Request for Proposal

Date:

The following questions were raised with respect to subject IFIB. Responses are to provide clarification.

Question Response

1. A number of posts are for former Lt Cols.

Is it possible to submit lessor ranks (Major) as their experience and skillset matches / exceeds the job spec?

1. No. LTC is considered the Minimum rank held for which a senior officer could have obtained the necessary level of experience.

2. How many travel days are there for the operational/technical trainers on the

Tacops/T3/SOAC/WIT courses?

2. The days of travel will vary by location of the event. Departure from the US normally means a travel day each way while a Europe departure is normally ½ day each way. This is a good time to mention that a careful reading of the Special T&Cs indicates the only billable travel hours are those during Monday-Friday during normal working hours. Travel costs are outside the bid proposal and will be discussed with the winning company during the Kick Off meeting in September.

3. The T3 and WIT courses are 10 and 18 days respectively, are these days to run concurrently or are there weekend/no-working days on each course? If so, how many weekend/non-working days are there?

3. There are non-working weekend days in the courses mentioned. Those days however are non billable days. Per diem will be paid In accordance with the NATO Travel Directive.

4. The HQ SACT posts are 7.5 hour working days. Are all courses 7.5 hours or 8 hour working /billable days?

4. The maximum billable hours are 7.5 daily unless prior approval is accomplished with the

COTR and approved by the Contracting

Officer.

5. Table 4 shows course working days and preparation days, for example a technical trainer has 5290 hours. We presume these are allocated to the Tacops/T3/BSC course x 6 a year and not to include the 4 optional courses – is this a correct assumption?

5. Correct

IFIB 10-03 Q&A 5

6. Does the government anticipate travel into combat zones by any contractor team members and if so which team members do they anticipate will be needed to conduct this travel?

6. It is expected that members of the Mobile

Advisory Team would be required to travel to a combat zone. Additionally, a lead training

SME could be required to travel to a combat zone in order to update on Pre Deployment C-

IED Training requirements.

7. Reference: Note on Table 5 of SOW states: Surge tasks, by their very nature, will be in response to unforeseen circumstances.

The above table is for guidance only. Refer to

Paragraph 25. Paragraph 25 refers to A successful contractor response to Section 3

Question: Can the Government clarify the reference to paragraph 25?

7. Most of the Surge Tasks will be performed by the personnel in Table 4 from Section 3. A successful response in that section will be considered to successfully meet one of the criteria in Section 4 as well.
