Performance Work Statement

Sample Task Order – Base Period

Environmental Support Services

Date: November 13, 2019

Title: Multimedia Environmental Compliance Program Support

I. REQUIREMENTS

A. Background

The Department of Defense (DoD), Washington Headquarters Services (WHS) maintains and operates DoD facilities in the National Capital Region (NCR). Within WHS, the

Environmental, Sustainability, and Energy Branch (ESEB) implements the environmental compliance program for the Pentagon and Mark Center sites. Environmental services are required to ensure that applicable federal, state, and local regulations and standards are implemented and documented at the Pentagon and Mark Center sites. It is a goal of WHS to ensure that facilities are environmentally compliant, provide a safe and healthy working environment for DoD personnel and contractors, and are operated sustainably and efficiently.

B. Objective

The objective of this task order is to provide one year of technical support for the WHS environmental compliance programs, including air, wastewater, stormwater, hazardous waste, ozone-depleting substances (ODS), and storage tanks.

C. Description of Tasks

The contractor shall provide technical support for the environmental compliance programs at the Pentagon and Mark Center sites and Raven Rock Mountain Complex (RRMC). Support includes permit compliance, site assessments, technical training, recordkeeping, reporting, updates to guidance documents and standard operating procedures, project reviews, and coordination with both internal and external stakeholders.

Task 1 – Air

Provide permit compliance support for air emissions sources such as boilers, incinerators, emergency generators, and a spray paint booth. Review projects for pre-construction permit applications.

Obtain fuel delivery reports, fuel certification letters, safety data sheets (SDSs), and update tracking spreadsheets.

Prepare monthly fuel reports.

Prepare annual air emissions reporting for the Heating and Refrigeration Plant (HRP), Remote Delivery Facility (RDF) plant, Incinerator Plant, and the Mark Center.

Prepare annual air emissions reporting for the State Operating Permit, including 15 small emergency generators and one spray paint booth.

Maintain spreadsheets monthly to monitor compliance with the new State Operating

Permit emission limits.

Task 2 – Wastewater

Provide permit compliance support for discharges permitted under the Virginia Pollutant

Discharge Elimination System (VPDES) administered by the Virginia Department of

Environmental Quality (VDEQ).

Provide support to meet new water intake requirements under the Clean Water Act

(CWA) Section 316(b), including operator training, visual inspections, and aquatic life studies.

Prepare monthly Discharge Monitoring Reports (DMRs), verifying the transfer of information from daily logs and laboratory results into the final reports. Investigate causes for any exceedances in permit conditions such as temperatures and pollutant concentrations, and report findings.

Conduct sampling to fulfill permit monitoring requirements.

Provide and implement quality assurance and quality control for in-house wastewater sampling laboratory using ASTM D6299 in compliance with EPA Method 9040.

Task 3 – Stormwater

Provide permit compliance support for the Pentagon’s Municipal Separate Storm Sewer

System (MS4) permit.

Perform biweekly erosion and sediment control inspections of all active construction sites to ensure that proper and effective erosion and sediment control measures are in place.

Develop the annual update to the MS4 Annual Report, the MS4 Program Plan, and the

Chesapeake Bay TMDL Action Plan.

Coordinate with Engineering and Construction Management (ECM) at the planning and design phase of projects to ensure that the most effective stormwater treatment measures are installed. Assume ten projects per year.

Perform annual storm sewer outfall inspections to identify illicit discharges.

Perform annual stormwater management facility inspections to ensure that proper construction and maintenance practices are being followed. Develop reports identifying deficiencies and recommending solutions. Maintain the stormwater management facility maintenance tracker.

Maintain the stormwater management facility inventory and update the VDEQ electronic database.

Participate in quarterly DoD Chesapeake Bay Action Team (CBAT) meetings.

Respond to annual DoD Chesapeake Bay Program data calls.

Task 4 - Hazardous Waste and Chemical Inventories

Provide recordkeeping for hazardous waste generation and develop reports as required for submission to EPA.

Maintain an inventory of all chemical waste stored and generated on site.

Conduct monthly inspections of the hazardous waste and universal waste storage areas to ensure proper signage, labeling, and disposal requirements are being followed.

Inspect the dental clinic to ensure proper hazardous waste storage, labeling, and collection procedures.

Maintain the Hazardous Waste Contingency Plan and update as needed to reflect current operations. Assume one update per year.

Conduct annual training to comply with the Hazardous Waste Operations and Emergency

Response Standard (HAZWOPER) for HRP and RDF personnel. One training per year.

Prepare the Emergency Planning and Community Right-To-Know Act (EPCRA) Tier II and Toxics Release Inventory (TRI) reports.

Task 5 - Ozone Depleting Substances

Develop the annual ODS inventory.

Review ODS Service Reports and tracking sheets for consistency.

Perform monthly reviews to ensure EPA compliance requirements are up-to-date (e.g., staff and equipment certification, service records, leak reporting documentation, refrigeration purchase records, and removal and disposal records).

Perform monthly checks to ensure all elements of the ODS Management Plan are implemented.

Provide annual ODS training to HRP, RDF, and PBMO personnel. One training per year.

Conduct quarterly inspections of ODS storage areas to ensure proper storage, labeling, and disposal requirements are being followed.

Task 6 - Storage Tanks

Ensure all regulatory tank inspection requirements are completed on an annual basis.

Perform monthly inspections of all underground storage tanks (USTs) and aboveground storage tanks (ASTs) at the Pentagon and Mark Center. Assume four USTs and twenty

ASTs.

Ensure all monthly recordkeeping requirements and the compliance tracking database are up-to-date.

Ensure all elements of the Tank Management Plan (TMP) are implemented and update the TMP as necessary. Assume one update per year.

Ensure all tank monitoring equipment is properly functioning.

Ensure all elements of the Oil Discharge Contingency Plan (ODCP) are implemented and update the ODCP as necessary. Assume one update per year.

Ensure all elements of the Spill Prevention and Response Plan (SPRP) are implemented.

Provide updates to the SPRP as needed to reflect current operations. Assume one update per year.

Provide annual SPRP training to the operator personnel.

Ensure all elements of the Spill Prevention, Countermeasure, and Control Plan (SPCC) are implemented at the Mark Center.

Task 7 - Multimedia Assessments

Review construction projects at all stages of planning, design, and construction. Review comments shall be provided in the format required by ECM. Reviews shall focus on regulatory and permit requirements for air pollution, ozone depleting substances, wastewater, stormwater, storage tanks, soil and groundwater quality, and hazardous and solid waste. Assume 10 projects per year.

II. ADMINISTRATIVE CONSIDERATIONS

A. Period of Performance

The term of this task order is 365 days.

B. This project is designated as unclassified. Staff will be issued a Common Access Card

(CAC) to access the Pentagon and the Mark Center. Once the task order is awarded, the

Contracting Officer’s Representative (COR) will provide the contractor with the appropriate forms to acquire contractor CACs.

III. DELIVERABLES

A. Inspection and Acceptance of Deliverables

Unless otherwise noted, the Government will have 5 working days to complete the review of any deliverables. The Contracting Officer (CO) has the right to reject or require the correction of any deficiencies found in deliverables.

The Government requires 5 working days to comment on the revised deliverable. The final deliverable shall be submitted to the Government with the incorporated comments within 5 working days of receipt of comment.

In the event of rejection of any deliverable, the contractor will be notified in writing by the

CO of the specific reasons why the deliverable is being rejected. The contractor deliverable schedule will remain firm unless the CO has approved an extension. Delivery due dates may be extended by the CO in the event work performance is delayed due to causes beyond the control, and through no fault or negligence, of the contractor.Specific Deliverables

The following is a listing of the expected deliverables. The deliverables shall be submitted as electronic files (Microsoft Office format) and in hard copy, as requested.
