Technical Requirements Equipment and Technical Requirements within the CMPP Facility This section describes the equipment and technical requirements that the contractor shall provide within the CMPP facility. The contractor shall provide a fully integrated solution utilizing standard COTS hardware and software products including display terminals, labelers, convergers, metal detectors, workstations, scales, multi-function consoles, printers, and all peripherals required to meet or exceed the existing capabilities of the CMPP facility. In addition, the two Burger Room lines shall have the capability to produce individually weighed, priced and labeled burger and ground beef packages. Also, an additional special order rack and pallet label printer is required to process special orders. Safe Handling Instructions and Nutrition Facts labelers are required for each of the lines and special order racks where retail product and special orders are processed. Where additional capacities are required, notations are made below indicating “Additional quantity”. For each item type in the section below, DeCA identifies the existing quantities and functions of the existing solution. The contractor’s proposed hardware and software solution shall meet or exceed the production capacity of the CMPP, with documented characteristics, capabilities, performance, or other benefits that demonstrate how the proposed hardware and software will meet or exceed DeCA CMPP current production capacity. All hardware must be capable of connecting to existing European AC power.
The contractor shall integrate any existing built-in scales, and the DeCA standard HHTs into their solution. The DeCA standard HHTs are Honeywell/Intermec CK71 and CK75, varying in capability from freezer capable to normal duty, and both normal range to long range scanners.
Display User Terminal The display user terminal shall be connected to an already existing floor scale. This scale is embedded in the CMPP and may be in stainless steel housing. The scale is used for weighing pallets at the receiving and shipping area.

Labelers Labelers must be able to accommodate current package sizes, use appropriate method of transfer, and have the capability to receive weight and price information directly from the CMPP system. Printing must achieve 150mm/s, unless otherwise specified, with the capability to print EAN 14 and EAN 128 barcodes and be connected to the DeCA network. Labelers must be able to accommodate existing label sizes ranging from 30mm (W) x 30mm (H) minimum to 100mm (W) x 100mm (H) maximum.
Pallet Label Printers These printers are used to print the Pallet Label for the inbound and outbound pallets. These printers will be printing the two different labels that are attached to the pallet of items being shipped, and inbound pallet numbers for internal use within the CMPP for product tracking. Printing must achieve 254 mm/s.
(Current quantity – two) (Additional quantity – one) Retail Item (Package) Labeler Labelers shall be fully automatic or manual goods fed, individual package labeling up to 15 kg, for industry and retail, item description, net weight, price per pound, and total price labeling, including production, sell by and use/freeze by dates, facility and line number package was processed. Current labeling technique is air-jet application (compressed air supply 6 bar), labeling up to 50 packages/minute.
(Current quantity – six) Automatic Industrial/Logistics Labeler Fully automatic for industrial-scale labeling for packages up to 30 kg, individual package labeling mainly for the industrial sector, fully automatic or manual product supply. Current labeling up to 32 packages/minute.
(Current quantity – two) Manual Weight Labelers Special order racks for weighing special orders and cases. Fully automatic for industrial-scale labeling for packages up to 30 kg, individual package labeling mainly for the special orders, fully automatic or manual product supply. Current labeling up to 32 packages/minute.
(Current quantity – two) (Additional quantity – one) Manual Package/Case Labeler Outer Case Marker (OCM) Label on the outside of each case up to 50 kg. Printing must achieve 200 mm/s.
(Current quantity – twelve) (Additional quantity – one)
Ground Beef Printers In order for the two Burger Room lines to have the capability to produce individually weighed, priced and labeled burger and ground beef packages. These printers shall be replaced with the same printers that are used to replace existing printers in B.1.2.2 (Current quantity – two) Safe Handling Instructions / Nutrition Facts Labeler These printers will print the Safe Handling Instructions and Nutrition Facts and other U.S. Food and Drug Administration (FDA) required information. These labels will be placed on the bottom of each individual package. Printing speed must accommodate up to 50 packages/minute.
(Current quantity – None) (Additional quantity – twelve) Convergers Application: channeling multi-line product flows of up to four lines into a single stream; and use multi-line packing machines and fully automated labelers. Number of lanes and specifications are: (a) One Line accepting a row of two items wide, with packages up to 6 kg; (b) Four Lines accepting a row of three items wide, with packages up to 5 kg; (c) Two Lines accepting a row of four items wide, with packages up to 4 kg, (d) One Line accepting two rows of three items wide, with the option to rotate the packages 90 degrees. All lines require a package leveling device to slightly flatten the package before the package reaches metal detector and scales. Variable lane width: 425-560 mm maximum. Package length: 550 mm. Inlet height of merger: 720-960mm (starting line height adjustable by 80mm). Transport speed: 4 m/minute - 40 m/minute.
(Current quantity – six) (Additional quantity – two) Metal Detectors Metal detectors must be able to accommodate a belt width of 400 mm, with a throughput opening of 400 mm (W) x 200 mm (H). Transport speed must be adjustable from 4 m/minute - 40 m/minute, with a sensitivity of VA (steel) greater than or equal to 2.11mm radius.

Scales Each of the labelers in paragraphs B.1.2.2 – B.1.2.6 shall be attached to a vendor supplied scale for weighing the product and producing the labels. In the paragraphs above, the maximum weights are specified.
Special Order Racks Special order racks are work areas used specifically for processing and filling special orders. These work areas shall include a unit with a display, scales and printers, to print retail item label, nutrition facts label and case label.
Information Technology (IT) Requirements On this technology refresh CMPP contract, the contractor will provide the Agency with new modern IT equipment, hardware and software solution, including the hardware and supporting software and all necessary redundant capabilities for high availability, meeting DoD security and DeCA requirements. The solution will provide continuing functionality to store ordering, general ledger and meat inventory processes, thereby improving productivity, expanding functionality, reducing cost and delivering enhanced customer benefits and savings.
Workstations If workstations are proposed, all workstations that contain a Windows Operating system, shall contain sufficient memory and storage to accommodate Windows 10, data applicable to the application, and DeCA security software. Workstations referenced below, may include windows based workstations, or another method of accomplishing the outlined tasks. Operating System and associated software provided with workstations shall be maintained to a release level no older than at the current release level -1.
Workstation (For Receiving Areas) Workstations to accomplish receiving of inbound product into the CMPP inventory.
(Current quantity – two) Production/Inventory Scanning Workstations with Weighing Platform For the ground beef and steak rooms, workstations with an integrated weighing platform.
(Current quantity – two) Multi-Function Workstations (For Steak and Ground Beef Departments) These multifunction workstations shall be integrated with table scales.
(Current quantity –three) Weight Price Labeling Totals Labeler Workstations These workstations are integrated into the production lines and integrate with the metal detector, item package labeler, Outer Case Marker label printers and a table scale.
(Current quantity – six) High Availability (Failover) and Disaster Recovery Integration The contractor shall implement a server and application architecture that provides operational redundancy and failover capability. High availability operation that automatically switches to a secondary or a standby server, if the primary system fails or is temporarily shut down for servicing, the secondary server will automatically assume the workload and function as the primary server without major interruption to the users. This level of functionality is critical to the CMPP mission since it relies on constant accessibility. The failover will be automatic and transparent or minimally disruptive to the user and will redirect requests away from the failed or down system to the secondary system that assumes the role of the primary server. Once the failed server is brought back online, the server will automatically assume the secondary role and be ready to accept requests should the other server fail.
The objectives of the High Availability Failover and Disaster Recovery Integration effort shall include:
a. Ensuring the continuity of the essential system functions/operations during a server or key component failure, or during an emergency
b. Protecting essential facilities, equipment, records, and other assets
c. Reducing or mitigating disruptions to operations
d. Minimizing damage and losses
e. Participating in yearly testing
f. Achieving a timely and orderly recovery from a server or key component failure, or an emergency and resumption of full service to customers, without data loss.
System Availability The CMPP system shall be capable of performing all system activities, such as tasking, receiving, retail cut, and picking, concurrently, with an average response time/latency of no more than 2 seconds for common operations with all 50 CMPP users and as many as 75 commissaries on-line. The CMPP system shall support a system availability level of 99.95% uptime 24 hours a day to support CMPP and commissary operations.
Offline Processing The contractor shall provide and implement an offline processing mode solution for the CMPP. The offline capability will ensure full production without experiencing any downtime to production due to unforeseen network connectivity failures.
Environmental and Ergonomic Requirements PC-based processors, printers, and monitors shall meet the EPA’s Energy Star requirements, as mandated by Executive Order 12845 of April 21, 1993, and FAR 22.203. The offeror shall describe how the new system’s components will meet local outside the continental United States (OCONUS) ergonomic requirements and provide Free Trade Zone numbers to show that the proposed hardware has been approved for use in Germany.
Open Systems Architecture The CMPP system shall install a standard Information Technology (IT) hardware and software configuration. It shall be consistent with current commercial industry practices and take advantage of open systems concepts, practices, and standards. Such systems use non-proprietary hardware and software standards, and flexible interfacing of components and systems manufactured by multiple vendors. The system design shall enable upgrades to the system to keep pace with technology without severely disrupting operations. In addition, the contractor shall demonstrate the system's ability to be scalable (hardware), interoperable, and portable (software), and to adhere to all standards cited in this document.
Section 508 Compliance All electronic and Information Technology (EIT) to be replaced as part of the contractor’s proposed solution that will be procured under this contract/task orders shall meet the 36 CFR 1194 accessibility standards if the proposed product is commercially available. Contractors may propose products or services that result in substantially equivalent or greater access to and use by individuals with disabilities; this is known as equivalent facilitation. Additionally, the contractor shall identify, for all EIT proposed, whether it is compliant with Section 508, including all applicable specifications, standards, criteria, and requirements in the Act and 36 C.F.R. Part 1194. EIT has the same meaning as information technology except EIT also includes any equipment or interconnected system or subsystem of equipment that is used in the creation, conversion, or duplication of data or information. The term EIT includes, but is not limited to, software, CPUs, information kiosks and transaction machines, web sites, office equipment, and documentation and support.
System Interfaces Remote Screen Data Entry The CMPP system shall provide a web-based capability for stores and other locations to submit orders to the CMPP on-line and for these orders to be queued for processing at the CMPP.
For web presentation, the user interface shall be accessible through a web-browser such as Internet Explorer Version 11.0 or greater.
The presentation must be user-friendly and available to stores and other locations through a common platform or software suite that is commercially available. Specifically, the contractor shall provide a web-based capability for DeCA commissary personnel throughout the DeCA European region to submit store orders for package meat products.
Printed Reports The CMPP system shall be capable of producing standard and tailored reports to meet a variety of CMPP user needs. See the Appendix A, Functional Requirements of this PWS for specific DeCA required printed reports, labels, etc. that the contractor shall provide.
Terminal and Device Interaction The CMPP solution shall be an integrated solution providing inputs and outputs from local devices including terminals/PCs, Hand-Held Terminals (HHTs), and various printing devices.
Data Exchanges The CMPP system shall be capable of receiving and sending data exchanges and data semantics with other systems. The CMPP system shall be able to support exchanges in a variety of formats, but specifically shall include W3C compliant Schema based exchanges.
DeCA is not presently using any electronic data exchanges between CMPP and other systems, but requires the capability. The system will be required to automatically interface with commissaries for account and inventory management, and with vendors and other DeCA systems for cataloging, inventory, and store and replenishment order information. The system shall be able to provide DeCA’s electronic data warehouse (EDW) with transaction and summary data. Interface capabilities shall include other systems, printers, HHTs, and other peripheral equipment.
Integration of Existing Equipment The contractor shall integrate any existing built-in scales, DeCA printers, and the DeCA standard HHTs into their solution. The DeCA standard HHTs are Honeywell/Intermec CK71 and CK75, varying in capability from freezer capable to normal duty, and both normal range to long range scanners. The contractor shall also integrate DeCA standard workstations where practical.
Warranties and Licenses System Licenses The contractor shall provide the software licenses to fully support worldwide CMPP operations with worldwide user licenses for 50 concurrent users at the CMPP plus daily orders from up to 75 commissaries.
Software Warranties To the maximum extent practicable, solicitations for commercial items shall require offerors to offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The contractor shall warrant all software developed under the contract. This warranty shall apply to software developed to maintain existing operational baselines as well as any software developed in support of new requirements or for replacement of business systems applications. The Government will not incur any additional costs to have defective software fixed (reworked) and retested to meet original Government requirements when problems are identified on software within the warranty period. Software requiring re-work and subsequent re-release will restart the warranty period.
Hardware Warranties The contractor shall provide a minimum one year warranty on all hardware delivered.
Software Licenses The contractor shall transfer licensing agreements to the Government for all software provided for the CMPP system, except that which is GFE.
