Functional Requirements General Tasks The CMPP system will be a fully configured meat processing management system capable of supporting industry standard operations. The CMPP solution shall perform the following general tasks:
a. Accept orders from commissaries and other customers, via web-site or other means that allows eligible commissaries and other customers to enter meat orders;
b. Generate standard management reports and allow users to create ad-hoc reports on CMPP production, inventory, pricing, and shipping activities;
c. Establish item price from wholesale product to retail cut with variable markup capability;
d. Enable CMPP managers to control pricing strategy;
e. Enable data analysis, including predictive ordering;
f. Manage store orders, to include receiving orders from supported stores, aggregating orders for production, and creating store pick lists for outbound order management;
g. Maintain store business accounts and inventories for meat supplied by the CMPP;
h. Support weighing, packaging, and labeling of retail meat cuts;
i. Track products throughout the CMPP life-cycle (from primal receipt through shipment of orders to commissaries);
j. Track item sales by dates for stock picking operations;
k. Detect metal contained in primal and retail cuts of meat;
l. Produce hazard materials management reports, material safety data sheets, and other documentation to comply with DoD and U.S. hazardous material (HAZMAT) regulations;
m. Integrate CMPP operations, particularly subsystems such as scales and printers;
n. Maintain an inventory of all product in the plant; and
o. Maintain a history of product activity.
p. Ability to integrate with the DeCA Enterprise Business System (EBS);
Language and Displays The CMPP system shall be capable of producing all masks, layouts, menus, and help options in English (primary) and German for all workstation based functions. Hand Held Terminals (HHTs) shall display in English only. The system shall also have the capability to display different currencies and units of measure.
Data Capture Upon receipt or shipping of products, the CMPP system shall be able to record temperatures, pallet configurations, and quantities of product by item code.
Product Identification Numbers The CMPP system shall support multiple product identification systems, including: Stock Keeping Unit (SKU); Universal Product Code (UPC); Case UPC; Price Look Up Codes (PLU); Global Trade Identification Number (GTIN); and European Article Numbers (EAN) code 14 for single cases, random weight products, quality control and quality assurance audits, detailed and blind receiving capability, and returns processing. GTIN describes a family of EAN, Uniform Code Council (UCC) global data structures that employ 14 digits (see www.gtin.info). Product identification capability shall also exist in hand-held format.
Detailed Tasks The CMPP system will be used to originate orders for products from suppliers, process all incoming primal, manage the storage of the product until it is needed, facilitate processing planning activities, optimize the picking of product to satisfy orders, and support requirements for business and inventory data. The functionality to be provided by the replacement CMPP application addresses four primary business functions: Incoming Product, Internal Operations, Process Product, and Outgoing Product.
Inbound Product CMPP workers will utilize Hand Held Terminals (HHTs) to inventory inbound shipments. CMPP workers will use the CMPP application to determine what quantities of wholesale products are necessary to meet the anticipated demand for retail cuts based upon forecasted and historical demand and anticipated levels of troop deployment at supported locations. The CMPP solution shall provide the following capabilities and functions.
Produce Inbound Receiving Container Report The CMPP solution shall have the future capability to produce the inbound receiving container report for both beef and pork products. This report details all shipments inbound from the supplier that have not reached the plant. The contractor shall provide the ability to integrate this requirement into EBS.
Lookup Order Information for a Shipment The CMPP solution shall have the capability to display order details for a selected order via user input. This capability shall allow users to identify parameters needed to lookup order information (e.g. for a pending delivery), conduct a search within the CMPP system using the parameters identified, and display a listing of orders matching the provided criteria.
Unload Container The CMPP system shall have the capability to compare shipping documentation (Landing Report) from the container with the records on file at CMPP (the DeCA Requisition Status Update List or RSUL). The CMPP system shall have the capability to log information from scanning the supplier package label and to record Hazardous Analysis Critical Control Point (HACCP) information (product temperature, comments, etc.). The CMPP system shall also have the capability to create a Report of Discrepancy (ROD) from user input. The CMPP system will also have the capability to record the amount and type of primal received and prints a CMPP label with appropriate information for attaching to the product pallet.
Label Inbound Pallet The CMPP solution shall have the capability to print the Pallet Label for the inbound pallets. The label will identify the Advanced Shipping Notice (ASN), Date Received, Item UPC, Barcode of UPC, Item Description, Expiration Date, Pallet License Plate Number (LPN), and barcode of LPN, at a minimum Read Package ID The CMPP solution shall have the capability to scan/read barcode information for a product package (item, case, pallet, etc.). The system shall capture and record the details of the product information being received in order to track quantities received against quantities ordered. This product information shall also be available for printing by a user upon request or displayed as necessary.
Capture 100 Percent of Actual Weight for Receiving The CMPP system shall allow users to maintain a running inventory, real-time, of actual inventory weight.
Manage Rejects The CMPP system shall allow users to enter the amount and type of non-conformance product for incoming product (spoilage, quality management, HACCP compliance, etc.). The CMPP system shall allow users to input return information of non-conforming product and produce reports of non-conforming product.
Variance Reports The CMPP solution shall allow users to create variance reports. These reports are used to alert CMPP supervisors of receiving variances and to provide direction for inventory counts, such as when an incoming shipment package weighs a different amount than what is expected.
Store Ordering Ability to Receive Historical Order Information The current system order information data shall be converted to the new CMPP system format. The new system shall have the ability to accept at least three years of aggregate monthly Store order information during the initial conversion process. The solution shall have the capability to store a total of five years of order history (the additional two years can accumulate on a weekly basis after the conversion).
Review Processing Data The CMPP system shall have the capability to retrieve store order history for all or selected stores when queried by the user. The CMPP system shall also be capable of forecasting demand for each retail cut, by store, based on previous store history information.
Ordering Module The CMPP system shall include a store ordering module, which will enable the store meat manager to review past order history, place new store orders, and place individual store orders according to a planned schedule. This ordering module shall also give stores the ability to view detailed shipping status on orders placed through the module. Note: The ability for stores to view detailed shipping status is desired but if the solution is not capable at this time it can be planned as a future requirement.
Submit Store Order Store personnel will review store inventory and determine if there is a need to order retail cuts or special order and enter the requirements. The order will be submitted to the CMPP for processing. CMPP personnel will determine whether to accept or reject the order instructions.
Order Processing CMPP workers will use the CMPP application and equipment to plan and execute the processing of wholesale goods into retail products based on store orders. The system, consisting of both the software and its supporting equipment, shall provide DeCA with complete meat processing capabilities that parallel those available in commercial grocery operations. The CMPP solution shall provide the following capabilities and functions.
Plan Processing The CMPP system shall have the capability to calculate store orders by retail cut. The CMPP system shall have the capability to subtract retail cuts already in storage from the retail cuts required to fulfill store orders. The CMPP system shall then create a list of primal to pull and retail cuts to create to fulfill store orders and have the capability to print the primal list.
Make Retail Cuts List The CMPP system shall have the capability to retrieve a cutting list for production. The cutting list is a list of retail cuts needed. The CMPP system will display a list of primal that need to be pulled from inventory for a production run. The CMPP system shall also be able to print this cutting list.
Cutting Test The CMPP system shall have the capability to record yield information for a primal that has undergone the cutting process.
Final Cutting The CMPP system shall use the final cutting tests to seamlessly trigger, transfer, and update prices on the scales.
Set Retail Price The CMPP system will have the capability to track or cumulate the tonnage processed, by primal into retail cuts, each day for historical data and used to perform cutting test as required. The information, tonnage accumulated from the primal and retail items processed, will be used in establishing retail prices.
Variable Pricing The CMPP system shall have the capability to manage variable pricing at the line item, primal, sub- primal, and across all items on a cutting test to determine retail price.
Hardware Exchange of Information with CMPP Software The CMPP equipment shall have the capability to automatically exchange information with the CMPP software. This includes interfaces with scales, scanners, metal detectors, and printers. The price labelers and outer case markers shall be updated automatically whenever the new retail prices are made effective.
Metal Detection The CMPP system shall have the capability to detect metal contained in meat on the production line in conjunction with approved quality assurance procedures and United States (U.S.) safety standards.
Weigh Retail Item The CMPP system shall have the capability to weigh the retail item on the production line in conjunction with approved quality assurance procedures and U.S. standards.
Label Retail Item - Top item label The CMPP solution shall have the capability to print the Top Label for each Retail Item and automatically label the retail items as they are processed. The top label shall contain the Barcode, Item Description, Unit Pack (if greater than one), Item Weight (U.S. Standards), Unit Price, Retail Price, Production Date, Sell by date, Use / freeze by Date, and any FDA required information for the top label.
Label Retail Item - Bottom item label The CMPP solution shall have the capability to print the Bottom Label for each Retail Item and automatically label the retail items as they are processed. The bottom label shall contain the Nutrition Facts, Safe Handling Instructions, and other FDA requirements.
Weigh Retail Item Case The CMPP system shall have the capability to weigh the retail item case on the production line in conjunction with approved quality assurance procedures and U.S. standards.
Label Case The CMPP solution shall have the capability to print the Retail Item Case Label for each Retail Item Case and automatically print the label as the retail item cases are weighed. The Retail Item Case Label shall contain: Informational Barcode containing PLU, pack date, weight, line, case price, and trace code; the standard Barcode; Case Description; Total case weight; Item Count or Unit Pack; Pack Date; Sell by date; Storage Instructions (KEEP CHILLED or KEEP FROZEN); and UPC Number.
Outbound Product CMPP workers will utilize Hand Held Terminals (HHTs) to identify product locations in the warehouse and to pick inventory from the warehouse for shipment to DeCA stores. The CMPP solution shall provide the following capabilities and functions.
Load Container The CMPP system shall have the capability to record and retrieve weight information from floor scales for each pallet ready to be shipped.
Read Package ID The CMPP solution shall have the capability to scan/read barcode information for a product package (item, case, pallet, etc.). The system shall capture and record the details of the information to track the quantities picked to fill a store order. This product information shall also be available for printing by a user upon request or displayed as necessary.
Stock Picking The CMPP system shall have the capability to keep track of item sell-by-dates for stock picking operations to fill store orders. The system shall track items picked for each order and report any variances between order and items shipped.
Product Tracking The CMPP system shall have the capability to track products to ensure proper rotation and effective quality assurance of incoming and outgoing product. It shall also capture vendor information input including items, quality, conditions, and delivery time.
Variance Reports The CMPP solution shall allow users to create variance reports. These reports are used to alert CMPP supervisors of order variances and to provide direction for inventory counts, such as when an outbound shipment contains different quantities than what was ordered by the store.
Pick Outbound Pallet The CMPP system shall create a shipping report based on both user input and retrieved information for each store and the shipment details for that store. The list shall include the pull list, which shall be available in hand-held terminal (HHT) format. The system shall have the capability to print the pull list as necessary. The system shall also have the capability to store pick results and produce pick reports after being manually entered into the CMPP system.
Label Outbound Pallet The CMPP system shall create and print the Pallet Label for the outbound pallets. The first label contains Destination, DODAAC, Case Type (Chill or Frozen), Order Number, Store Number, Pallet Number, Total Pallets, Delivery Date, and Route. The Second Label Contains the Origin, DODAAC, Store Name, Order Number, and number of cases on the pallet. This printer will be printing both labels that are attached to the pallet of items being shipped. See Attached.
Shrink Discount The CMPP system shall have the capability to apply a percentage shrink discount to total store orders prior to shipment. This capability shall include a discount on a store order of 1-3 percent (depending on store status on the shrink matrix) before finalizing and shipping the order. The discount will be applied to the store invoice automatically upon order completion by CMPP personnel.
Shipping Documentation The CMPP system shall have the capability to produce shipping documentation for individual stores, including the use of multiple ship-to addresses billing to the same store account.
Prices Available to Stores The CMPP system shall provide the capability to make current prices derived from the latest cutting test available to the commissaries.
View Order Shipping Status The CMPP solution shall give commissary personnel the ability to view information detailing the shipping status of orders placed, details of items shipped and estimated arrival date.
Replenishment of CMPP Computerized Order Forecasting for Beef, Pork and Spices The CMPP system shall provide computer-aided order forecasting, receiving and quality control, receiving delivery notes, verifying invoices, and posting documents. It shall accommodate the following parameters used for ordering: current inventory of primal, past five years order history of primal and inbound shipments outstanding. The system shall also record historical data on store orders and their corresponding primal, in addition to assisting ordering from suppliers such that the history of store orders can be translated into the history of corresponding primal used to satisfy those orders. The amount of each retail cut per primal shall be determined by its cutting test.
Ability to Receive Historical Order Information The current system order information data shall be converted to the new CMPP system format. The new system shall have the ability to accept at least three years of aggregate monthly primal order information during the initial conversion process. The solution shall have the capability to store a total of five years of order history (the additional two years can accumulate on a weekly basis after the conversion).
Ordering Module The CMPP system shall include the capability to order Marinate, Spices, Beef and Pork Primal and other meat plant inventory, which will enable the meat plant manager to review past order history, place new replenishment orders, special orders, and place recurring orders according to a planned schedule. This ordering module shall also give the meat plant the ability to view orders placed and expected date of arrival.
Place Replenishment Order The CMPP solution shall have the capability to: review record of primal usage of beef and pork, as well as marinate and spice usage, based on the past five years of primal order history, review store orders (present and past), review available inventory, review available receiving and shipment information, and determine meat plant order quantities from this information. The CMPP system shall automatically determine the amount of beef, pork, marinate, and spices to be ordered, and print this information for CMPP personnel to place the order with the appropriate suppliers. The CMPP solution shall have the capability to transfer this order information into our EBS system.
Inventory Read Package ID The CMPP solution shall have the capability to scan/read barcode information for a product package (item, case, pallet, etc.). The system shall capture and record the details of the information. This product information shall also be available for printing by a user upon request or displayed as necessary.
Permanent Stock Tracking and Sell-By-Date Information The CMPP system shall accommodate real-time stock availability as well as provide pricing and sell-by- date control to ensure proper rotation of CMPP products (beef, pork, marinates and spices). It shall also have the capability to identify the remaining processed inventory stock and deduct it from the next day processing list to ensure the freshest products are delivered to the stores.
Frozen Product Tracking The CMPP system shall be able to automatically determine the expiration date for freeze items. Frozen product has a six-month shelf life. The system shall be capable of identifying items to be frozen at the time of packaging by the corresponding PLU numbers. The wrapping list shall identify freeze items as frozen.
Balance on Hand Status for Finished Products and Raw Materials The CMPP system shall provide the capability to: conduct a stock level check on finished products and raw materials, including beef, pork, marinates and spices, and make order suggestions based on stock levels and delivery times, and report across all levels. It shall also give management access to real-time information on quality control, such as the temperature of arriving product.
Count Inventory The CMPP solution shall allow CMPP users to determine the amount and type of inventory on hand: daily (for processing planning), weekly (for replenishing ordering), or monthly (for DeCA to report required inventory status). The CMPP system shall have the capability to retrieve retail cuts inventory, including Balance on Hand (BOH) information; retrieve primal inventory with BOH information; retrieve spice inventory with BOH information; and retrieve inventory of retail cuts with BOH information. The CMPP system shall have the capability to count the number of each spice, retail cuts and primal in the plant, record the weight and price for each retail cut and primal (including processed orders awaiting shipment), record all receipts, sales and debits and credits, and print results of physical inventory. The solution shall have the capability to generate cycle counts on specific areas and specific products at a user specified interval, to ensure the entire CMPP inventory will have been counted at least annually.
Maintain CMPP Catalog The CMPP solution shall allow CMPP users to manually add, modify and delete products and product information in the system catalog. The CMPP system shall have the capability to store an effective date for changes and publish the updated product information in the system catalog, to the scales and labelers at the date and time specified.
Perform Formal Inventory The CMPP solution will facilitate the formal inventory process by automatically capturing the count from CMPP user entries via Hand Held Terminals (HHTs) for beef, pork, including its weight and cost price. The CMPP system will also capture the count and record every retail cut, including its weight and sales price. Additionally, the CMPP system will capture the count and record marinate, spices and other items used in the preparation of retail items and cost. The system will allow CMPP users to print this information.
Internal Operations Plant workers store product and track product locations in the CMPP application while the product is within the CMPP facility. The CMPP system shall provide the following capabilities and functions.
Maintain CMPP Business Account The CMPP solution will allow CMPP users to maintain a business account for the CMPP, update debits and credits (may include receipts, RODs, transfers in and out, inventory gains and losses, etc.), update veterinarian samples, and balance account as necessary.
Manage Veterinarian Samples The CMPP solution shall allow CMPP users to manually input veterinarian sample information and subtract the sample amount from existing inventory.
Review Plant Status The CMPP solution shall have the capability to produce a set of ad hoc reports relative to plant activity, determined by user input. The CMPP solution shall also review total inventory on hand (dollar amount and weight by unit), review total inventory on the books, and be able to produce the record of operations as assigned by user input.
Documentation for HAZMAT Guidance The CMPP system shall have the capability to produce HAZMAT management reports, material safety data sheets, and other documentation supporting DoD, Hazard Communication (HAZCOM) and global harmonization regulatory guidance and standards.
Reports and User Functions The CMPP system shall provide daily, weekly, and monthly reports, based on current data. These reports include the Individual Store Tonnage Report, Meat Plant Tonnage Report, Receiving Report, Shipping Report, Sales Report, Inventory On-Hand and Movement Report, Extract Item Movement Reports, and Online and Real-Time Status Reports including Production of Cutting Test. The CMPP solution shall be able to track and report by piece count, dollar value, and weight.
The CMPP solution shall provide on-line, real-time inventory movement and costing information when requested by CMPP users. It shall also have the capability to update PLU lists to include nutrition factors, ingredient listing, and manager special information.
The CMPP system shall have the capability to allow users to generate ad hoc and standard management reports on production, inventory, pricing, and shipping information. Examples of these reports include Tonnage, Cutting Test, Item Movement and Packaging, Pounds, Total Dollar, Reorder Inventory, Fill Rate, Sales, and Case Count.
The CMPP system shall also have the capability to create reports for specific item and management data for analysis. Examples include sales channel, process day, and store route.
Operational Equipment Support and Maintenance Operational equipment support and maintenance shall be provided to CMPP as needed Monday through Saturday between the hours of 6:00 AM and 10:00 PM Central European Time.
Operational Equipment Calibration and Preventive Maintenance Operational equipment calibration and preventive maintenance shall be provided to CMPP as needed Monday through Friday between the hours of 3:00 PM and 10:00 PM Central European Time.
Quality Control Standards The CMPP system shall comply with the U.S. Government's quality control standards for food products. It shall include a complete integrated management system with quality control being a key factor in maintaining information on in-plant HACCP, United States Department of Agriculture (USDA), and Food and Drug Administration (FDA) standards. HACCP compliance applies both for inbound as well as outbound products.
Food Safety The CMPP system shall follow the U.S. Food Safety Industry Standard (FSIS).
