Text of this file
Request for Proposal
Date:
The following questions were raised with respect to subject IFIB. Responses are to provide clarification.
Question Response
1. Please confirm the duration of the Train the
Trainer course, as the SOW and Annex D have somewhat conflicting information. Is it 5 days, 6 days (11) or 2 by 5 days (10)?
1. The T3 course is 11 days in length.
2. Please identify your intent regarding the team‟s combat zone rates when/if they go into theater for operational updates of Pre-
Deployment C-IED Training requirements
2. In accordance with IFIB Bidding
Instructions Enclosure 5, and Q&A 3 dated 18
June 2010 Offerors are requested to provide a single hourly rate for each labor category.
Separate labor rates for work performed in an operational theater are not required. The following information on estimated annual travel for work that may be performed in an operational theater is provided for planning purposes only.
Location: ISAF HQ & Regional Commands
No of days working in theatre: 14 for each of three personnel noted below
Labor Category:
MAT Programme Lead
SME Operational Trainer
SME Technical Trainer
As the above information is provided for planning purposes only, Offerors should note that actual travel to an operational theater may differ to that specified above.

IFIB 10-03 Q&A 7
3. Will it be acceptable to address combat zone rates under the provision for Deviations?
3. See 2 above.
4. Would you please provide the SIPRNET
URL for the „HQ ACT C-IED Training
Calendar”?
4. All the information needed to provide a proposal has been included the SOW and other
IFIB documentation. The HQ SACT C-IED
Training Calendar resides on the NATO classified network and is not available to bidding companies.
5. Export Control. Locations are flexible at this moment. Are we expected to define the locations in our proposal, leading to which countries we need a TAA with? Any additional guidance regarding Export Control would be appreciated.
Appreciate your help. Thank you.
5. Export control laws are a national requirement and not a NATO requirement. It is, therefore, incumbent upon the bidder to determine what measures are required to comport with their national export control laws. If a US company decides a TAA is required by US export control laws, the company will generally identify those NATO commands, agencies and nations to which and in which the transfer of technical data and assistance is likely to occur should the bidding company be awarded the contract. The TAA should be coordinated with HQ SACT P&C office prior to being sent to the US Department of State for approval.
See 6 below for further clarification.
6. What nations in addition to NATO nations might we be requested to assist as mentioned in the “and others as designated” wording in Para
2 of the SOW introduction.
6. NATO is currently providing C-IED assistance/training to NATO Partners of Peace nations and ISAF Contributing nations.
In the future there is a possibility that assistance/training may be expanded but not limited to Mediterranean Dialogue countries.
We must caveat that the list of countries provided above is for planning purposes only and, depending on the nature of individual
Counter-IED taskings during the life of the contract, may differ from that listed.
7. Also, can we completely anticipate the 7. No, GFE support will vary by country.
equipment or GFE at this moment?
8. For those positions with this qualification request clarification if nominated individuals require both Experience of working in major military HQ and hold a formal Advanced military staff qualification or equivalent national qualification or can experience working in a major military HQs suffice for formal Advanced military staff qualification?
8. Experience of working in a major military
HQ and a formal Advance Military
Qualification is required.
9. Request definition of what is meant by and what qualifies for: formal Advanced military staff qualification or equivalent national qualification?
9. A recognized national military Staff Course qualification is gained by attendance at the nationally recognized and accreditated senior officers staff training college. Depending on nations, these may be referred to as „War
College/Defence College/Advance Staff
College” etc
