PROGRAM MANAGER - PWS Section 5.10.1
SECURITY
Able to obtain a Secret level security clearance.
EDUCATION
BS degree (minimum) in science or engineering.
EXPERIENCE
15 years (minimum) of relevant work experience and at least 10 years of program management experience for large multi-million dollar contracts covering multiple simultaneous task orders and projects in the areas of environmental, sustainability, and energy management.

RESPONSIBLITIES
Holds routine meetings with onsite contractor staff to review performance and the requirements of active task orders. Meets with the COR and ESEB Manager (Pentagon) and ESH Division Director (RRMC) on a routine basis to ensure the contractor staff are meeting the requirements of the active task orders. Manages project schedules, sets priorities, and tracks budgets. Performs technical reviews and ensures quality of all deliverables while working in conjunction with the Quality Control Manager. Manages subcontractors and deploys staff (onsite and offsite) where needed to most efficiently complete task order requirements.

EXPERIENCE
15 years (minimum) of relevant experience providing expertise in compliance with all applicable environmental laws, mandates, and regulations at the federal, state, and local levels for the Pentagon and Mark Center. Meets with regulators, operations staff, and WHS leadership. Provides strategies and action plans to assist in keeping WHS compliant with all environmental requirements. Senior reviewer for all draft deliverables, including reports, presentations, permit applications, and databases.

SME Scientist (CBRN) - PWS Section 5.10.5
SECURITY

EXPERIENCE
15 years (minimum) of relevant experience providing expertise in the planning and, if necessary, the execution of WHS support to response and recovery operations associated with chemical, biological, radiological, and nuclear (CBRN) incidents. Identifies agencies, provides meeting support, and coordinates activities from within DOD and throughout the federal, state, and local governments. Writes CBRN plans and participates in drills and exercises. Assists with threat assessments and mitigation strategies. Provides expertise in areas associated with health exposure, decontamination of personnel and facilities, levels of personal protective equipment (PPE), sampling strategies and techniques, field testing, laboratory analysis, quality assurance, clearance goals, and waste disposal.

EXPERIENCE
8 years (minimum) of relevant experience supporting energy efficiency and resilience programs. Develops strategies and oversees work performed by the contractor team. Provides technical support in areas such as heating, ventilation and air conditioning (HVAC) systems, building control systems, chillers and chilled water distribution, boilers and steam distribution, utility metering, lighting, emergency power, data centers, life-cycle cost assessments, and third-party performance contracting. Performs construction design reviews.

8 years (minimum) of relevant experience supporting outreach, training, and event planning. Meets with SCD Division Director and Branch Managers to plan and coordinate communication team efforts. Plans and organizes events, provides logistical support, creates promotional and educational materials, and provides updates to web sites.

Meets with regulators and operations staff to assist in keeping WHS compliant. Prepares reports, presentations, databases, permit applications, permit compliance documentation, design review comments, and all associated regulatory documentation. Performs internal compliance assessments and auditing.
