HQ0147-18-R-0007 MDA TEAMS PROTOCOL Draft RFP
Q&A # RFP Section Remarks Question MDA Response
1 Section M: M-2.3
The Government will evaluate the offeror’s L-13 submittals to determine the offeror’s corporate experience in performing the types of work identified in the PWS. Evaluation of experience does not entail an assessment of how well the firm performed. The Government will evaluate the offeror’s (including subcontractors) experience in the area of relevant protocol support as a corporation, not individual personnel experience. To be rated “Acceptable” for this sub factor, an offeror must demonstrate one service contract that meets all of the following criteria
Three questions: (1): Can we submit more than one contract showing our experience within L-13 - Corporate Experience Form? (2) Can this experience be provided by a sub or subs and not the prime? (3) As it is not stated in Section M, is providing the SOW or PWS a requirement as asked for in Paragraph 12 of L-13?
(1) Yes, but at least 1 contract must meet all of the criteria specified in Section M-2.3. (2) Yes, the experience can be from either subcontractor or the prime contractor. (3) Yes.
2 Attachments In previous TEAMS Solicitation the EPW with the ERI survey data was provided. The draft RFP does not contain this document.
Does the Government intend to provide this information for this solicitation?
No.
Section L-6.3 Subfactor
MCS3 Corporate Experience
Is the Government going to evaluate prime contractor and subcontractor experience with the same weight? If the prime contractor does not have experience that meets items 1, 2, 3 and 4, would subcontractor experience be viewed as qualifying?
(1)Yes, the experience can be from either subcontractors or the prime contractor. (2) Yes.

No. Please provide a completed Attachment L-13 and requisite SOW or PWS for each submittal.

# RFP Section Remarks Question MDA Response
Section J List of Attachments
The list of Attachments and Exhibits do not match the actual attachments and exhibits provided in the Draft RFP.
Does the Government intend to update Section J, List of Attachments to match the provided attachments and exhibits?
Corrected.
Section K
52.230-1 Cost Accounting Standards Notices and Certification (Oct 2015) and states: Note: This notice does not apply to small businesses or foreign governments. This notice is in three parts, identified by Roman numerals I through III.
As this is a WOSB set-aside this certification appears to be redundant.
Removed.
Section L
252.215-7009 Proposal Adequacy Checklist If this is required, can the Government clarify which volume it should be in?
Proposal Adequacy Checklist has been removed.
Section L 7.1
Cost or Pricing Data Requirements states: Below are the RFP-specified amounts for Travel, ODC, and Surge cost.
Can the Government confirm if specified amounts for the surge requirements will be provided?
Offerors are to bid to the hours specified in the surge CLIN.
Section L 7.2-3
The contract type for Surge will be CPFF-Term FAR 16.306 (4) states The term form shall not be used unless the contractor is obligated by the contract to provide a specific level of effort within a definite time period. As this is a surge requirement, without a guaranteed specific level of effort it would seem more appropriate that CPFF -Completion would be more appropriate.
Surge CLINs are T&M in the final RFP.
Section L 7.2-3
The offeror shall price surge by proposing a fully burdened labor rate (FBLR) at cost per hour and a fee rate per hour. These rates should be used to price the Government specified surge hours provided in Section B. These rates will be used for all future surge actions.
Please provide guidance on how the FBLR should be arrived at? Is there a rate for each labor category? If so how many surge hours should be applied to each labor category?
Should this be an average hourly rate for all the labor categories?
How does the Offeror know which labor category is likely to be required to expend surge hours?
Sections L and M have been be updated to incorporate pricing instructions for T&M surge CLINs.
Section L 7.2-3
The offeror shall price surge by proposing a fully burdened labor rate (FBLR) at cost per hour and a fee rate per hour. These rates should be used to price the Government specified surge hours provided in Section B. These rates will be used for all future surge actions.
Per FAR 16.306 (a) A cost-plus-fixed-fee contract is a cost-reimbursement contract that provides for payment to the contractor of a negotiated fee that is fixed at the inception of the contract. The fixed fee does not vary with actual cost, but may be adjusted as a result of changes in the work to be performed under the contract.
Surely this would be more appropriate as a labor hour
CLIN?
The surge CLINs are T&M in the final RFP.
# RFP Section Remarks Question MDA Response
Section M-3.0
The Offerors proposed cost and fee for the CPFF-Term Surge
CLIN
It appears inappropriate that the Government will take into account CPFF CLIN in the LPTA evaluation. it has been known that offerors may have unrealistic provisional indirect rates, which are used for proposal purposes, but in executions the indirect rates are significantly higher.
Therefore, an Offeror who may appear to be CPFF LPTA in the proposal submission maybe something completely different in execution and cost the Government, more money. How does the Government intend to address this?
The surge CLINs are T&M in the final RFP.
