The purpose of this Amendment 0007 to HSBP1008R1145 is to:

Post questions and answers provided at the site visit Provide information regarding the Request for Information (RFI) posted on Federal Business Opportunities.

1. A site visit was scheduled and conducted at the P-3 Operations Center facility in Corpus Christi, Texas on September 4, 2008. Questions and answers that were posed are provided below.

Q. Is CARMAC (Computerized Aircraft Reporting Material Control) P/C based or Mainframe?

A. Mainframe

Q. Who maintains CARMAC system and Mainframe?

A. L-3 Communications, Greenville, TX

Q. What does CARMAC provide?

A. Inspection cycles, Time Between Overhaul (TBO) cycles, Planned Depot Maintenance (PDM) cycles, Inventory, Parts Inventory, Parts tracking, Training dates, License dates, Aircraft Status, Aircraft reports, Consumption reports, Utilization reports, etc

Q. Who does CARMAC entries? How is CARMAC updated?

A. Quality Assurance (QA) personnel and maintenance administrator. CARMAC is updated using the various update screens.

Q. What is EMRKS (Electronic Maintenance Record Keeping System)?

A. The “Electronic Record Keeping System for CBP aircraft. It is very similar in nature to the Navy’s NALCOMIS (Naval Aviation Logistics Command Management Information System) system. It replaced the old paper VIDS (Visual Information Display System)/MAF (Maintenance Action Form) system.

Q. Does EMRKS interface with CARMAC?

A. Yes

Q. What EMRKS entries flow to CARMAC?

A. Man hours, Parts info, aircraft status updates

Q. Does EMRKS track PMEL (Precision Measuring Equipment Laboratory)?

A. Yes

Q. Does ERMKS provide a Historical Maintenance Data Base?

A. Yes

Q. Who will maintain CARMAC/EMRKS after contract change?

A. Don’t know, to be determined.

Q. Who supports our computers in maintenance control and in the shops?

A. L-3 Communications

Q. Where is the main frame located here in Corpus.

A. Supply Dept.

Q. How are discrepancies initiated when aircraft are on deployment (det)?

A. They are written on paper document and then entered in EMARKS upon return. If they are going to be worked while on det they will cal in the disc. and we will enter in EMARKS at that time.

Q. How often do we balance the Aircraft Discrepancy Book (ADB)'s and VIDS board against EMARKS?

A. Weekly

Q. What vendor contracts would be kept in place after contract change?

A. We don't know, to be determined.

Q. What is the process for doing aircraft modifications?

A. Mods are initiated at customer request and installed after receiving an engineering package.

Q. How is man hour time accounted for?

A. Auto time clock in for specific job/job function code.

Q. How are inspections tracked?

A. CARMAC.

2. Request for Information (RFI) CS-RFI-HSBP1008R1145 to determine industry capabilities for providing P3 Aircraft Maintenance and Logistics support has been posted on Federal Business Opportunities October 3, 2008 and responses are due 11:00 am October 20, 2008.
