About this file
This is a Solicitation Addendum Acknowledgement Form (PCS 121) issued by the Texas Health and Human Services Commission (HHSC), Procurement and Contracting Services, for RFP HHS0016834 v2, Project 24-101-AUL, concerning fire alarm system upgrades at the Austin State Supported Living Center. The addendum, effective May 6, 2026, replaces the original RFP to incorporate updates to the Schedule of Events, provides requested Door Magnet Data Sheets, and responds to questions received from prospective respondents. The solicitation requires general construction services for installation of NFPA 72-compliant fire alarm systems in Buildings 533 and 732, including addressable fire alarm control units, detectors, horn/strobes, manual pull stations, and underground fiber optic lines. Mandatory pre-proposal webinars are scheduled for April 17 and April 22, 2026, with an optional site visit on April 24, 2026. The written questions deadline is April 28, 2026, and proposals are due by May 15, 2026 at 10:30 a.m. Central Time. The anticipated notice of award is June 8, 2026, with a contract start date of June 22, 2026. Respondents must acknowledge receipt of this addendum by signing and returning the form with their solicitation response or by emailing the signed acknowledgment to pcsbids@hhsc.state.tx.us prior to the solicitation due date.
The project estimate is approximately $280,000.00 on a fixed-price, best-value basis. Qualified respondents must have been in business for a minimum of five years, provide a letter of intent from a surety company indicating bonding capacity, submit references for three comparable projects, demonstrate financial stability, and be currently authorized to do business in Texas. A field project manager with minimum NICET Level III certification in fire alarm system technology and a designer with NICET Level III certification or licensed professional fire protection engineer must be assigned to the project. Evaluation criteria include relevant construction services ability and experience (30 percent), quality and safety programs (5 percent), proposed methodology (25 percent), and pricing (40 percent). All equipment must be new and listed by Underwriters Laboratories, with the fire alarm system required to be non-proprietary. Respondents must submit a security bond equal to 5 percent of the largest possible total proposed cost. No set-aside designations or incumbent vendors are identified in the procurement materials, indicating the opportunity is open to qualified general contractors meeting baseline requirements.
