Air Force Wedge 3 Reconfiguration Project - MACC For Official Use Only
A. SUBMISSION REQUIREMENTS AND EVALUATION CRITERIA
The Government will award a task order resulting from this solicitation to the responsible
Offeror whose offer conforming to the solicitation is the Lowest Priced Proposal that is
Technically Acceptable (LPTA). In determining acceptability, the Government may also consider other factors including the Contracting Officer’s knowledge of and previous experience with the offering firm, customer surveys, or other reasonable basis. The
Government intends to make an award without discussions however, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all proposals if such action is in the public interest; and waive informalities and minor irregularities in offers received. The Offeror’s technical approach will be reviewed to ensure the Offeror’s understanding of the SOW.
1. Factor I: Technical/Management Approach - This section shall be comprised of a Design/Build approach to address the following sub-factors:
1.1. Sub-factor 1: Design/Build Plan: Explain your design/build approach and how your design/build approach shall be used to its greatest advantage to best benefit the Government. Pay specific attention to:
Integration of primary subcontractor(s), including mechanical, electrical, EMCS, fire protection and fire suppression subcontractor.
Integration of any Other Government Contractors (OGC’s) to include ITA and
PFPA, Pentagon Government organizations, and their coordination during the duration of the project.
Reusing materials to the greatest extent possible while maintaining quality of work.
1.2. Sub-factor 2: Staffing/Experience:
Provide organization chart of proposed team to include but not be limited to management team, design team, and subcontractors. Explain communication channels.
Define the roles, responsibilities, and qualifications of key personnel to include, but not limited to, management, design, construction, safety, quality control, commissioning, and scheduling.
Indicate if key position involvement will be on-site or off-site and full-time or part-time. If part-time, indicate percentage of time dedicated to the project.
Provide experience with office space design and planning to include but not limited to office space layout, furniture, HVAC, lighting, IT, electrical, security, etc.
1.3. Sub-factor 3: Risk Management Plan: The Offerors shall identify the most significant risks they anticipate for this project and provide a description of how they propose to mitigate those risks. Also include a mitigation plan that explains management of the Project Team and how issues with the Project Team will be handled.
1.4 Sub-factor 4: Design and Construction Quality Control: Provide an outline and narrative of the quality control plans that will be used for both design and construction. Please explain the process for ensuring the quality of all documents, submissions, and definable features of work.
2. Factor II: Schedule - Offeror shall clearly demonstrate a thorough understanding of the requirements and complexities of the SOW, and shall develop a well thought out plan and schedule (summary CPM schedule) which integrates all related activities including coordination with OGCs, outside agencies, Pentagon
Government Organizations, phasing, etc.
The summary level CPM schedule shall demonstrate the Offeror’s full comprehension of the project scope. Schedule logic and activity durations shall clearly show how the project will be completed by the contractual completion date. The logic driven summary schedule shall show design-construction milestones/ activities and sequencing/phasing for the entire project and activity dependencies shall be clearly shown.
Demonstrate the ability to complete the project within the performance period of this project (NTP – Project Completion). Identify all major activities within the schedule.
The project shall be substantially completed no later than 300 calendar days after NTP. Explain how the Integrated Project Schedule (IPS) shall be used to manage the project and provide meaningful information to the Government.
Specifically address integration of consultants, OGCs, and Pentagon
Government Organizations.
Explain how schedule slippage or delay shall be mitigated to ensure that the contract completion date is met at no additional cost to the Government.
Demonstrate the approach for using the Project Schedule to manage resources.
List schedule efficiencies.
This section should also include a statement acknowledging that the IPS considers the timeline requirements specified in the SOW or MACC contract for outages, space permits, RDF access, and personnel badging.
3. Factor III: Pricing- The Offeror’s price proposal shall include a breakdown of all costs using the same format as Attachment J-4. A price proposal that is not in the same format as Attachment J-4 will be determined nonresponsive and will not be considered.
Price will be evaluated to determine the reasonableness of the Offeror’s proposal.
Price will be determined reasonable in accordance with one or more of the techniques in FAR 15.404-1. The Government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced between line items or sub-line items. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly overstated or understated as indicated by the application of cost or price analysis techniques. A proposal may be rejected if the Contracting Officer determines that the lack of balance poses an unacceptable risk to the Government.
B. PROPOSAL REVIEW TEAM
1. The Government will consider an Offer to be acceptable and eligible for award
(go/no go) when the offeror, no later than the proposal due date, unconditionally accepts the terms and conditions of the RFP and submits all required information specified in the RFP by the closing date/time for receipt of Proposals. Offerors failing to satisfy these requirements will be rejected and not considered for award.
2. A proposal deemed unacceptable under any Proposal Factor or Subfactor will be considered unacceptable overall and will not be considered for award.
C. AWARD
1. The Government will evaluate the offerors proposals received in response to this
SOW. Award will be made to the offeror proposing the lowest priced proposal that is technically acceptable.
D. PROPOSAL
1. The offeror shall include a notarized letter from its surety certifying the offeror’s bonding capacity.
Each offeror shall include a bid bond . The bid bond amount shall be at least 20 percent of the bid price, but shall not exceed $3 million.
2. The Technical and Price Proposal for Task Order 0001 shall be submitted in accordance with Section L.
3. The maximum number of pages for the technical proposal is 30 pages. The page limit includes documents incorporated by reference in the proposal; including all identified attachments in the proposal. Pages exceeding the 30-page limit will not be considered or evaluated by the Government.
USE OF GOVERNMENT CONTRACTORS
(a) Offerors are advised that technical and cost/price data submitted to the Government in response to this solicitation may be released to non-Government advisors for review and analysis. The non-Government advisor support will be provided by:
AECOM and PARSONS (Government contracted Joint Venture)
(b) Offerors are further advised that the below firms provided information that was utilized in preparing this solicitation. The non-Government support that provided information that was used in drafting the RFP were:
AECOM and PARSONS (Government contracted Joint Venture)
(c) Offerors are advised to notify the Government about any actual or potential conflicts of interest involving the above firms immediately upon learning of the actual or potential conflict of interest.
*NOTE: Those individuals at the above firms in paragraph (a) will sign Non–Disclosure
Agreements.
