CMPP Questions and Answers 20170830
1) Could we have more information about the project? I read the document sent but I didn't find a list of machines/line you are looking for either a layout. I would like to know if there is a layout and a list of equipment.
Answer: The Performance Work Statement (PWS) explains the project and desired outcomes and the four appendices contain the functional, technical, Cybersecurity, and telecommunications requirements. The actual list of items that are to be replaced is contained in Appendix B. The IT equipment currently supporting the outdated solution will be replaced as well. The Government will not provide a list of machines/lines that we would like quoted.
Instead, the vendor is expected to provide a total solution to include a list of machines / lines, including the IT equipment and all software required to implement their solution. The proposed solution may have different quantities than what currently exist, the goal is to maintain or improve the existing capability of the CMPP in accordance with this Request for Quote (RFQ). The IT hardware and software to be provided is for both a test environment, where software testing will occur and a separate production environment, where the solution will be implemented.
2) Is it an inquiry for quote for devices or Service contract?
Answer: This Request for Quote (RFQ) is for the entire solution as outlined in the PWS and four appendices, it includes meat plant equipment, IT hardware and Software, and the maintenance for the solution throughout the life of the contract.
3) Which Division concerns it? Laboratory, Industrial, Retail or Prozeß.
Answer: Retail - See PWS Section 3 Paragraph 3.
4) Appendix B Technical Requirements mentions the DeCA Standard HHTs (Honeywell/Intermec CK71 and CK75). Can you answer following questions regarding these devices?
a. How many are in use? Please specify if freezer or normal, long range or normal range.
Answer: The CK75 is the freezer model and the CK71 is the normal model. There will be 17 CK75 short range and 2 CK 75 long range in use at the CMPP. The CK 75 HHTs are not available until fourth quarter 2017. There may be up to 5 CK 71 short range and up to 5 CK 71 long range devices used occasionally.
b. Will it be absolutely necessary to keep these devices or is it possible to exchange them as well?
Even if you would like to keep them at first.
Answer: These devices are currently on order and will be standard throughout DeCA. Due to United States Department of Defense Security Requirements, these HHTs have been certified and they are not part of the refresh. It is necessary to keep these devices. The information provided in the Technical Specifications is a part of the compatibility requirements.
5) B.1.2.2
There is a demand for 15kg mentioned. Actually used equipment has a scale range of 6kg. What is the need for the 15kg? What are the product data for the high weight products? (Dimensions, formats….)
Answer: 15kg is a valid requirement. The maximum product dimensions for all lines is 20 in.
long x 13 in. wide x 13 in. high
6) B.1.2.3 We did not see the mentioned current automatic weighing and labeling for logistics on-site.
Where is this solution located and what are the parameters for this requested solution? Is there really a demand for an automatic WPL line? If so, we’ll need package dimensions, label dimensions, and speed requirements.
Answer: Sections B.1.2.3 Automatic Industrial/Logistics Labeler and section B.1.2.4 Manual Weight Labelers are duplicate sections. Disregard Section B.1.2.3
7) B.1.2.6 What are the requirements related to performance, scale range and so on for these 2 lines?
What are the product dimensions?
Answer: The requirements related to the performance of the two burger lines are the same as wrapping room. For maximum product dimensions, see question 5.
8) B.1.2.7 We understood these printers as an additional bottom printer on the automatic WPL lines for retail products (B.1.2.2 and new for B.1.2.6). In total, this would be 8 nutrition facts bottom labelers.
The required number is 12. What is the reason for this difference? (12 instead of 8?). Where should these other 4 labelers be placed?
Answer: The required number should be 11. The eight mentioned in your question, plus the 3 Special order racks. Section B.1.2.4 states two existing special order racks with one additional required.
9) B.1.4 We expect that the demand between the metal detectors for the Burger lines and the 6 metal detectors which are integrated in the lines of B.1.2.2 is different cause of different pack sizes.
As all labeling device and metal detectors have actually a belt width of 300mm the question is what would be the final right belt width for the whole line?
Answer: The belt width of 300 mm is strictly for the converger to accept product from the wrapping machine. The converger may reduce belt width to handle packages 20 in. long x 13
in. wide x 13 in. high. (See question 5)
10) What is the purpose of the second rack of two at the end of the Burger Room? The first one sends labels to the second Burger Line.
Answer: There will be one special order rack in the burger room. Each burger line will independently weigh and label product. Preprinted labels, and labels sent to a line are out of scope for this RFQ.
10a. The left one has an unused scale connection. Should we integrate a scale for another special order rack or is this not necessary?
Answer: There will be one special order rack in the burger room. The remaining two special order racks will near the standalone vacuum machines in the wrapping room.
11) Is the WiFi in the raw material (primal) storage room functional?
Answer: Yes. It has been tested and the Primal storage room has 100% coverage.
12) Will electrical wiring diagrams of Burger and Steak Lines be accessible?
Answer: These diagrams would have to be located. If found, they would be made available to the awardee.
13) Are the actual access points in the freezer within the supermarket part of the CMPP network?
Answer: The access points are outside of the freezers with an antenna located inside the freezer for coverage.
13a. If not, will DeCA/CMPP technicians install access points and connect it to CMPP network?
Answer: If there is a need for additional wireless coverage, DeCA is responsible for installation of any access points or network equipment.
13b. If we have to install access points and connect it to the CMPP network, should it be part of this quote?
Answer: No. This is out of scope for this quote. See question 13a.
13c. If yes, can we have access to a constructional plan of that part of the building?
Answer: No. This is out of scope for this quote. See question 13a.
14) How many work shift hours in general? Do we have different shift hours between Shipping Zone, Burger and Wrapping Room?
Answer: CMPP – The CMPP operates Monday through Saturday between the hours of 5:00 AM and 11:00 PM Central European Time. There are several shifts reporting at different times that overlap. The burger room, wrapping room, receiving and shipping area are operational at the same time throughout portions of the day.
15) How many shifts per day? What is the general working time?
Answer: CMPP – See question 14
16) Burger Room: max count of individual packages per minute per Line?
Answer: See Section B.1.2.6, references B.1.2.2 that requires 50 packages per minute.
17) Wrapping Room: max count of individual packages per minute per Line?
Answer: See Section B.1.2.6, references B.1.2.2 that requires 50 packages per minute.
18) How much Display User terminals and scales are needed?
Answer: The actual list of items that are to be replaced is contained in Appendix B. The Government will not provide a list of machines/lines that we would like quoted.
Instead, the vendor is expected to provide a total solution to include a list of machines, lines, displays and other equipment, including the IT equipment and all software required to implement their solution.
19) Receiving area (Storage 1) and shipping area (Shipping Room) are different. The existing scale is not movable. Should we offer one or two display user terminals and scales?
Answer: The existing scale located on the dock (receiving area), is not movable as referenced in B.1.1, there is only one scale. The Government will not provide a list of machines/lines that we would like quoted. The vendor is expected to provide a total solution to include a list of machines / lines, including the IT equipment and all software required to implement their solution. The proposed solution may have different quantities than what currently exist, the goal is to maintain or improve the existing capability of the CMPP in accordance with this Request for Quote (RFQ).
20) In technical appendix B1.2.3 two Automatic Industrial/Logistics Labeler for packages up to 30kg are mentioned. Where, inside the plant, are the two automatic industrial/logistics labelers are located?
Answer: Sections B.1.2.3 Automatic Industrial/Logistics Labeler and section B.1.2.4 Manual Weight Labelers are duplicate sections. Disregard Section B.1.2.3
21) Where are all twelve Case Labelers located? We have 6 wrapping lines, 2 Burger Lines. 2 special order racks. = 10 Case Labelers
Answer: The required number should be 11. The 6 wrapping lines, 2 Burger Lines, plus the 3
22) Why does CMPP need 12 Nutrition Facts Labelers if we have just 8 Lines in total? Where do we have to position the additional four?
Answer: The required number should be 11. The eight mentioned in your question, plus the 3
23) Will CMPP provide and maintain the WLAN system for the facility? We are proceeding under the assumption that the WLAN equipment and service is OUTSIDE the scope of this RFP.
Answer: You are correct. DeCA will provide and maintain the WLAN system for the CMPP.
24) Actually, we need to know which product is required. Could you please send us the description so that we can direct this to the correct division at [purposefully omitted]?
Answer: See Question 1
25) If we didn’t attend the site visit are we still allowed to submit a quote?
Answer: Yes, vendors may still submit a quote even if they did not attend the site visit.
