ANSWER: Yes, the site manager is the only key position on this requirement.

4. QUESTION: In addition to the Site Manager resume as a Key person, can we add a resume for each support staff position? If yes, would that counts for the 15 page limit?

ANSWER: Any additional information (resumes) that are not in response to the key personnel position will be counted towards the page restriction. The RFP states the requirements that the support staff have to meet.

ANSWER:

a. Section 5.16 has been revised for Architectural Designer

b. Please reference the revised Section in PWS, pg 31, section 5.16 Architectural Designer.

6. QUESTION: Reference: On page 21 of PWS: 5.11 Facility Management application maintenance and operation: “Contractor shall implement and maintain the FCMP integrated facility information portal…” Questions:

a. What is the FCMP integrated facility information portal? Since the contractor is responsible to implement it, can you explain more of what that means and what it involves?

b. In this section, there is the implementation part and there is the support part. Are both part of this RFP or only the support part?

ANSWER:

a. In PWS pg 25 Section 5.11 has been revised to state “Contractor shall provide support for any FCMP integrated facility information portal development as related to pilot projects to integrate databases (Maximo, ProjectWise, Quicx etc.) for BIM environments”.

b. The Contractor should “Only” have a support role for FMA in the RFP we are looking for “Support Only”. The Intent is to provide support to the Users in how to get the best use out of the software once deployed. But they wouldn't be responsible for deploying, installation or upgrading. Contractor may be doing some Configuration, Data loading, Profile/workflow management and maybe training.

9. QUESTION: To make our proposal more responsive to any current WHS issues, would the Government please tell us why this contract is out for re-bid so soon, since we know that it was re-bid last year? Was the incumbent’s performance the issue?

ANSWER: The Governments need for additional services exceeded the scope under FCMP contract #HQ0034-13-D-0008.

10. QUESTION: Is the incumbent eligible to bid on this contract again?

ANSWER: The Government cannot comment on the status of another vendor.

11. QUESTION: Ref: RFP Section L: General Proposal Preparation Instructions, Subsection D. (a) - Factor I: Past Performance Submission Instructions, Pg. 47, it states: "Past performance data must be received before the proposal due date for this solicitation." This contradicts the instructions provided on Page 48 in Subsection (c) which states with reference to Attachment #10 J-L3 Contractor Performance Evaluation Survey: "...the reference will complete this form and return it directly to the Government by the solicitation closing date. Attachment #9 and #10 will be sent to the stated references and the reference will return attachment #10 to the government."

Question: Is the past performance data referred to in subsection D (a) the same as Attachment #8-the Past Performance Data Sheet? (2) Are we to ask our Past Performance references to complete Attachment #8 and return them before the due date separately from Attachment #10 which is due on the same date as our response to the solicitation? (3) If this is correct, what is the date that the Attachment #8 is due to the Government?

ANSWER:

1a. Yes, the past performance data referred to in subsection D (a) is referring to Attachment #8- Past Performance Data Sheet.

2a. No, the offeror is required to fill out Attachment #8; this document will go in Volume I: Factor I - Past Performance.

3a. References are to fill out and email Attachment #10 back to the Government Point of Contact before the solicitation due date and time.

12. QUESTION: RFP Section L, page 45 of 56, General Proposal Content says that each proposal shall contain the Standard Form 1449 and a Cover Letter. In which volume should we place the SF1449 and the Cover Letter?

ANSWER: The SF1449 and the cover letter shall be placed in Volume I.

13. QUESTION: RFP Section L, page 46 of 56, paragraph E says that Offerors must certify that the offeror possesses a current/active DoD Industrial Facility Security Clearance at the SECRET level or above. Does the offeror need to be locally cleared for its local 8(a) certified office or is the company’s overall Facility Security Clearance sufficient?

ANSWER: If the company has either a locally certified office or if the overall organization has a Secret Facility Clearance Level, the offeror proposing on the requirement will be evaluated by the Defense Security Services. If the entity who is actually proposing on the requirement has a SECRET FCL, it would be acceptable.

14. QUESTION: Attachment # 8 J-L1 Past Performance Data Sheet is provided in Times New Roman 8 point font. RFP Section L, General Proposal Preparation Instructions, page 46 of 56, says typing shall not be less than 12 point font. Should Offerors provide their past performance text in 8 point font or 12 point font?

ANSWER: 8 point font is acceptable for the past performance attachments #8 and #10 only.

15. QUESTION: Attachment # 8 J-L1 Past Performance Data Sheet says offerors are not to change the spatial structure of this form, i.e. borders, block size, etc. However, the form does not fit within the 1” printable margin of the 81/2 x 11 sheets for hole-punching in the three-ring binder submittal. Additionally, block size will be determined by how much text is necessary to fulfill each item in the form. We kindly request that you allow offerors to change the margins of the form to fit the page and change the block size as appropriate to fit the content, provided we do not change the overall structure of what is being asked in the form.

ANSWER: Per the RFP, offerors are not to change the spatial structure of this form, i.e. borders, block size, etc. However, 8 point font is acceptable for the past performance attachments #8, #9, and #10 only. Additionally; this information will also be placed on the electronic copy of Volume I: Past Performance, so the page margins should not be an issue.
