PART 1 BIDDING INSTRUCTIONS
1. General.
This is a Services & Goods Deliverable contract for the supply of
Contractor Support for the C-IED Programme on Behalf of HQ SACT
2. Classification.
This IFIB is a NATO UNCLASSIFIED document.
3. Definitions
(a) The “Prospective Bidder”, shall refer to the entity that has completed and returned the Enclosure of the transmittal letter of this IFIB, and has indicated thereon its intention without commitment, to participate in this
IFIB.
(b) The term “Bidder”, shall refer to the bidding entity that has completed a bid in response to this IFIB.
(c) The term Contractor shall refer to the bidding entity to whom the contract is awarded.
(d) The term “Contracting Officer” designates the official who executes this IFIB on behalf of HQ SACT.
(e) “Contracting Officer`s Technical Representative” or “COTR” is the official who is appointed for the purpose of determining compliance of the successful bid, per the technical specifications.
(f) The term “HQ SACT” shall refer to Supreme Headquarters Allied Command Transformation.
(g) The term “ACT” shall refer to Allied Commander Transformation.
(h) The term “NATO”, shall refer to the North Atlantic Treaty Organisation.
(i) The term “days” as used in this IFIB shall, unless otherwise stated, be interpreted as meaning calendar days.
(j) The term “Habitual Residence”, means HQ SACT, Norfolk, Virginia, VA
23511.

4. Eligibility.
This IFIB is open to companies:
(a) Established in a North Atlantic Treaty Organisation Alliance member nation.
(b) Working in the required field of study and legally authorised to operate the United States of America, at the time of bidding.
(c) Has performed the desired past performance including size, cost and scope, as described in this IFIB.
5. Duration of Contract
(a) The contract awarded shall be effective upon date of award.
6. Exemption of taxes.
(a) In accordance with the agreements (Article VIII of the Paris Protocol dated, dated 25 August 1952) goods and services under this contract are exempt from taxes, duties and similar charges.
7. Amendment or Cancellation.
(a) HQ SACT reserves the right to amend or delete any one or more of the terms, conditions or provisions of the IFIB prior to the date set for bid closing. A solicitation amendment or amendments shall announce such action.
(b) HQ SACT reserves the right to cancel, at any time, this IFIB either partially of in its entirety. No legal liability on the part of HQ SACT shall be considered for recovery of costs in connection to bid preparation. All efforts undertaken by any bidder shall be done considering and accepting, that no costs shall be recovered from HQ SACT. If this IFIB is cancelled any/all received bids shall be returned unopened, per the bidder’s request.
8. Bidder Clarifications.
(a) Prospective Bidders should seek clarification at their earliest convenience. Any explanation regarding the meaning or interpretation of this IFIB, terms, clause, provision or specifications, shall be requested in writing, from the Contracting Officer. The Contracting Officer must receive
IFIB-ACT-SACT-10-03 Page 6 such requests for clarification no later than 3 calendar days prior to the bid closing date.
(b) Information in response to a request for clarification to a prospective bidder shall be furnished to all prospective bidders as a Question and Answer amendment. All such amendments shall be incorporated into this IFIB. Oral Interpretations shall not be binding.
9. Bid closing date.
(a) Bids shall be received at HQ SACT, Purchasing and Contracting Office, no later than 11 August 2010, 1200 hours, Eastern Standard Time, Norfolk, Virginia, USA. No bids shall be accepted after this time and date.
10. Bid Validity.
(a) Bids shall be remain valid for a period of one hundred and twenty days
(120) form the applicable closing date set forth within this IFIB. HQ SACT reserves the right to request an extension of validity. Bidder shall be entitled to either grant or deny this extension of validity; HQ SACT shall automatically consider a denial to extend the validity as a withdrawal of the bid.
11. Content of Proposal.
The proposal shall consist of 5 copies the following minimum paper documents and a single copy of electronic media;
(a) A table of contents for the entire proposal (See checklist provided as Enclosure # 1);
(b) The bidders full name address, Point of Contacts, Telephone, Fax number and Internet site, (See Enclosure 2);
(c) Compliance statement (See Enclosure # 3);
(d) Provision of administrative, financial and technical volumes including scoring criteria, (See Annex A to Statement of work).
(e) Past performance (See Enclosure #5 )
(f) Company Price proposal, including (Enclosure # 4)

(g) A CD Rom containing an electronic copy of all documentation as requested above.( Note, there is not a price proposal included)
(h) Appropriate technical and financial information to determine whether proposed services, terms and conditions comply with all the requirements of this IFIB.
12. Proposal Submission.
(a) Proposals shall be submitted in a single package containing two volumes, Technical volume and Price volume, each separately sealed. The single package shall be clearly marked with the mailing label, citing the IFIB Solicitation reference number, (See Enclosure #2). Within the single package shall be the Technical and Price volumes, separately packaged and identified.
(b) An electronic copy of the proposal, not to include the Price volume is required to the assigned Contracting Officer, prior to the established bid closing date.
(c) Proposal packages may be made by mail, courier or hand carried.
(d) Proposal packages must be delivered to the HQ SACT via a verifiable method or be handed to a member of the BUDFIN/Purchasing staff, who shall endorse the package with a time date and delivery official shall counter sign, as to the accuracy of the recording.
(e) Price proposals shall be in U S Dollar currency.
(f) Prices shall be on a Firm Fixed Price Basis Price volumes shall include any relevant discount schedule.
(g) It is the sole responsibility of the interested company to review any Q & A that may be issued in support of this solicitation, prior to bid submission.
(h) No oral bids or oral modifications or telephonic bids shall be considered.
(i) It is the ultimate responsibility prior to submission that all proposal submissions are reviewed to ensure they meet the technical and administrative specifications and that offers meet the limitations and expressed conditions.
(j)
13. Late Proposals.
(a) It is solely the bidder`s responsibility that every effort is made to ensure that the proposal reaches HQ SACT prior to the established closing date and time. All late bids shall be returned to the offering company unopened.
Only if it can be unequivocally demonstrated that the late arrival of the bid
IFIB-ACT-SACT-10-03 Page 8 package was the result of NATO staff negligence (mishandling) shall the bid be considered.
(b) A delay in a commercial courier service does not constitute a delay by
NATO or government channels.
14. Bid Withdrawal.
(a) A bidder may withdraw their bid up to the date and time specified for bid closing. Such a withdrawal must be completed in writing or facsimile, with attention to the HQ SACT Contracting Officer. The proposal shall be returned unopened, at the expense of the company.
15. Bid Evaluation.
(a) The evaluation of bids and determination as to the responsiveness and technical adequacy or technical compliance, of the products or services requested, shall be the responsibility of HQ SACT. Such determinations shall be consistent with the evaluation criteria specified in the IFIB. HQ SACT is not responsible for any content that is not clearly identified in any proposal package.
(b) Proposals shall be evaluated taking into consideration of the following factors;
- Successful administrative submission of bid packages and requested
Enclosures 1-5, as listed in this IFIB. (Pass/Fail).
- Successful determination of Technical compliance. (Pass/Fail).
- Successful cost price criteria (Lowest Price Technical Compliant Offer).
- Acceptance of HQ SACT Special Terms and General Terms and
Conditions.
16. Proposal Clarifications.
(a) During the entire evaluation process HQ SACT reserves the right to discuss any bid with the order to clarify what is offered and interpretation of language within the bid, to resolve in potential areas of non compliance.

17. Award.
(a) HQ SACT contemplates to award to a single source.
(b) HQ SACT Purchasing & Contracting shall award the contract to the
Bidder whose conforming proposal represents the lowest compliant offer.
(c) HQ SACT reserves the right to negotiate minor deviations to the listed
Special and General Terms and Conditions to this IFIB
(d) Contract Award date is anticipated in the month of July 2010 with performance to begin November 2010.
18. Communications.
(a) All communication related to this IFIB, between a prospective bidder and HQ SACT shall be only be through the nominated HQ SACT Contracting Officer. Designated contracting staff shall assist the HQ SACT Contracting Officer in the administrative process. There shall be no contact with other HQ SACT personnel in regards to this IFIB. Such adherence shall ensure Fair and Open Competition with equal consideration and competitive footing leverage to all interested parties.
19. NATO Secret Document Facility Storage
Contractor companies in accordance with paragraph 13 of Enclosure “G” to NATO Security Policy (C-M(2002)49), the contractor must provide proof a Facility Security Clearance (FSC) issued by their National Security Authority (NSA)/Designated Security Authority (DSA), at the NATO Secret level. The FSC must be provided to HQ SACT before a bid can be reviewed.

Introduction
Scope and General Requirements
This statement of work (SOW) specifies the tasks that contractor personnel will be required to perform in support of the Allied Command Transformation’s (ACT) Counter Improvised Explosive Device (C-IED) Programme. The C-IED Programme is run by the C-IED Integrated Product Team (IPT) under the authority of the Assistant Chief of Staff (ACOS) for Implementation. The Deputy Assistant Chief of Staff (DACOS) Joint Education and Training (JET) provide administrative and budgetary support to the IPT. The C-IED IPT is responsible for developing all ACT C-IED requirements in support of the C-IED deliverable and C-IED five year Plan. Contractor personnel shall: support the planning, execution and output of C-IED Programme, assist in establishing the processes and standards necessary to underpin a C-IED effort and integration with other relevant NATO programmes, and be capable of producing actionable solutions to near, medium and long-term capability shortfalls.
Contractor personnel shall analyse and identify issues, formulate and staff answers and proposed solutions, provide alternatives for issue resolution, including but not limited to training support, as outlined in the Terms of Reference for the Counter Improvised Explosive Device (C-IED) Integrated Product Team (IPT) HQ SACT Directive 10-10 dated 12 November 2008. In performing this SOW, contractor personnel will be required to work in a matrix management structure. Furthermore, contractor personnel may be required to interact with Allied Command Operations (ACO), NATO Education and Training Centres (NETFs), Centres of Excellence (COEs), subordinate commands, Nations, and NATO agencies, including the NATO Consultation, Command and Control Agency (NC3A), and others as designated.
The Contractor shall be responsive to evolving requirements that may necessitate adjusting the quantity and qualifications of the contractor team personnel. The Contractor Programme Manager (or authorized company representative) and the HQ SACT’s Contracting Officer’s Technical Representative (COTR) shall address these changes in a formal review and reach agreement at intervals of not less than six months.
The period of performance for this contract will be 1 Jan to 31 Dec 2011, with four option years.
Contractors’ responses to this SOW shall be in three divisions:
a. Part one - review of corporate experience and expertise in the field of C-IED, including quality assurance and SME reachback capability to Parent Company for operational/technical advice.
b. Part two - technical response to the taskings and deliverables in section two, including proposed staffing with detailed resumes.
c. Part three - how the contractor company will meet surge requirements at both the managerial and SME/Instructor levels.
Contractor Support to Allied Command Transformation Counter- Improvised Explosive Device (C-IED) Programme
SECTION ONE
Company Experience and Expertise
Response Part 1 - Company Experience and Reachback Capability Contractor companies shall submit papers of no more than eight pages, of single-spaced text, that describe in detail their expertise and past experience in delivering processes and capabilities outlined in the SOW Introduction. In particular, Contractor responses should address Section One items describing the processes and basic tasks needed to support effective performance of the contract. These papers will be rated by how well they show that the companies can meet ACT’s needs, based on their past performances.
As NATO is an organization of 28 sovereign Nations, there is a requirement for the successful contractor company to have past experience and a proven track record in multinational or NATO work. Contractor responses must include their relevant C-IED past experiences and an overview of their C-IED related and other activities with NATO, Partnership for Peace (PfP) and Troop Contributing Nations (TCN). In particular, contractor responses are to indicate previous experience with C-IED operations and training with International Security Assistance Force (ISAF) in Afghanistan, providing details of what support was provided and during which periods.
Contractor companies shall cite their past performances based on C-IED specific contracts held within the last five years that are of similar scope, magnitude, and complexity to the tasks, activities, and deliverables detailed in this SOW, or succinctly state that they have no relevant directly related or similar past performance experience. Contractor companies shall show this relevant past and present C-IED experience in a manner that is directly traceable to the requirements of this SOW. Contractors are asked to limit each past/present performance citation to one single-sided page. The annex pages are not counted against eight page limitation. Each past performance citation shall include the following information at a minimum:
• Contract number
• Name and phone number of a point of contact for which the contract was performed.
• Financial value of contract.
• Name of subcontractor(s) used, if any. Describe the extent and type of work the subcontractor performed.
• Quantity, type, and significance of any quality, delivery, or cost problems in performing the aforementioned contract. Describe the corrective action(s) taken and its effectiveness.
Each company shall describe how it will make reachback available to its contractors who may need assistance with a question or task. Do not confuse this request for reachback with the surge capability asked for in Section Four. Reachback is envisioned to be day-to-day assistance for contractors from the parent company or another organization. The reply must elaborate on and answer the following questions:
• Will all contractors have direct electronic access to company employees outside of the ACT contract?
• What areas of expertise are available from the company? For example, if a SME is unable to answer a question or solve a problem, is there a more experienced person(s) within the company to help? Who is this person(s)? The name(s) is to be included in the response.
• What facilities and capabilities does the Company have to maintain currency and situational awareness of the developing IED threat within the world and in particular to within Afghanistan?
How does the Company intend to convey this information to their HQ based SMEs, Mobile Advisory (MAT) SMEs and C-IED Trainers?
• Will there be direct costs to ACT for daily reachback? If yes, describe them in the response.
Contractor Support to Allied Command Transformation Counter- Improvised Explosive Device (C-IED) Programme
a. Contractor companies shall prepare a paper of no more than three pages on their proposed quality assurance plan for themselves and ACT. To ensure that ACT receives the best value possible from a future contractor, there is a need for an in-place quality assurance process. Typically, quality assurance is achieved by periodic meetings and reports between the Programme Manager and COTR, cash flow statistics, etc. The contractor company should specifically address how course critiques/evaluations will be used to improve training courses and assure continued quality of instruction.
b. Contractor companies shall prepare a paper of no more than four pages on their proposed transition plan with the current C-IED contract award holder. The paper will present their recommended approach to the handover period and include phases, specific milestones, the projected hourly rate and anticipated total cost.
c. Contractor companies in accordance with paragraph 13 of Enclosure “G” to NATO Security Policy (C- M(2002)49), the contractor must provide proof a Facility Security Clearance (FSC) issued by their National Security Authority (NSA)/Designated Security Authority (DSA), at the NATO Secret level. The FSC must be provided to HQ SACT before a bid can be reviewed.

SECTION TWO
HQ SACT Based Advisors
On site Contractor personnel shall support the following C-IED functional areas: C-IED Technical and Operational Policy, Concept, Doctrine Development and Experimentation Support as outlined below. These services shall assist with assembly of future year’s programmes and the C-IED programme’s normal daily operations and experimentation events in support of its vision, mission, guiding principles, core competencies, and annual training plans. The positions shown in the following list reflect ACT’s proposed placement of the contractors supporting NATO Staff Officers working within the C-IED IPT.

12. Professional Qualifications
12.1 Experience: The most experienced and knowledgeable Advisors are required for this highly important area of work. The required Advisors shall have appropriate experience in C- IED operations. The Advisors must also have experience in C-IED training at the operational levels and possess recent experience in an operational theatre with a significant IED threat within the last ten years. Advisors must also have C-IED related Staff Officer Experience of a minimum of three years within the last ten years. The nominated Advisors must be able to demonstrate proven professional experience in and knowledge of the following areas of the six C-IED Key Operating Activities (KOAs):
• Predict: Thorough and continuous intelligence analysis is required to develop and maintain a comprehensive understanding of all parts of the IED system, including the identification of any developments in IED technology and tactics.

• Prevent: Once gained, the commander must feed the understanding achieved in prediction into the targeting process and thus employ his resources efficiently to interdict the nodes and linkages of the IED system.
• Detect: It is unlikely that even the most effective prevent activities will totally thwart the adversary from employing any IEDs. A crucial activity, therefore, is the detection of IEDs after they have been emplaced.
• Neutralize: When an IED emplacement has not been prevented, it is necessary to neutralise the device, so that friendly forces and the local population can operate safely in and around the emplacement site without it detonating. Neutralisation may be either temporary or permanent.
• Mitigate: When the predict, prevent and detect KOAs fail to prevent the adversary from detonating his IED, it is still important to be able to minimise the effects of the resulting blast. The mitigate KOA will include technical, tactical and information activity.
• Exploit: C-IED exploitation is the process by which scenes, events and associated physical materials are recorded and analyzed, in order to understand IED threat modus operandi, device capabilities and perpetrator relationships. Exploitation can take place at any stage within the IED system but every effort should be made to carry out exploitation as early as possible in the IED system event chain.
12.2 Operational Advisor Qualifications. Contractor companies shall unequivocally demonstrate the following minimum requirements:
• Experience of working in major military HQ and hold a formal advanced military staff qualification or equivalent national qualification.
• Obtained the rank of at least Lt Col level or equivalent.
• Experience of at least six years working in a C-IED related position
• Hold or demonstrate the capability of holding a Cosmic Top Secret security clearance
• Operational C-IED experience in a deployed theatre of six months within the last eight years.
12.3 Technical Advisor Qualifications. Contractor companies shall unequivocally demonstrate the following minimum requirements:
• Experience of working in major military HQ and hold a formal Advanced military staff qualification or equivalent national qualification
• Obtained the rank of at least Lt Col level or equivalent
• Experience of at least six years experience working in a C-IED position
• Hold or demonstrate the capability of holding a Cosmic Top Secret security vetting
• Technical C-IED experience in a deployed theatre of six months within the last eight years
12.4 Special Requirements
• Working knowledge of MS Office Suite to include: Word, Power Point, and Excel.
• Ability to work harmoniously and tactfully in a multi-national and multi-cultural environment.
• An understanding of NATO organisations, processes, practices, working groups, and Standardisation Agency

Contractor Response Part 2 – HQ SACT Based Advisors
13. A successful contractor response to Section 2 will be based on providing the required personnel and skillsets shown in Table 1. This table details each personnel title, amount of hours per year needed, expected arrival date, cross reference to the applicable skillset annex/appendix, and if reachback is required. Resumes will be required for the persons indicated in the table.
14. Each submitted resume must clearly show how the proposed person meets the applicable skillsets, which is further defined in Annex E.
15. Contractor companies must reply to this section with a statement that they can supply all required personnel within the timelines shown in Table 1 and with the required skillsets and eligibility for COSMIC TOP SECRET security clearance. In addition, contractor companies by submission of their bid certify that the nominated individuals for the such positions will remain in those positions for a minimum of nine months, failure to do so may be considered as contract default iaw HQ SACT General Terms and Conditions. . The table in the evaluation portion must be filled in with the names of the primary reachback contact for each of the positions.
16. Contractors will include a detailed schedule showing key contractor dates (personnel arrival, review sessions, etc) from contract award until 31 Dec 2010 to permit overlap from existing contract. (Reference para 10b)
17. NOTE: For budget purposes, a man year for full time personnel is 1800 hours per calendar year iaw the HQ SACT Special Terms and Conditions.

SECTION THREE
C-IED TRAINING SUPPORT
AND MOBILE ADVISORY TEAM
C-IED Training Courses
18. Support as follows:
a. Training Course Support.
Contractor personnel shall support the C-IED functional areas outlined below. These services shall focus on C-IED Training in support of the C-IED Roadmap and the C-IED programme’s normal daily operations and events in support of its vision, mission, guiding principles, core competencies, and annual plans. Contractor support services shall include the following competency areas as further defined by the descriptions of courses contained at Annex D.
b. Course Design and Support
. The Contractor Company must be able to demonstrate its experience and capability to provide course design, course accreditation and conduct Training Needs Analysis (TNA).
Although this is a recognised Joint Education and Training function, the successful company may be commissioned to conduct such key activities.
19. The courses described below are the numbers due to be run and support in calendar year 2010. Numbers of courses run per year are entirely dependent on budget availability and may therefore increase or decrease on an annual basis. Numbers of courses will fluctuate dependent on operational requirements and ACT’s transformational issues. Developing courses are also listed; such courses will possibly run from late 2010 depending on resource availability. Additional courses / training delivery (both in number and subject) may be required. The contractor is to demonstrate the ability to adapt to the development and resource provisioning for potential additional requirements

20. C-IED Training Professional Qualifications
20.1. Nominated SMEs are to demonstrate professional expertise and experience in C-IED related activities and training delivery including operational deployments. They are to have a full understanding of the six C-IED KOAs.
20.2 Experience: The required SMEs will be required to be recruited as C-IED SME Trainers.
Contractor personnel must have received appropriate national military training in the C-IED field.
The nominated SME’s must be able to demonstrate a proven professional experience in the following areas of C-IED expertise (As listed in AJP 3:15 Ch 2, Section 3):
• Predict
• Prevent
• Detect
• Neutralize
• Mitigate
• Exploit
20.3. Technical SME Trainer Qualifications. Specifically, requires the following:
• Former Counter-IED experienced technical military personnel who have served as an IED Disposal (IEDD) Operator in a high threat IED environment, and as a leader of fully operational specialist units in the field of IED disposal.
• A proven understanding of the technical aspects of worldwide use of IEDs is required and the broader threat from explosives.
• Must have 10+ years of C-IED experience within the last 15 years in the military or subsequent consultancy to NATO, International organisation or nations in the same field.
• Candidates must have reached the rank of no lower than the NATO OR 5 (or national equivalent). These individuals must have recognised national instructor qualifications or three years instructional experience
20.4. Operational SME Trainer Qualifications. Specifically, requires the following:
• Former Counter-IED experienced personnel. Must have 4 + years of C-IED experience within the last 15 years in the military or subsequent consultancy to NATO, International organisation or nations in the same field.
• Candidates must have reached the rank of no lower than the NATO OR 5 (or national equivalent). These individuals must have recognised national instructor qualifications or three years instructional experience.

• Experience shall show:
o Detailed knowledge of staff functions associated with Attack the Network Processes.
o Involvement with combat arms.
o Knowledge of current counter-IED related operations in order to provide relevant and responsive advice and recommendations.
o Detailed knowledge of countering IEDs (system and device defeat).
o Detailed knowledge of training processes to counter IEDs to include operational/tactical and staff/leadership programs.
o Knowledge of technological means to counter IEDs.
20.5 Special Requirements to all C-IED Training SMEs:
• Working knowledge of MS Office Suite to include: Word, Power Point, and Excel.
• NATO SECRET security clearance by contact start.
• Ability to work harmoniously and tactfully in a multi-national and multi-cultural environment.
• Previous experience in training in an international environment.
• Familiarity with NATO publications (AJP 3:15 and STANAG 2294).
• Ability to work independently and manage in a rapidly changing environment.
• English second language profile of at least 4343 (Fluent, Very good, Fluent, Very Good).
Mobile Advisory Team Activities (MAT)
21. The aim of the HQ SACT MAT activities are to assist Nations in identifying their C-IED capability gaps and advise what training and actions are required to build and support a National C-IED capability for current and future NATO operations. MAT missions are also conducted to NATO and National HQs.
22. MAT missions cover the entire spectrum of C-IED related activities and therefore range in scope from tactical to strategic levels. A tactical MAT mission one month could be advising a nation on running a National Train the Trainer Course, the next month it could be briefing a National Chief of Defence on C-IED policy and implementation.
23. An essential part of this contract will necessitate a SME to act as the MAT lead who will be able to fully engage at all C-IED levels as described above. Key requirements for this individual are as follows:
• Must be able to demonstrate a proven professional experience in and knowledge of the areas of the six C-IED Key Operating Activities (KOAs).
• Experience of working as a Staff Officer in a major military HQ for a minimum of two years within the last 10 years and preferably be a graduate of a national military staff college.
• Obtained the rank of at least NATO OF 3 (Major or equivalent).

• At least six years experience working in a C-IED ENVIRONMENT within the last 15 years.
• NATO SECRET security clearance by contact start.
• Experience of C-IED in an operational theatre.
24. Depending on the unique requirements of each MAT mission SMEs will be drawn from both Tactical and Technical SMEs, however, it must be stressed that the lead MAT SME is a key and unique factor required to provide successful MAT interaction with Nations and NATO organisations.
