12.2.1.1 OPM Online Position Designation Tool (PDT). To determine the proper designation of a position and its required corresponding level of investigation, the position description and any other necessary supplemental information must be carefully evaluated to assess the nature of the position as it relates to the potential material adverse impact to the national security and its impact on the efficiency or integrity of the service being performed. The PDT assesses the duties and responsibilities of a position to determine the degree of potential damage to the efficiency or integrity of the service performed from misconduct of an incumbent to the position. This establishes the risk level of that position. This assessment also determines if a position’s duties and responsibilities present the potential for position incumbents to bring about a material adverse effect on the national security, and the degree of that potential effect, which then establishes the sensitivity level of a position. The results of this assessment determine what level of investigation should be conducted for a position. Currently, the PDT is located at https://www.opm.gov/suitability/suitability-executive-agent/position-designation-tool/
12.2.1.1.1 The Contractor Officer Representative (COR) shall be responsible for the preparation and submittal of the resulting Position Designation Records for each contractor position to the Security Directorate Industrial Security point of contact. The Security Directorate will process the proper background investigation based on the final PDT result.

• Tier 2: Non-Sensitive/Moderate Risk: Adverse impact on the efficiency of the service: Potential for moderate to serious impact involving duties of considerable importance to the agency or program mission with mailto:ctr@mail.mil mailto:ctr@mail.mil https://www.opm.gov/suitability/suitability-executive-agent/position-designation-tool/ significant program responsibilities and delivery of customer services to the public.
• Tier 1: Non-Sensitive/Low Risk: Potentially prejudicial to the national security. Adverse impact on the efficiency of the service with the potential for impact involving duties of limited relation to the agency mission with program responsibilities that affect the efficiency of the service.
12.2.1.3 Entry on Duty (EOD) Considerations. DMA will exercise full control over granting, denying, withholding, or terminating unescorted government facility and/or sensitive Government information access for Contractor employees, based upon the results of a background investigation. DMA may, as it deems appropriate, authorize and make a favorable expedited EOD decision based on preliminary security checks. The expedited EOD decision will allow the employees to commence work temporarily prior to the completion of the full investigation. The granting of a favorable EOD decision shall not be considered as assurance that a favorable full employment suitability authorization will follow as a result thereof. The granting of a favorable EOD decision or a full employment suitability determination shall in no way prevent, preclude, or bar the withdrawal or termination of any such access by DMA at any time during the term of the contract. No employee of the Contractor shall be allowed to EOD and/or access sensitive information or systems without a favorable EOD decision or suitability determination by the Security Directorate. No employee of the Contractor shall be allowed unescorted access to a Government facility without a favorable EOD decision or suitability determination by the Security Directorate.

This will be completed prior to the Trusted Associate (TA) submitting new contract employees for the Common Access Card (CAC) in the TASS. If a contract employee does not have the appropriate investigative requirement, such employee will be denied the ability to work in support of this PWS and will not be processed through TASS. A Government-issued CAC is required for all full-time contractor personnel. This can be acquired after the background investigation is approved, and the contract employee begins work at one of the identified locations. CACs will be issued for a period not to exceed 3 years from the date of issuance. The contractor shall ensure that all contract personnel requiring access to government information technology (IT) equipment/ systems and/or government records, or access to government facilities for a period longer than 180 days, have CACs prior to the start of the period of the contract performance. The TASS requires contractor personnel reverification every 180 days. TASS Form 2, Contractor CAC Re-verification and
Retrieval form must be submitted no later than 120 days after an original CAC is issued, and henceforth every 120 days, to the DMA Industrial Security Specialist and the DMA electronic mailbox for contractors.

12.2.4.1 Retrieval of CAC. DMA Contractor CAC eligibility is specifically dependent on the mission and the DMA contract being supported. In accordance with current DoD ID card policy (DoDM 1000.13), “ID cards shall be used as proof of identity and DoD affiliation to facilitate access to DoD facilities and systems” required by the contract. Additionally, “ID cards shall represent authorization for entitled benefits and privileges in accordance with DoD policies.” The physical and logical access requirements are particular to the place of duty as identified by the DMA contract, and the benefits conveyed by the ID card, if any, are particular to the contractor’s place of duty. If absent from work, the contractor does not have physical or logical access requirements, nor is the contractor entitled to the benefits identified on the CAC.
12.2.4.2 Current policy (DoDM 1000.13) also states: “ID cards shall be retrieved by the sponsor or sponsoring organization when the ID card has expired, when it is damaged or compromised, or when the card holder is no longer affiliated with the DoD or no longer meets the eligibility requirements for the card.”
12.2.4.3 The COR has authority to hold the CAC when a contractor is no longer directly supporting DMA functions (DMA Policy Memo
#10). This practice ensures that the CAC is available to resume contract support upon the contractor’s return from extended or prolong absence from working on the DMA contract. This eliminates unauthorized use of benefits and ensures the COR has a
CAC to turn in should the contractor not return from extended or prolong absence from working on the DMA contract.
12.2.4.4 Examples of extended or prolong absence from work include:
12.2.4.4.1.1 Unauthorized Absence
12.2.4.4.1.2 Suspension
12.2.4.4.1.3 Released
12.2.4.4.1.4 Resignation
12.2.4.4.1.5 Unofficial Foreign Travel
12.2.5 Information Security.
The Contractor shall immediately notify the COR upon discovery of any inadvertent or unauthorized disclosures of classified information, data, documentary materials, records, or equipment.
12.2.5.1 Sensitive Information Protection and Storage. Controlled Unclassified Information (CUI) in its many forms, personally identifiable information (PII) of any type, as well as any otherwise sensitive data, and/or equipment will only be disclosed to authorized personnel on a need-to-know basis. The contractor shall ensure that appropriate administrative, technical, and physical safeguards are established to ensure the security and confidentiality of this information, data, and/or equipment is properly protected. When no longer required, this information, data, and/or equipment will be returned to Government control, destroyed, or held until otherwise directed. The disposition of all data will be at the written direction of the COR. This may include documents returned to Government control;
destroyed; or held as specified until otherwise directed. Items returned to the Government shall be hand-carried or sent by certified mail to the COR. It is anticipated that this information will be gathered, created, and stored within the primary work location. If contractor personnel must remove any information from the primary work area they should protect it to the same extent they would their proprietary data and/or company trade secrets. The use of any information that is subject to the Privacy Act will be utilized in full accordance with all rules of conduct as applicable to Privacy Act Information. The government will retain unrestricted rights to government data. The ordering activity retains ownership of any user created/loaded data and applications hosted on vendor’s infrastructure, as well as maintains the right to request full copies of these at any time. The data that is processed and stored by the various applications within the network infrastructure contains personally identifiable information
(PII). This data and PII shall be protected against unauthorized access, disclosure or modification, theft, or destruction. The contractor shall ensure that the facilities that house the network infrastructure are physically secure.
No data shall be released by the contractor without the consent of the Government in writing. All requests for release must be submitted in writing to the COR/Contracting Officer (KO). The COR, with support, if necessary, from DMA’s Security Directorate, will instruct the Contractor as to which deliverables must be marked Controlled Unclassified
Information (CUI).
12.2.5.2 The contractor is required to obtain DMA Contracting Office approval prior to engaging in any contractual relationship (e.g., a sub-Contractor) in support of this contract which would require the disclosure of information, documentary material, and/or records generated under, or relating to this contract.
12.2.5.3 The contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974, or that is generally protected by the Freedom of Information Act.
12.2.5.4 Contractor employees will be required to comply with all Government security regulations and requirements listed in the references section. Initial and periodic security training and briefings will be provided by Government security personnel. Failure to comply with security requirements will be cause for removal, and the contractor will not be able to provide service on this contract.
12.2.5.5 The contractor shall not divulge any information about DoD or DMA files, data processing activities or functions, user identifications, passwords, or any other knowledge that may be gained, to anyone who is not authorized to have access to such information.
12.2.6 Miscellaneous Security Requirements.
12.2.6.1 Contractor personnel must comply with local security requirements for entry and exit control for personnel and property at the installation and DMA facilities. The contractor shall observe and comply with the security provisions in effect at all DoD facilities. Identification shall be worn and prominently displayed as required.
12.2.6.2 Potential Operational Constraints – Force Protection Conditions (FPCONs) and Health Protection Conditions
(HPCONs) may affect access to the host installation. FPCONs and HPCONs are established by the host installation or higher national command authorities. The Installation Executive Director is responsible for implementing the proper response to progressive levels of terrorist and health threats. FPCONs and HPCONs are normally displayed at entrance gates, building entrances, and office entrances. The contractor shall adhere to and operate in accordance with any restrictions imposed as a result of a FPCON or HPCON. Measures implemented under the various levels of threat may impact the contractor’s normal operational approach to services. The contractor shall ensure that services are sustained during heightened security measures.
• Operations during officially designated pandemics or similarly significant events may require contractor personnel, mandated to work on-site at DMA or other Government facilities, to show or provide proofs of vaccination, regular negative tests, completed official forms, etc. in order to continue to perform on the contract.
12.2.6.3 Reporting Requirements – The contractor shall report to the Security Directorate and/or COR any information or circumstances, of which they are aware, that may pose a threat to the security and/or safety of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Additionally, the contractor shall report any incident of sexual assault or sexual harassment involving any contractor personnel.
12.2.6.4 Authorized Visitor Control – Contractor representatives on official business related to the contract shall have the visit coordinated by the COR to gain access to the installation access control. All planned visits shall be scheduled at least three (3) business days in advance. Once on-site, the representative shall obtain a visitor security badge from the Security Directorate and the appropriate escort will be provided to destination.
12.2.6.5 Periodic Security Briefings and Mandatory Training – Contractor employees shall participate in all annual and special training requirements as required by DMA-HQ Leadership.
12.2.6.6 Cybersecurity Training. All Contractor personnel shall complete information assurance training before gaining access to DoD computer systems (DoDI 8500.01, Cybersecurity), and, annually, thereafter in accordance with DMA
Computer Use Policy. Contractor personnel are prohibited from sharing their DoD network logins or passwords with others.
12.2.6.7 Drug Screening – The contractor shall have a random employee drug-screening program. All drug testing shall be performed and documented by a certified third-party medical laboratory. The contractor is responsible for all associated costs of drug screening for contract employees. Contractor is responsible to conduct initial drug tests for all employees. Drug testing will meet all state and local requirements. Drug testing will also be conducted anytime a contract employee is involved in a serious accident/incident while on duty. Any positive drug test disqualifies the individual from employment under this contract. Contract personnel are subject to random drug screening at all times. The contractor shall conduct, at a minimum, quarterly random drug screening on 25% of their contract workforce, resulting in a 100% test completed within a one-year period or within the term of this contract, whichever is shorter (e.g., 25 employees under contract shall complete minimum 25 drug test samples within one- year or less). Drug screening will be completed at no cost to the government.
12.2.6.8 Temporary Removal of Personnel Posing an Imminent Threat – The DMA-HQ Chief, Security or designated representative, in consultation with the PM, may remove any individual from duty who poses an imminent threat to himself, other personnel, or Government resources. The contractor will be notified as soon as possible of the action taken. The temporary removal will last until the incident prompting removal has been resolved to the satisfaction of the Government. Once the incident has been resolved, the individual will either be allowed to return to work on the contract or prohibited from performance on the contract, as the government deems appropriate. Temporary removal of personnel does not relieve the contractor of any performance requirements.
12.2.6.9 Derogatory Information – If the Government notifies the contractor that the employment or the continued employment of any contractor personnel is prejudicial to the interests of or endangers the security of the United
States, that employee shall be removed and barred from the worksite. This includes security deviations/incidents and credible derogatory information concerning contractor personnel during the course of the contract's period of performance, as noted in the DISS. Personnel who have incident reports posted in DISS will be denied the ability to support the contract until the issues have been resolved and the incident has been removed from DISS, as appropriate. The contractor shall provide qualified, substitute personnel for any permanently or temporarily removed personnel.
12.2.6.10 Exclusion of Performance – The Government reserves the right to permanently exclude any individual from working under this contract when performance does not meet standards or fails to pass a security parameter as stipulated in this PWS. Such failure includes but is not limited to falsifying reports or statements; loss, destruction, or irresponsible use of government equipment; or other criteria identified in this PWS. When so instructed, the contractor shall immediately remove such individual in accordance with the KO’s instructions. Permanent removal of personnel does not relieve the contractor of any performance requirements or create an entitlement to an equitable adjustment. The contractor shall not, without the KO’s consent, reinstate on this contract any employee who has been permanently removed.
12.2.6.11 The following shall be completed for every employee of the Government Contractor working on this contract upon contract expiration. Additionally, the Contractor shall notify the COR immediately in writing whenever a contractor employee working on this contract resigns, is reassigned, is terminated, or no longer requires admittance to the
Government-controlled facility or access to Government-controlled information systems. When a contractor employee departs, the COR will relay departure information to the DMA Security Directorate and the TA so appropriate databases can be updated. The Contractor will ensure each departed employee has returned any
Government-furnished equipment, returned the DoD CAC, DMA (or equivalent Installation) badge, returned any
DMA parking passes, and requested deletion of local area network account with a prepared DD Form 2875. The
Contractor will be responsible for any costs involved for failure to complete out-processing, including recovery of
