DISTRIBUTION STATEMENT A.
# Reference Question Response
Access control What about access control, is there new compliance? There is not new compliance. The ARC facility is under MDA cognizance.
Access control within the ARC is managed by the MDA Security Operations Center (SOC).
Accounting System
How does MDA expect a woman owned small business to report direct costs if they do not have an approved accounting system? Let alone receive an audit for final rates?
DCAA's webpage contains guidance and checklists for contractors to assess whether they have an adequate accounting system. Offerors can expect MDA to request that DCAA perform audits.
Air Operations Centers
Does the ARC interface with operational AOC (example NorthCOM) during test? If so, is the contractor responsible for outside COMM infrastructure?
Yes, the ARC interfaces with operational AOC during tests. The contractor is not responsible for outside communication infrastructure.
The ARC communications end at the facility boundary. The ARC contractor will assist with trouble shooting external communication link issue and assuring the issue is not within the ARC facility. Primarily the ARC will coordinate with the MDA CIO and Missile Defense Integration and Operation Center (MDIOC).
Allocation of Cost Since GMD is the bill payer for "their' servers, etc. and "MDA Proper" for the remaining systems, is there a standard MDA allocation percentage made to each area?
No. There is not a standard MDA allocation percentage made to each area. Allocation of costs are attributed to the workshare, or percentage of work performed under the IMTP and Ground test plans by each Agency program. This is exhibited in the "Historical Hours Summary" in the draft RFP. Stakeholders include Ground Based Midcourse Defense, MDA Engineering to include M&S, Israeli Test Bed, and Director of Test.
ARC
Infrastructure SW Tools Listing
The VMWare suite requirements are vague.
Question A: Please clarify what specific packages will be used.
Question B: Please clarify what the tools are and if the licenses are GFE to the contractor.
Response A: The GFE list will be updated to specify VMWare suite packages.
Response B: The tools are specified in the GFE list. All licenses are GFE to the contractor.
ARC Tours With the recent change in the acquisition business classification to Woman Owned Small Business, will the Government consider offering another round of facility tours to those eligible WOSB Primes who were unable to schedule or attend on 11 – 13 April?
The ARC Team held two tours. The first was held prior to the WOSB decision. We added ARC tours to the second industry day specifically to give WOSB an opportunity to tour the ARC. Industry was notified of the WOSB NAICS via the Draft RFP release, which was about three weeks prior to the second industry day and tours.
ARCTEC Are government or contractor doing runs? Execution activities, such as "runs" are under a separate contract vehicle performed by both government and contractor personnel. The ARC contractor is responsible for the network, data collection scripts, and system support to the execution teams.

8 ARCTEC Is SSF/OSF used? Yes, both SSF/OFF are being utilized. Although SSF will be phased out in the near future.
ARCTEC - RMF How many infrastructure accreditations does the ARC have? The ARC has 3 RMF classified accreditations (Development, Test, and Administrative). One unclassified RMF accreditation : Unclassified Mission Support Network (UMSN). The elements are responsible for accreditation at the rack or component level within the ARC, this contract will be responsible for the overarching enclave accreditations.
10 ATOC Is SSF here? Yes the SSF is in the ARC facility. The SSF will be phased out of the ARC in the near future.

(PWS), 3.0
Contract and ARC Management
The referenced section states the following: “The Contractor shall operate and sustain ARC activities during core test hours…?
Question: Will all labor proposed be Government site or is the Government willing to entertain Contractor site for surge capabilities?
All labor will be at the ARC facility.
Attachment A001 The CDRL Remarks section (16 Block 5) requests that a WBS be included in the PMP, however the referenced PWS paragraph requires a CWBS be provided.
Was the intent to require a CWBS? Could the Government clarify?
Yes, the intent is to require a CWBS. The CDRL will be updated to reflect a CWBS.
Attachment A001 It appears this CDRL is due 30 Days after Contract Award. Would the Government consider making the CDRL due 30 or 60 days after Contract Start (i.e. after the beginning of the Base Period)? In addition to a better linkage to Program Execution, this change would also enable better assessment of the Technology Refresh needs and the appropriate input to the PMP.
Government will take this under advisement.

Paragraph 10.0 Transition Plan Attachment L-10 - ARC Labor Categories and Qualifications Draft Solicitation

Attachment L-10 identifies six (6) key personnel.
Article H-14a (page 37 of 78) identifies 6 key staff positions. Can MDA please clarify the number of key personnel/staff positions?
There are six (6) key personnel. The PWS will be updated to better articulate the six key personnel.

Paragraph 7.0 Cybersecurity and Security Requirements
This paragraph states "Contractor individuals that require access to Sensitive Compartment Information (SCI) shall have a Top Secret Personnel Clearance with SCI." Attachment J-04, DD254, has the blocks for SCI and Special Access Info checked “no." Please clarify.
The ARC Follow-On contract does not have a requirement for SCI or Special Access Information. The PWS will be updated.

Paragraph 7.0 Cybersecurity and Security Requirements
Who has responsibility for environmental operations (power/battery backup, cooling, etc.) within the server rooms?
The ARC contractor will be responsible for the current universal power source (UPS)s. The cooling requirement is on the facilities contract which is separate from this contract.

What is the difference between the responsibilities of DTX and the responsibilities of the contractor with regard to CI/CAT and what changes can we expect to see within DTX that support the IMTP acceleration? What is desired to integrate additional requests for testing that are not on the IMTP?
The difference between the responsibilities of the Government (DTX) and the responsibilities of the Contractor is as follows: The Government will be responsible for planning CI/CAT test events. The Contractor will support asset management, and RDT&E efforts to identify, design and implement network solutions for increased operations, and design and implement solutions to support the addition of new BMDS elements into the CI/CAT environment. While CI/CAT is expected to increase ops tempo, and require technical solutions for network engineering, test execution is not part of this scope of work.
There are no changes to how the IMTP updates will be managed within DT under this contract. The IMTP will be updated to reflect CI/CAT and already identifies sprints as required under the performance of this contract by the Government. Changes to the IMTP will be managed by the Government through the Change Control Process. To support proposal preparation, the draft CI/CAT CONOPS has been added to the Technical Library. CI/CAT ops tempo plans approximately 6 sprints/year to support the IMTP.
The desire to integrate additional testing that are not in the IMTP will be assigned and approved by the Government. Under this contract, depending on the test requirements, the Government may use the Task Instruction CLIN if additional network design or real world events precipitate the test, or the Contractor should already have planned to support those run-up test events that are not specifically listed in the IMTP that ensure the ARC is ready to support the IMTP "main" event

Attachment J-01 (PWS), Para. 3.0
Does the Government intend to provide additional guidance describing how often 24/7 operations will be required? Additionally, is it the Government’s intent to handle these non-core test hour situations via a separate Task Instruction request or in some other way?
Yes, the Government intends to provide additional guidance describing how often the 24/7 operations will be required in the PWS.
It is not the intent for the Government to handle non-core test hours by a task instruction request. The updated PWS in the final RFP will provide the requirements for how 24/7 operations are handled.
Attachment J-01 ARC PWS and Draft RFP Section K
The PWS does not appear to require the development of new products and only references engineering/developmental activity as a support function in relation to CI/CAT test implementation. Since this is designated as a Research and Development services contract, can the Government clarify the type(s) of products that the contractor will be required to develop?
The type of products the contractor will be required to develop include tools to assist in aspects of asset management specifically to support asset allocation/de-confliction; asset configuration management; and integration management.

The government estimates 6 medium to large shipments of classified equipment and approximately 500 items shipped and received through approved DOD/MDA methods.
Attachment J-05 The labor categories provided in J-05 do not match the Government Labor Categories and Qualifications provided in L-10. Also, J-05 specifically identifies cells for entering COLSA Site Rates.
Request the Government update the J-05 attachment to reflect the Labor Categories provided in L-10 and also remove any reference to COLSA Site Rates.
The attachment J-05 will be updated.
Attachment J-12 The Labor Categories listed in the blank TI do not match the Government Labor Category listings in L-10.
Could the Government revise the Labor Categories listed in the blank TI to match L-10?
Yes, this will be corrected in the Final RFP
Attachment J-12a, J-12b, and J-12c, and L-10.0, Volume VI, Technical
There is no mention of the TIs in the Section L instructions regarding the Technical requirements.
Question: Please clarify where the response to the TIs should be located in the Technical Volume. Will additional pages be allowed for the TI approach.
Alternately, we request that the government provide instructions for a separate volume for the response to the TIs.
Section L and M will be updated in the final RFP to address Task Instructions directions.

Attachment J-12a, J-12b, and J-12c, and L-8.0, Volume IV, Transition Plan
Question: Please clarify if the Task Instructions (TIs) will be awarded at contract award and should be included in the Transition Plan.
The task instruction for Network Design will be awarded at Contract Award. The task instruction for real world events will only be awarded when there is a requirement for this task instruction.
Attachment J-13 Identifies a Database Development Specialist III in the FBLR table, but this labor category is not identified in the L-10 Labor Category listing.
Could the Government correct one or the other for consistency?
The labor category is listed in L-10 on page 4.
Attachment L-01 Item 7a requests a listing of all the Task Orders supported on an IDIQ Contract and 7d requests listing of all the CONUS and OCONUS locations, both of which could be extensive depending upon the contract being cited.
Would the Government consider placing a page count limitation on the responses to questions 8 and 9 only (or utilize an alternative method) so as to not “penalize” (from a page count perspective) a PPI with a large number of Task Orders and/or locations supported?
Yes, the page count in section L for PPI will be updated.
Attachment L-02, Award Fee Plan
The award fee plan references an award fee period. However it does not identify the length of the period, i.e. quarterly.
Question A: What is the length of the award fee period?
Question B: If quarterly, is it based on the offeror’s quarterly self-assessment?
See section 3.1 of Attachment J-02, The expectation letters will provide the duration of the evaluation period. The evaluation period will not be longer than one year, or less than one quarter. The decision on the period will be made with each expectation letter and will be dependent on planned activities.
Attachment L-07 The PWS descriptors appear to be incorrect; please clarify. Also, in
Column J of the EPW, the title is misleading. Should this be titled
CLIN 05?
The PWS and the EPW will be updated. Column J of the EPW should be
CLIN 0005.

Yes, the Government will encourge a lesser prime fee on subcontractor labor.

There is a discrepancy between PWS paragraph 9.1 and Attachment L- 09 regarding consumable materials. Please clarify whether or not they are provided as part of Facilities.
Consumable materials are not provided as a part of the facilities.
Attachment L-10 - ARC Labor Categories and Qualifications
The labor category description for the "Database Development Specialist" and "Program Support Specialist" is missing. Can MDA please provide?

L-10 labor categories reference a labor category as “Program Support Specialist”, however L-07 on input tab – Labor Crosswalk does not list that as one of the labor categories. All tools owned by the government will be provided as GFP to this contract. The successful offeror will recommend a pathway to improve on asset management in the face of CI/CAT, resource loaded Integrated Master Schedules, Help Desk tracking, and configuration control.

For property accountability is there a tool or a system that is used today?
Is it government owned tool or is it the current contractor tool?
All Government furnished property (GFP) and contractor acquired property (CAP) should be tracked and maintained accordance with FAR part 45. The contractor will be responsible for proposing a tool to track property. The current tool will not be government furnished property.

Who takes ownership of property once delivered? MDA Director of Test via the contract's COR/PCO will take ownership of property provided as GFE by other elements, such as new radar hardware etc. CAP will be maintained by the contractor until it is dispositioned to the Government at the end of the contract's PoP.

The Government looks to the contractor to track MTBF/MTTR in order to make recommendations with cost-benefit for spares procurement and configuration set-up for plug-n-play capability.

CDRL A003 CDRL A003 is titled “Contractor Risk Management Plan” but remarks in Block 16 refers to it as the “Quality Assurance Program Plan.
Additionally, Block 12 indicates first submission of is 30 days after contract award; Block 16 indicates first submission is with proposal.
Question: Please clarify the specific document this CDRL refers to and whether it is due with proposal submission or 30 Days after contract award
Block 12 will be updated to state “Contractor Risk Management Plan”.
The CDRL is due 90 days after award.
CDRL A007 CDRL A007 “Integrated Master Schedule” refers to submitting in specific Formats 1 – 7.
Question: Can the Government clarify the requirement for Formats 1- 7?
The requirements for Formats 1-7 are provided in the ASSIST database (http://quicksearch.dla.mil/qsSearch.aspx) by searching the Data Item Description (DID) number listed on the CDRL.
Configuration Management
Is the tpy-2 data and the configuration management data kept in the same place
No. The contractor is responsible for maintaining the TPY-2 system configuration - the elements provide updates to this configuration to the ARC contractor for installation support. The data set from ground test events are maintained at the MDDC, not part of this contract - but transfer of the data to the MDDC is part of this contract activity.
60 Configuration Management
Is someone arbitrating the overall test schedule/configuration management?
Yes, the Government lead for the ARC will arbitrate the overall test schedule/configuration management.
Configuration Management
Are there opportunities for automation in Configuration Management? Yes. There are opportunities for automation in Configuration Management. Looking forward to CI/CAT the government is very interested in all automation opportunities to facilitate rapid re-configuration and test set-up.
Configuration Management
Do you have to reconfigure test every time? Test configuration depends on what is being tested. The contractor should assume that the test configurations updated or altered form the previous test at least 50% of the time.

Does the processes for reconfiguration stay the same? Yes.
Configuration Management
Who manages the config management of the PCIL and hardware in the building?
The contractor manages the config management of the PCIL and hardware in the building. The OEMs will support the configuration upgrades.
65 Contract Has the current contract been downsized? No.
66 Contract How are you going to level playing field for those that have insight and those that don't?
The government will provide all available information in the bidder's library.
Cyber Defense Will the government provide a breakout of roles and responsibilities on Tier 1, 2, and 3 cyber monitoring?
Tier 1, 2, or 3 monitoring is not the direct responsibility of the contractor.
The contractor is responsible for implementing and configuration products that allow for cyber security monitoring. In addition, the contractor is also responsible for implementing an incident response plan in order to react in the event of a reported cyber security incident that result from monitoring from the tier 3, 2, or 1 monitoring centers. The final RFP PWS will be updated.
68 Cyber Evaluation Factors
Cyber Security Evaluation is pass / fail. Why isn't this a more important graded volume?
In the government's opinion this requirement lends itself to pass / fail.
Cyber security PWS is focused on tier 1, who is responsible for tier 2&3? Tier 3 monitoring occurs at the DTSS Local Control Center (LCC) and is not the responsibility of the contractor. Tier 3 is DTSS, Tier 2 is MDA CERT and Tier 1 is US CERT.
Cyber security What about IP test event and cybersecurity? Israeli Test bed is segregated from the rest of the ARC infrastructure (air gap) to prevent cyber issues. The element is responsible for ITB cyber compliance and will advise the contractor under this contract how to ensure the system is segregated during testing, using the Cross-Domain Solution at the MDIOC, for all test involvement.
Cyber security Do we do "Honey bucket" Cyber Defense? Do we try to present false data to attract hackers?
No. The ARC contract is focused on defense Cyber Support. The Agency under MDA CIO performs necessary offensive cyber tasks necessary to ensure the ARC is protected.
72 Cyber security Do you have a Cyber lab? Who oversees it? There is not a singular Cybersecurity lab - Cybersecurity activities are spread throughout the ARC, overseen by MDA govt personnel.
Data Management Do you store any data locally? Yes, as part of this contract you will support the ARC data vault operations and maintenance. You will also support script creation and execution for data transfer to the Missile Defense Data Center (MDDC) using Van Dyke Software. The final RFP PWS will be updated.
Data Management How do you manage data transfer in the ARC? The ARC is segregated into 3 enclaves; Development, Test, and
Management. Van Dyke software is used to transfer data between these enclaves.

Data Management (Facility)
Are there plans for a larger data center? No. There are no plans for a larger data center.
DD254 Specific training requirements in the DD254, i.e. RD/RFD training, is not specified in the PWS. Intent may be that this will be part of the contractor’s Technical Training Plan but specific requirement is not included in the PWS. Please provide full set of training requirements.
RF/FRD training referenced in the 254 is as stated. Para 2a those with access and will handle the information, para 2b for derivative classifiers of RD/FRD data. All work is on site within a government facility and all personnel will be required to take all required mandatory government training. The government will provide this training. Any training specifically required for corporate/NISPOM compliance is up to the contractor.

L-01 PPI Item 6 Reference Contact Information instructions ask contractors to “Provide two (2) points of contact most knowledgeable of the submitted contract. For Government contracts, points of contacts may include Program Manager, Project/Task Manager, Contracting Officer, and Administrative Contracting Officer. Contract’s assumption is that “may” is not intended to bound the list contacts since the PPQ includes a more comprehensive list of potential contact. Since accurate and current information regarding contractor performance is needed on the PPQs, especially when serving as a subcontractor, assume the more robust list from the PPQ is acceptable. No. The interpretation of this statement does not mean that TEAMS Prime contractors cannot mitigate their OCI, while TEAMS Subcontractor OCI mitigation might be possible.
The statement does not make a delineation between Prime and Subcontractors. TEAMS contractors encompass both the prime and the subcontractor. All interested contractors are required to assess the OCI implications of existing contractual relationships and to submit OCI mitigation plans to address any issues.

Reason being is that later versions of MS Word, like 2016 is not 100% compatible with MS Word 2010 due to text spacing deference’s.
