PURPOSE
• Missile Defense Agency is competing the follow-on to the Advanced Research Center contract HQ0147-07-D-0002. This Industry Day will provide a high level overview of the Advanced Research Center (ARC) Draft Request for Proposal (RFP) HQ0147-18-R-0009 and facilitate industry dialogue leading up to release of the final RFP

The ARC supports Missile Defense through the design and sustainment of test infrastructure, network and cyber security engineering, physical security, document control and data collection/transfer in support of Hardware in the Loop (HWIL) Ground Tests Serves as the proving ground for Ballistic Missile Defense System (BMDS) capabilities and venue where issues with Modeling & Simulations (M&S) and the tactical codes are discovered and fixed Provides venue for multiple Flight Test Risk Reduction activities ARC contract supports:

This slide should answer the questions – Why are we doing this? What is the big picture of what we plan to do?
Requirements:
List formal requirement documentation (e.g., PCL and paragraph number or IMTP number) – clearly tie proposed effort to stated Warfighter or user need Clearly identify the Critical Intelligence Parameters (CIPs) that impact program and schedule. Use a separate slide if required.
State official acquisition program approval source (e.g. document, date, approval authority) and any other guidance. Approval/guidance may originate from various sources: PCL, ACL, Congress, President, DPG, OSD, MDA PCB, EMC decisions, etc.
List previous ASP/ASB events (i.e., prior ASP, mid-course review) and disposition of any ASP/ASB action items. Address previous ASP/ASB advice/guidance.
Key Objectives:
List key objectives program will accomplish.
List any top-level Knowledge Points anticipated to validate the objectives Describe overall acquisition program scope/description Discuss in concept the production, integration, operation and sustainment of the acquisition/end item within the BMDS.

PROCUREMENT OVERVIEW
Woman-Owned Small Business (WOSB) set aside competitive award of a single cost type contract with Cost Plus Award Fee (CPAF) level of effort (LOE), Cost Plus Fixed Fee (CPFF-LOE), and Cost Reimbursable Cost Only Contract Line Item Numbers (CLINs).
The North American Industry Classification System (NAICS) code for this procurement is 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)) with a size standard of 1,250 employees.
Estimated Period of Performance (PoP) 5 year base period with 3 one year options
Award based on best value to the Government.
Contract Award is estimated 17 September 2018.
This slide addresses items you would want to address if you are soliciting industry input on a draft RFP thus this slide would need to be tailored to suit the type of industry day event you are planning. For example for an industry day event conducted as part of market research, you probably wouldn’t know the final size or scope of the requirement. Neither would you know the acquisition strategy or any details regarding incentive plans because you are looking for industry trends that will help shape your strategy.

AWARD FEE INCENTIVE PLANS
The Award Fee plan established for the ARC will be in accordance with Federal Acquisition Regulation (FAR) part 16.4 Incentive Contracts.
The Award Fee will apply to CLINs 0001, 0002, 0003, 0006, 1001, 1002, 1003, 2001, 2002, 2003, 3001, 3002, and 3003 which support Contract and ARC Management Support, Software Development, and Flight Test Support.
The Award Fee plan is provided in the draft RFP as attachment J-02.
The Award Fee organization consists of the Fee Determining Official (FDO) and an Award Fee Review Board (AFRB) consisting of a chairperson, the contracting officer, a recorder, the Program Manager, and other functional/component area participants as requested by the FDO.
ORGANIZATIONAL CONFLICT OF INTEREST
Per FAR Parts 2 and 9.5: Organizational Conflicts of Interest (OCIs) can occur when a contractor may be unable to provide impartial advice or assistance, its objectivity in performing a contract is impaired, or it may obtain an unfair competitive advantage.
GAO has addressed OCIs in the following situations:
Informational advantages obtained through access to nonpublic information (e.g., acquisition strategy and proprietary information) Biased ground rules: In performance of another contract, the contractor was in a position to favor its own products and services (e.g., drafting specifications).
Impaired objectivity: The contractor evaluates its own products and service or those of its competitors.

ORGANIZATIONAL CONFLICT OF INTEREST
Each offeror must submit, for itself and its subcontractors, an “OCI Disclosure Form”. Offerors are encouraged to submit the required OCI documentation in L-1.5 prior to the submission of proposals.
Contractors may submit written requests for clarification and questions regarding the OCI clause and the OCI policy. These submissions will be reviewed and responses will be in accordance with the procedures established in Section L.
ELEMENTS OF A SUCCESSFUL PROPOSAL
Demonstrate that your firm has a thorough understanding of requirements and inherent risks and is able to devote resources to meet requirements and have a valid and practical solution for all requirements.
Support your statements with facts, analysis and substantiating data to illustrate that your approach is realistic and reasonable.
- Do not simply make claims such as “we understand, we are committed, we are capable, our experience ensures, we comply”.
- Show how experience is applied, results and benefits, prove the level of capability, and provide the basis and substantiating data.
Understanding the evaluation criteria will help you know where to place emphasis in your proposal.
ELEMENTS OF A SUCCESSFUL PROPOSAL (cont’d) Include all data and information requested by the solicitation instructions.
Demonstrate that your proposal is compliant with the requirements as stated in the Performance Work Statement (PWS), Contract Data Requirements Lists (CDRLs), and all other terms and conditions of this solicitation.
The Government intends to evaluate each proposal and award a contract to the responsible Offeror whose offer conforming to the RFP, provides the greatest overall benefit to the Government, all factors considered.
Offerors are cautioned that their initial offer should contain the Offeror’s best terms.
After Draft RFP release, the Contracting Officer shall be the focal point of any exchange with potential offerors – FAR 15.201(f) FAR 15.201 allows “Exchanges with industry before receipt of proposals,” but Contracting Officer must be the focal point.
Industry Day and the ARC Tour constitutes an informal exchange of information.

– Follow-up comments / questions are allowed.
All interactions must be consistent with Procurement Integrity Act (41 U.S.C. 2101-2107, FAR 3.104).

The role of the Contracting Officer is to ensure impartial, fair, and equitable treatment of all contractors FAR 15.303(c) The Contracting Officer shall:
(1) After release of a solicitation, serve as the focal point for inquiries from actual or prospective Offerors
(2) After receipt of proposals, control exchanges with Offerors in accordance with 15.306

Rules of Engagement All non-proprietary questions and answers will be posted to FedBizOpps (FBO).
Unclassified questions and answers will be posted to FBO.
An announcement will be posted to FBO when classified questions and answers are available.
A CD with classified questions and answers will be provided to Offerors, upon request to the Contracting Officer.
All questions shall be submitted on the provided Question form.
Only one question per form. Contact information is optional and will not be published.
There will be no side-bar meetings with any Government or other presenters aside. The Government team is PROHIBITED from discussing the Draft RFP outside of this forum.
Validated proprietary questions and answers will be addressed with individual companies and will not be posted to FBO.
Proprietary Questions A proprietary question is one that if disclosed would reveal information that is not public knowledge (such as certain financial data, test results or trade secrets) and is viewed as the property of the holder.
A proprietary question must be identified to the Government as being Proprietary BEFORE it is asked either orally or in writing.
If the Government disagrees that a question is proprietary, the contractor will be advised. No further response will be provided unless the question is resubmitted as a non-proprietary question.
