PROGRAM MANAGER - PWS Section 5.10.1
SECURITY
Able to obtain a Secret level security clearance.
EDUCATION
Shall have a Bachelor’s degree in science or engineering < OR > a Master’s degree in engineering or science.
EXPERIENCE
15 years (minimum) of relevant work experience and at least 10 years of program management experience for large multi-million dollar contracts covering multiple simultaneous task orders and projects in the areas of environmental, sustainability, and energy management (Bachelor’s) < OR > Shall have a minimum of 13 years of relevant work experience, including 8 years in program management (Master’s).

RESPONSIBLITIES
Holds routine meetings with onsite contractor staff to review performance and the requirements of active task orders. Meets with the COR and ESEB Manager (Pentagon) and ESH Division Director (RRMC) on a routine basis to ensure the contractor staff are meeting the requirements of the active task orders. Manages project schedules, sets priorities, and tracks budgets. Performs technical reviews and ensures quality of all deliverables while working in conjunction with the Quality Control Manager. Manages subcontractors and deploys staff (onsite and offsite) where needed to most efficiently complete task order requirements.

EXPERIENCE
15 years (minimum) of relevant experience providing expertise in compliance with the environmental laws, mandates, and regulations at the federal, state, and local levels in accordance with PWS section 5.2. Meets with regulators, operations staff, and WHS leadership. Provides strategies and action plans to assist in keeping WHS compliant with all environmental requirements. Senior reviewer for all draft deliverables, including reports, presentations, permit applications, and databases (Bachelor’s) < OR > Shall have a minimum of 13 years of relevant work experience (Master’s).

SECURITY

EXPERIENCE
15 years (minimum) of relevant experience providing expertise in the planning and, if necessary, the execution of WHS support to response and recovery operations associated with chemical, biological, radiological, and nuclear (CBRN) incidents. Identifies agencies, provides meeting support, and coordinates activities from within DOD and throughout the federal, state, and local governments. Writes CBRN plans and participates in drills and exercises. Assists with threat assessments and mitigation strategies. Provides expertise in areas associated with health exposure, decontamination of personnel and facilities, levels of personal protective equipment (PPE), sampling strategies and techniques, field testing, laboratory analysis, quality assurance, clearance goals, and waste disposal. Provides technical support in areas such as heating, ventilation and air conditioning (HVAC) systems, building control systems, chillers and chilled water distribution, boilers and steam distribution, utility metering, lighting, emergency power, data centers, life-cycle cost assessments, and third-party performance contracting. EXPERIENCE
4 years (minimum) of relevant experience supporting compliance with the environmental laws and regulations at the federal, state, and local levels in accordance with PWS section 5.2 dealing with stormwater management, municipal separate storm sewer system (MS4) permitting, sustainable infrastructure and low impact development, best management practices, the DOD Chesapeake Bay Program, and pollutant reductions for total maximum daily loadings (TMDL). Meets with regulators and operations staff to assist in keeping WHS compliant. Prepares reports, presentations, databases, permit applications, permit compliance documentation, design review comments, and all associated regulatory documentation. Performs internal compliance assessments and auditing (Bachelor’s) < OR > Shall have a minimum of 2 years of relevant work experience (Master’s).

Areas of support include the chiller plant, boiler plant, incinerator, and other utilities. Prepares reports, presentations, permit applications, design review comments, and databases. Performs internal assessments and auditing (Bachelor’s) < OR > Shall have a minimum of 2 years of relevant work experience (Master’s).
