Question Response
1. Para 4. Eligibility
States in part the IFIB is open to companies which 'are legally authorised to operate in the United States of America, at the time of bidding'
As this is a NATO contract, please advise the reason for the above requirement.
As the vast majority of the training will be taking place in Europe, we could understand the rational if it stated 'legally authorised to operate in NATO
1. To clarify :
. Para 4 is clarified as follows:
This IFIB is open to companies who:
(a) Maintain a professionally active facility (office, factory, laboratory, etc.) within a NATO-member nation, at the time of bidding;
(b) Work in the required field of study, and;
(c) Comply with the desired past performance requirements including size, cost and scope, as described in this IFIB.”
2. Also, regarding the two personnel based out of NATO SACT HQ, if they are non US citizens will they require a US work permit or as they will be working for NATO is this US requirement waivered?
2. Individuals who are employed by a private company, or providing services to this Headquarters, under a contract (“the contractor”) must be possess permission to lawfully work in the United States. Such permission is the responsibility of the contractor, or the contracting company. There is no waiver for individuals providing services under a contract with this Headquarters, or other NATO entity. Contractors must possess a visa which contains an inherent right to work, or possess an employment authorization document if eligible, which permits them to engage in unrestricted employment. We have been informed by US Department of State officials that the appropriate visa category for contractors serving in this capacity is NATO-5.
NATO-5 visas can be obtained abroad at US Consulates without fee.
3. Can you provide the contract number of the previous contract?
3. This contract is a combination of three previous C-IED contracts, IFIB 01-07, IFIB 03-07 and IFIB 12-07.
