| 1 | Section M | 14 | 9.2 | Offerors are asked to speak to "Compliance with Small Business subcontracting goals" on their PPI forms to determine a project's relevancy. If the prime offeror is a small business, this requirement presents an unfair challenge as small businesses are not required to meet subcontracting compliance regulations and are instead evaluated against small business utilization. | Would the Government please update the Section L 12.9 Relevancy language to state that small businesses are exempt from this requirement? Alternatively, would the Government allow small business offerors to summarize small business utilization rather than small business subcontracting compliance in their response to this relevancy factor? | |
| The Government will allow small business offerors to summarize small business utilization rather than small business subcontracting compliance in their response to this relevancy factor. |
Section L 12.9 and Section M 9.2 have been updated to reflect the use of Small Business Utilization as part of the Relevancy Assessment.
2 EPW Labor Cat N/A TEAMS Next FLCM rates for the positions of Engineers and Analysts labor categories are lower than the benchmarks identified in the TEAMS Next BMD Engineering contract for similar qualifications. The LCAT definitions are nearly identical in both opportunities but FLCM's benchmarks are lower than the equivalent positions on BMD Engineering. The result of this inconsistency will mean that the BMD Engineering prime contract holder will be able to lure successful engineering and analysts from the FLCM contract by offering higher salaries for the same and similar qualifications; thus putting the FLCM prime at a disadvantage.
For examples (LCAT rates below are for HSV location, however, differences are seen across all locations):
- The FLCM Engineer (Advanced) requires 13 years of experience for $62.93/hour while on BMD Engineering an Engineer IV requires 12 years of experience with a rate of $84.18/hour.
- The FLCM Engineer (Intermediate General) requires 7 years of experience for $49.93/hour while on BMD Engineering an Engineer III requires 7 years of experience with a rate of $62.95/hour.
- A FLCM Engineer (Basic) requires no experience for $35.27/hour while on Engineering an Engineer I requires no experience with a rate of $36.39/hour.
- The FLCM Analyst Advanced is $57.85/hour for 13 years of experience while on the BMD Engineering contract an Analyst III is $57.86/hour for 7 years of experience and the Analyst IV is $77.55/hour for 12 years experience. Please review and revise the benchmark rates for FLCM so that equivalent labor categories throughout the TEAMS Next portfolio are priced at equivalent values. The Government rates are individualized for each TEAMS-Next RFP. These benchmark rates are based on extensive market research and the labor category functional descriptions, which are specific to the scope of work and therefore not uniform across all TEAMS-Next RFPs.
Section L 13.4 has been update to reflect this.

| 4 | SOW | 42 | 10 / Table 10-4 | The table list SOW Paragraphs ‘5.9’ and ‘5.10’ as the “Paragraph Reference” for CDRLs A007 - “Work Instructions (Optional)” and A008 -“Quality Control Plan (Optional)”, respectively. | There is no paragraph 5.9 or 5.10 in the SOW. Recommend deleting these references from the table or adding the paragraphs into the SOW with the appropriate requirements for each CDRL listed. | The SOW Table 10-4. has been updated to remove references to CDRLs A007 and A008. | |
| 5 | SOW | 42 | 10 / Table 10-3 | The table identifies 4 of the 19 “Advanced Analysts” working at Government sites as “Key Personnel.” | Can the Government clarify which 4 of the 19 “Advanced Analyst” are considered “Key Personnel” and at which locations? | The four Advanced Analyst positions that are designated Key Personnel are all located in Huntsville, AL. |
Attachment J-01 Statement of Work Table 10-3 has been updated 6 EPW Labor Resource N/A We believe there is a formula error in the Labor Resources tab. The worksheet Labor Resources in column AG (Total Cost) does not add column AF (GFY7) into Total. This becomes apparent when placing subcontractor information into the EPW. The Cost Roll-Up worksheet then shows a discrepancy in the Crosscheck (column M) and Unreconciled (column N). Update the EPW to fix the error in the Labor Resources tab/worksheet. The EPW has been updated to correct the formula in column AG of the Labor Resources tab.
