About this file
This document is a Site Visit Vendor Questions document for a Chiller Replacement project (Solicitation HQ042325QE055) at the Defense Finance and Accounting Service (DFAS) facility in Rome, New York. The document contains detailed responses to 10 technical vendor questions regarding the replacement of three RTAA chillers, addressing specifics such as equipment specifications, installation requirements, warranty terms, and technical compliance. Key details include the requirement for new air-cooled, high-efficiency chiller units (80, 90, and 130 Ton) with specific voltage designs, mandatory installation of new conductors, potential concrete pad alterations, and integration with existing Building Automation Systems.
Vendors must meet several critical requirements, including providing chillers that comply with the Performance Work Statement (PWS) specifications, installing new units with compatible BAS systems, and ensuring proper electrical and mechanical installations. The project mandates a site visit on July 16, 2025, with quotations due by July 28, 2025, at 12:00 PM EST. The contract is a small business set-aside with a total performance period of 149 days, using a Lowest Price Technically Acceptable (LPTA) evaluation method. The anticipated contract will be a firm-fixed-price award, with chillers expected to have specific warranty terms and meet ASHRAE efficiency standards.
