

14. Question: Section L, Tab C – Past Performance and Related Experience calls for offerors to provide 3 past performance references. Is 3 considered the maximum? That is, is additional references are provided, will only three be evaluated?

Answer: Yes, 3 past performance questionnaires is the maximum and only 3 will be evaluated.

15. Question: If a firm has up-to-date Certifications and Representations in ORCA (online), is a hand completed copy of Section K required?

Answer: No, please check block (2) (i) in Section K to utilize ORCA electronically.
