Request for Proposal

Proposal Number:

The following questions were raised with respect to subject IFIB. Responses are to provide clarification.

Question Response

1 The number of pages allowed for the IFIB proposal is unclear. How many pages are the

Technical Proposal, Quality Assurance Plan, Expertise and Past Experience, Transition Plan, Key Personnel Resumes, & Reach back

Availability. Exactly what does the page total cover?

1. Eight pages single-spaced text that describe expertise and experience in delivering processes and capabilities per SOW introduction; Quality Assurance Plan not exceeding three pages; Transition Plan not to exceed four pages: no page count limits for, Key Resumes and Reach Back; however brevity is recommended.

2. Are there page count limitations for Sections

2 or 3?

2. No

3. Please verify that the Firm Fixed Price is relevant to the hourly rates & that this in fact a level of effort contract?

3. This is Firm Fixed Price Level of Effort

Contract.

4. There are several different dates in the proposal about the contract schedule. Could you please clarify? In one place I see an estimated of 1 July and a bid closing date of

Aug. As another example, shall the first onsite be only three weeks after award? Is award considered the date the winning proposal is announced? Is award 1 Jan 11 the start of the

Period of Performance? Or will Phase In/Out occur outside the Period of Performance?

4. The reference to a Jul award is incorrect.

Award is anticipated to be early September

2010. The Transition Phase is in addition to the basic contract start of 1 Jan 2011.

The winning bidder staff should plan on being available NLT 22 September to participate in transition planning as well as a kick off meeting here at HQ SACT. Subject to the outcome of this planning, winning bidder staff on 10 days notice may be called forward incrementally, the aim being to minimize any interruption to service as outlined in our Table.

5. Can a single individual fill more than one reach back billet?

5. Yes. However, several reach back billets would be required to ensure a robust reach back capability, such as in the event of several concurrent reach back calls being initiated concurrently.

6. What exactly is meant by in the Appendixes by English Language profile 4343?

The NATO Standardization Agreement

(STANAG) 6001 on Language Proficiency

Levels defines level of proficiency in

Listening, Speaking, Reading and Writing.

Level 3 -Professional fluency is defined as

“Able to understand most formal and informal

IFIB 10-03 Q&A 1

speech on practical, social and professional topics, including particular interests and special fields of competence.” Level 4-Expert is defined as “Understands all forms and styles of speech used for professional purposes, including language used in representation of official policies or points of view, in lectures, and in negotiations.”

7. Will making the required statement

“Contractor can provide all of the required personnel with the required skill sets within the time lines given” for all non-resume positions result in a score of compliant for all referenced non-resume labor categories?

7. A statement such as:

“Contractor can provide all of the required personnel with the required skill sets and qualifications within the time lines given” would result in a compliant score for all referenced non-resume labor categories.

8. What is the start date for the phase in period?

8. The estimated phase in date is on or about

8 Nov 10.

9. Will the phase in/phase out period be considered part of or in addition to the estimated level of work effort set forth in the

SOW?

9. In addition.

10. Advise which names must be included in the surge table i.e. Surge personnel or reach back personnel?

10. Named Surge personnel necessary to support the example levels of effort given in

Section Four, Table 5.

11. May a contractor make a partial bid for selected positions?

11. No

12. Request a delineation and duration of the surge specific expertise requirements.

12. The surge data is only meant for the offerors guidance only. The SOW clearly outlines the possible contractor Surge response requirements for this IFIB. The Surge

Capability by definition cannot be forecast with any detail. While we do want an hourly cost for any possible surge categories a dollar amount should not be included in the price proposal

13. Who is the incumbent and what is the estimated value of the current C-IED Support

Contract

13. Current Contractor: Hazard Management

Solutions, UK

Period Of Performance: Jan 07-Dec 10

Contract Value : $10,000,000

14. Could we please get a copy of at least these forms if not the entire Bidding Instructions and other parts of the IFIB where there are things to fill out/matrices to complete, in native format (some form of MS Office) so we don’t have to retype them all?

14. We can send you a word copy of the forms if you request them.

15. Why is an approved NATO Facility

Security Clearance required BEFORE we can submit a bid?

15. NATO Security Policy requires all bids for a NATO contract that requires Secret

Document storage to provide a copy of the

NATO approval before we can accept the bid.

Failure to provide the Clearance is an immediate non compliant determination.

Security Questions should be addressed to the

HQ SACT Office of Security:

Ms. Dolores Little 757-747-3355 dolores.little@act.nato.int

Or

LCDR Peter Hagge 757-747-3559

Peter.hagge@act.nato.int

16. Was there a mandatory bidder’s conference for this opportunity? If so, can you provide a list of attendees?

16. There is no bidder’s conference.

17. May clarifications concerning subject IFIB be submitted to you in writing via the internet to your ACT e-mail address?

17. Yes

18. If it is an existing effort has it only been doctrine and curriculum development or has it included training via MATs/MTTs?

18. As outlined in the SOW the HQ SACT

Effort has included all three elements.

19. Is the entire workforce based out of the US when not training or split between the US and

Europe?

19. Only the two SMEs are based here at HQ

SACT. The prime contractor will responsible to provide the trainers from wherever necessary within the requirements of the SOW.

20. Who is the champion of this effort out of

Norfolk?

20. Champion is not a term used in NATO.

There are no C-IED champions in HQ SACT.

21. I did not see a transmittal letter with the

IFIB as posted on the ACT website.

I'm wondering if I missed it somehow.

21. The transmittal letter is actually enclosure two.
