Design/Build Statement of Work
For
Air Force Alterations
5A324
TECHNICAL REQUIREMENTS
1.0 PROJECT OVERVIEW
1.1 Project Location and Description.
The project consists of a Design/Build task order to design and build approximately 4500 square feet of general office space within Wedge 1 of the Pentagon. The task order will convert rooms 5A324 and 5A328 into 3 suites of Open Storage. The site is located on the fifth floor off of the A ring near corridor 3. This is a conversion of the entire space using Universal Space Plan (USP) and tenant requirements to provide the Air Force Tenant with a turn-key project for 37 persons.
1.2 Project Scope.
The Scope of Work shall meet all current code requirements as stated in this SOW, and shall meet requirements of the WHS Building Code (2012, Rev. 1.4.1) and the WHS Fire Regulations
(July 5, 2012) Refer to Attachment A Design Requirements.
Work includes but is not limited to:
1. Demolition of existing partitions and ceiling. (Space will be vacant of personnel/equipment and decertified before Contractor assumes responsibility of space.)
2. Removal of all existing furniture and provision of new Kit of Parts furniture as outlined in the USP and required by the test fit with the exception of Conference room furnishing which Air.
3. The addition of three F offices, one meeting room, one meeting area, one Conference Room, one computer room with 10 networks, an entrapment area, approximately 22
Ax workstations, 12 Bx workstations and 6 Hx workstations.
4. The provision and installation of standard paint finished metal demountable walls, finishes, doors and security hardware per the test fit.
5. The provision of bulkheads and acoustical ceiling tiles as outlined in the USP and additional bulkheads as required by the test fit.
6. The provision of gypsum STC45 partitions, academic and smart walls (some with some glass infill panels and some solid infill panels per test fit), smart rails, cove base, paint, lighting, photoluminescence, signage, telecommunications, electrical, IT infrastructure, A-zone column boxes and B-zone column boxes, fire protection, electrical, security and mechanical systems to comply with the performance requirements as outlined in the USP.
7. The installation of new carpet tiles throughout and new broadloom carpet and chair rail in the Conference Room.
8. Furniture in the Conference Room and F Offices will be provided by Other
Government Contractor (OGC).

1.3 Key Contract Entities.
This contract will be administered by a WHS Acquisition Directorate contracting officer (CO) and contract specialist (CS) with assistance from the WHS FSD Construction Management
Division contracting officer’s representative (COR). For this statement of work, Government refers to the CO, the CS, or the COR and Contractor refers to the design-build construction contractor.
1.4 Work Hours.
The Contractor shall notify the COR at least 2 weeks in advance before beginning any
Construction work. With the exception of furniture moves, which shall be after hours, and possible outages required for the completion of this task order, the work hours for Construction are Normal Business hours. Normal Hours are between 6:00AM and 6:00PM. Off Hours are from
6:00PM to 6:00AM, Monday-Friday; and all day Saturday, Sunday, and Federal Holidays. The
Contractor shall submit to CMD in writing any request for night and/or work outside Normal
Hours seven calendar days prior to commencing work.
2.0 EXISTING CONDITIONS
2.1 Existing Conditions Site Survey, Test and Report.
The Contractor shall perform a field survey and document existing conditions at the project location. The
Contractor shall prepare an Existing Conditions Report. Refer to MACC Requirement 1.0 Existing
Conditions and Design Deliverables Table 1 for requirements.
2.2 Existing Conditions Drawings.
Existing Conditions Drawings (Refer to Attachment A: Design Requirements E. Existing
Drawings) shall be verified by the Contractor for accuracy. Any deviations from Government provided existing conditions shall be captured in red-lined drawings and corrected in Design
Submissions.
3.0 PROJECT REQUIREMENTS / CONSTRAINTS
3.1 Project Phases:
Based on Tenant Requirements the project has the following Construction Milestones:
1. Design (See MACC Requirement 2.0 Design Requirements)
2. Construction/Installation (See MACC Requirement 3.0 Construction Requirements)
3. Commissioning and Testing (See MACC Requirement 5.0 Commissioning Reqmts)
4. Construction Complete & Tenant Acceptance
5. Project Complete
3.2 Long Lead Items.
The following items are known to be long lead items: STC 45 doors, carpet tiles, furniture and equipment, photoluminescence and smart walls/demountable walls, etc. The Contractor shall give these items priority attention and order as early as possible after NTP.

3.3 Acceptance of Dual-Roles.
As an option to the Contractor, the Government may accept individuals with dual roles, contingent upon submission of dual role justification and resumes that prove knowledge and experience in more than one role. At no time shall dual role duties be assigned to include the project Superintendent or the QCM. The QCM shall report to an officer of the firm and shall not be subordinate to the Project Superintendent or the Project Manager. The designated QCM and shall be present on the site while construction or demolition activities are occurring.
4.0 PROJECT SPECIFIC DESIGN REQUIREMENTS:
The Contractor shall incorporate the following project specific requirements in their design:

Requirements.
4.1 Construction Completion Date.
Design and Construction shall be complete NLT 300 calendar days after NTP.
4.2 Open Storage Secure.
The finished space shall be certified “Open Storage Secure.” The entry doors to this space shall have card swipe access and a perimeter rating of STC 45. It shall be the responsibility of the
Contractor to meet the construction requirements of Open Storage Secure as described in the
Department of Defense Manual: DoDM 5200.01, Volume 3, March 21, 2012. Test Fits are provided for schematic reference.
4.3 Walls and Partitions.
The Contractor shall provide and install paint finished metal STC 45 rated demountable walls, gypsum partitions and new smart walls per the test fit. Glass and Solid Infill partitions are specified for smart walls throughout open office workstation areas. Smart rails shall be installed on corridor walls and in bay/suites as noted on the test fit.
4.4 Finishes.
Throughout the area of work, the Contractor shall provide and install OF-3 level General
Office finishes. Refer to Attachment A: Item B: Reservation Finish Standards. The
Contractor shall ensure that all interior paints, coatings, and primers applied to interior walls shall meet Green Seal Standard GS-11, Paints and Coatings, Third Edition, August 17, 2011
(www.greenseal.org/Portals/0/Documents/Standards/GS-11/GS-
11_Paints_and_Coatings_Standard.pdf).
4.5 Doors and Hardware.
The Contractor shall be responsible for provision and installation of new doors and hardware and shall rough-in security pathways for card swipes and X09 locks. The security Other
Government Contractor(s) OGC will be responsible for provision of security hardware. Security Standard and Criteria. All doors in the vestibule shall be painted in a color similar or equal to Benjamin Moore AC-27 Galveston Gray. The Contractor shall coordinate with the
Other Government Contractor(s) (OGC) prior to ordering any new doors or hardware.
4.6 New Furniture.
The Contractor shall be responsible for removal and disposal of existing furniture and for providing and installing new furniture required based on the Tenant provided requirements
(Refer to Attachment A: Item A Test Fit). This may include but is not limited to storing furniture, transporting furniture to/from storage. Standard Kit of Parts (KOP) furniture shall be used for all workstations. Meeting room furniture shall be laminate to match KOP Furniture.
Meeting table chairs shall be provided per Test Fit. Refer to Attachment A: Design
Requirements_ItemA_Test Fit and Item D_Tenant Requirement Forms. The Contractor shall, if possible, meet the following specifications:
1. All furniture shall contain recovered materials as required by CPG
(www.epa.gov/epawaste/conserve/tools/cpg/products/furniture.htm)
2. All furniture shall meet or exceed Green Guard (www.greenguard.org) standards for each emissions criteria of indoor environmental quality.
3. Environmentally Preferred Purchasing. If possible, purchase furniture with other environmentally preferable attributes, such as bio-based content, rapidly renewable content, and certified wood. Use the Business and Institutional Furniture
Manufacturers Association (BIFMA) level® or similar sustainability standard to guide purchasing commercial office furniture.
4. For furniture delivery, Refer to MACC Section 18.0 Deliveries.
4.7 Lighting.
The Contractor shall be responsible for providing and installing new LED lighting as required based on the Tenant provided requirements and USP standard (Refer to Attachment A: Item
A_Test Fit). The lighting shall be controls shall be coordinated with OGCs.
A. Any new lighting to be installed shall be ENERGY STAR qualified and FEMP-designated energy-efficient products. Overhead interior lighting fixtures shall be energy-efficient indirect lay-in (open or lensed) or direct/indirect pendant fixtures.
Use light-emitting diode (LED) technologies to maximize energy-efficiency of fixtures and meet maximum lighting power densities set forth in ASHRAE/IES 90.1.
B. The overhead lighting shall provide 50 average maintained foot-candles at working surface height throughout the space, except in office areas with workstations where only 30 average maintained foot-candles should be from overhead lighting. Task lighting shall be provided at workstations and be capable of producing an additional
20 foot-candles to result in an average of 50 foot-candles at work surfaces.
Occupancy sensors shall be installed to control overhead lighting and automatically turn off lights within 15 minutes of inactivity. The sensors shall be an optimal mix of infrared and ultrasonic sensors suitable for the configuration and type of space.

Page 7 of 14 June 18, 2013 space shall be controlled through a single occupancy sensor. In enclosed offices, manual switches shall be provided, be capable of turning the lights on or off, and be pre-programmed to turn off after 15 minutes of inactivity.
4.8 Carpet.
A. New carpet tiles shall be provided and installed in the entire space and broadloom shall be provided and installed in the Conference Room per the Test Fit and Attachment
A: Item B: Reservation Finish Standards. Carpet adhesives shall meet the “Green Label Plus” requirements of the Carpet and Rug Institute (CRI) (http://www.carpet-rug.org/commercial- customers/green-building-and-the-environment/green-label-plus/carpet-and-adhesive.cfm).
B. When purchasing carpet the Contractor shall ensure that the new carpet meets the following specifications:
1. All new carpet shall be certified to NSF International’s Sustainable Assessment for Carpet (NSF/ANSI 140) Gold level.
2. Carpet shall also meet the “Green Label Plus” requirements of the
Carpet and Rug Institute (CRI) (http://www.carpet-rug.org/commercial-customers/green-building-and-the-environment/green-label-plus/carpet-and-adhesive.cfm).
3. Carpet manufacturer’s standard microbial, stain resistant/soil repellant treatment shall be factory-applied.
C. Keep carpet in wrappings and containers during handling and storage until final lay down. Do not store carpet with high volatile organic compound (VOC) content materials or other contaminants. Coordinate carpet installation to minimize carpet exposure to
VOCs, dust, dirt, or other contaminants.
4.9 Acoustical Ceiling Tiles.
Newly installed ceiling tiles (those not utilized for re-use shall have at least 80% recycled content and shall visually match Reservations Standards. Refer to Attachment A: Item B:
Reservation Finish Standards
4.10 Signage.
A. Work includes but is not limited to room, exit and fire extinguisher cabinet (FEC) signage. Refer to WHSFR Code Section 8.8.6. Signage details shall be developed by the Contractor during the design phase on the Design Intent Drawing. Refer to
Attachment A: Design Requirements_Item F_Sample DID
B. The Contractor shall purchase, and install new signage at each suite entry. Signage details shall be developed by the Contractor during the design phase.
4.11 Photoluminescence (PL).
The Contractor shall furnish all labor, tools, equipment, and materials to install PL within the project space. The Contractor shall install the pathway markings based on the space type as identified in the USP. The Contractor shall capture the egress requirement and shall procure, deliver, and install the PL. All installation of PL shall take place during normal working hours.

4.12 Mechanical/Electrical/Plumbing (MEP)
A. The Contractor shall provide upgrades to all MEP systems as required by the occupant and equipment loads.
B. The Contractor shall ensure that all MEP design conforms to the performance requirements outlined in the USP.
C. All rerouting and reconnection of all existing utilities including but not limited to mechanical, electrical, plumbing and fire protection necessary for this project shall be done at the expense of the Contractor and with minimal service impact.
4.13 Information Technology (IT)/Audio Visual (AV)/Security.
Refer to MACC Section 29. Information Technology (IT) & Network Integration.
A. The Contractor shall be responsible for all pathway infrastructures including but not limited to: MDU’s pathways, conduits, pull boxes, cable trays, wall outlet boxes, column boxes, and pull strings and pathways to card readers.
B. The Contractor shall provide all infrastructure and provide all electrical requirements for A/V equipment provided by the Tenant. Refer to Attachment A: Design Requirements_Test Fit and Item D_Tenant Requirement Forms.
4.14 Sprinkler Piping.
Per the WHS BC, Item 209.4.6, and the UFC 3-600-01 Fire Protection Engineering for Facilities all schedule 10 sprinkler piping within the Tenant Space shall be replaced with schedule 40 piping.
4.15 Thermostats. The Contractor shall verify existing columns and walls where critical dimensions must be held to fit furniture and equipment. Work includes but is not limited to coordinating placement of thermostats on walls to provide access and maintain functionality. The
Contractor shall ensure that new thermostats will not be impeded by furniture or equipment.
5.0 DESIGN PHASE
Refer also to MACC Section 2.0 Design Requirements.
5.1 Design Submissions.
The Contractor shall develop a Design Activity Timeline, Design Intent Documents (DIDs),Basis of
Design (BOD), a Design Submittal Register, and a Design Quality Control Plan. For design, the
Contractor shall develop a 50% desgn, a 100% design, and an Issue for Construction (IFC) submission.
Refer to MACC Requirement 2.9 and 2.12 for detailed deliverable requirements. Refer to Attachment:
Drawing Standards_Electronic Data Standards, Section B. 2.12 WHS Computer Aided Design and
Electronic Data Standards (EDS).

5.2 Design Intent Document (DID) Phase Requirements.
A. There are two (2) required DID submissions. The purpose of the DID shall be to provide the Tenant with the Contractor’s design intentions and approach before Design Documents are created and developed. The Contractor’s DID process shall be based on a “problem solving” approach with the goal of incorporating all tenant requirements and achieving tenant sign-off prior to the Design Document
Submissions.
B. The Contractor shall refer to the Sample DID as an example of how furniture layout, power/telephone/data, finishes, reflected ceiling plan, workstation location numbers, suite security classifications, general notes for IT drops, and life safety/egress information can be presented to the
Tenant. The DID shall include elevations and sections as required illustrating intent. Refer to
Attachment A - Sample DID. Label all deliverables For Official Use Only (FOUO).
C. DID 1 Submission: The Contractor shall provide a CAD drawing which is inclusive of all tenant-provided requirement information to include furniture and equipment.
D. DID 2 Submission: The Contractor shall incorporate any redlines and comments into a DID 2 submission. This document will then be used for Tenant sign off. This plan shall also include a sign-off block on each page.
E. DID Meetings: There are two (2) required DID Meetings. These meetings will be facilitated by FSD with the purpose of achieving Tenant sign-off on the design. Contractor participants at the DID
Meetings shall include but are not limited to the Contractor project manager, key A/E team members, and other key personnel. At each DID meeting, the Contractor shall bring one (1) full size drawing of the DID for markup. The Contractor may use the Government-provided agenda. Refer to Attachment A
- Sample Design Meeting Agenda.
F. DID 1 Meeting:
Review and finalize layout, adjacencies, wall types, and door types
Coordinate with OGC to locate specific data, security, IT and A/V requirements
G. DID 2 Meeting:
Review and finalize all information from DID 1 Meeting
Obtain Tenant sign-off on drawings
H. DID Meeting Minutes: The Contractor shall submit meeting minutes and scanned redlines within three
(3) calendar days of each meeting’s end. The COR will review and provide feedback to the Contractor three (3) calendar days after receipt. The Contractor shall incorporate the COR’s comments into the official meeting minutes and transmit them for record.
5.3 Progress Meetings.
During the Design Phase the Contractor shall meet weekly. For additional requirements see
MACC Requirement 9.0 Progress Meetings.
5.4 Design Deliverables.
Table 1 summarizes the Design Deliverables and the required submission timeline. The deliverables and format requirements are further described in MACC Requirement.2.8

5.5 Design Submissions Reviews and Comment Database
Refer to MACC Requirement 2.11.4 for further information.
5.6 On Board Review (OBR) Meeting.
An OBR meeting will occur after the Government review and the Contractor Response period for each Construction Document Submission. The Contractor shall lead the OBR meeting.
Further information is provided in MACC Requirement 2.7. The Contractor may use the Government- provided agenda. Refer to Attachment A- Item G: Sample Design Meeting Agendas.
6.0 CONSTRUCTION PHASE
Refer to MACC Section 3.0 Construction Requirements for further requirements.
6.1 Construction Submissions.

The Contractor shall develop multiple submissions in support of the construction phase.
Many of these submissions are due early in the design phase while others are closely related to particular construction activities. Construction Phase submittals include: Accident
Prevention Plan, Construction Quality Control Plan, Construction Submittal Register, Construction Schedules, Activity Hazard Analysis, Material Submittals, Cut Sheets, and
Shop Drawings. Refer to MACC Requirement Sections as listed in Table 2. Construction
Phase Deliverables for detailed submittal requirements.
6.2 Progress Meetings.
During the construction phase the Contractor shall have weekly progress meetings. For detailed requirements see MACC Requirement 9.0 Progress Meetings.
6.3 Construction Phase Deliverables.
Table 2 summarizes the construction deliverables and required submission timeline. The deliverables are further described in the MACC Contracts. All deliverables shall be provided in native format as defined in the MACC Contract and in PDF format.

7.0 OTHER GOVERNMENT CONTRACTORS (OGC)
The D/B Contractor shall provide total and complete coordination with all OGCs to include meeting as necessary to provide a total turnkey project. Listed below are the
OGCs for this project:
7.1 IT/AV. The Government will have a separate contract for all Information Technology
Systems and Infrastructure (ITS&I), including all voice, data, audio/video, and security services. The Contractor is responsible for all pathways infrastructure including but not limited to: conduits, pull boxes, cable trays, wall outlet boxes, and column boxes. It shall be the responsibility of the Contractor to incorporate all IT activities into the overall project schedule.
The Contractor is responsible for all grounding, bonding and power requirements.
7.2 Security System: The Security System design and installation will be provided by the OGC.
The Contractor is responsible for all security rough-ins, pathway infrastructure, and power requirements.
7.3 EMCS System. The existing Energy Management and Control System (EMCS) system will be provided as an OGC. Johnson Controls is currently used by the Building Management for
EMCS and shall be engaged on this project as an OGC. All changes and additions to the
EMCS system must integrate with the existing systems.
8.0 COMMISSIONING.
Commissioning will be required under this Contract. The Contractor shall meet all manufacturer’s recommended testing requirements and procedures. If the Contractor design entails interconnection to any security or fire alarm system, the Contractor shall be responsible for commissioning of the complete operational system. The Contractor shall re-commission any control or security systems taken out of service for any new security door installation. The

Government will retain an independent third party commissioning specialist to develop and oversee any required functional performance tests. The Contractor shall be responsible for coordinating testing with the Government commissioning specialist, PBMO, OPFM, and PFPA.

Section 10.0 Attachments.
9.0 SECURITY.
There are security requirements for access to the project site under this Contract. The following paragraphs from Section H shall apply to this Contract: • Access to the Pentagon
