Request for Proposal
Date:
The following questions were raised with respect to subject IFIB. Responses are to provide clarification.
Question Response
1. Table 2 on page 7 of the IFIB provides a column labeled “On Site Date” for the Advisor personnel. Table 4 on page 11 of the IFIB, provides a column labeled “Start Date” for the MAT Team personnel. What, if any, is the distinction between the two terms/requirements?
1. The intent is to ensure the IFIB winning contractor has personnel available to support any needed contractor transition to the 2011 effort and ensure a smooth flow to the 2011 C-
IED Programme beginning 3 Jan 2011.
Specifics for any transition reporting dates will be finalized at the September Kickoff meeting.
2. Table 4 on page 11 of the IFIB provides a column labeled “Start Date” for MAT Team personnel. Can MAT Team personnel be considered to have met the “Start Date” requirement, if they have been hired but have not begun to work or to bill time to the contract?
2. As long as the offered personnel are available to meet any transition dates or 3 Jan
2011 whichever is earlier, the answer is YES.
3. Does the cost of the Transition Plan need to be in the Price Proposal or the Technical
Proposal.
3. The cost of the Transition Plan is not part of the Price Proposal but rather should be in the
Technical Proposal transition plan, as well as in enclosure 5 as required by the bidding instructions.
4. Ref. Appendix 9 to Annex E – the job description for the Maritime SME; The solicitation requires that the individual have obtained a rank of at least OR-5 level, and also that he or she have C-IED related Maritime Staff Officer experience, which is impossible at the OR-5 level. Is the OR-5 rank requirement correct, or does this person need to be an officer?
4. Job descriptions of Posts differ between countries. While in the US military a staff officer might only be an officer (commissioned or warrant) in other countries an enlisted person may be a staff officer. In summary, the requirement is for someone with the rank of
OR-5 or above.
5. Ref. Appendix 10 to Annex E - the job description for the Air SME; The solicitation requires that the individual have obtained a rank of at least OR-5 level, and also that he or she have C-IED related Air Staff Officer experience, which is impossible at the OR-5 level. Is the OR-5 rank requirement correct, or does this person need to be an officer?
5. See 4 above.
