About this file

This document is a set of Questions and Answers (Q&A) related to an unnamed federal contract solicitation, covering technical, price, and contractual aspects of the procurement. Key details include clarifications about proposal requirements such as Volume 0 Cover Sheet (no page limit, offerors can use their own template), technical volume requirements for certifications, and pricing specifics. The solicitation involves labor categories with rates for specialized roles like Reverse Engineer, Biological Scientist, and Welder, with specific disciplines to be identified at the Task Order level. The government will use fully burdened labor rates to establish maximum rates on task orders for the contract's life, with the base period tentatively set to start on 15 September 2025 through 14 September 2026. The proposal due date remains unchanged at 29 September 2025, and the government has not granted a requested one-week extension. The cost template has been revised to address FTE calculations and period of performance dates, with final details to be determined upon award.

Question 79

Question 79 requested clarification on how the Offeror was expected to break out Prime Labor and Subcontractor Labor total in Attachment H (now lines 57 and 58) at the IDIQ level. The revised template does not address the question given LCATS would be broken out between team members based on the specific scope of work at the TO level and multipel team members will potentally fill these LCATS on different TOs. Attachment H Cost Template

NS -

Attachment 2

Based on the direct hours the Govt has provided in the Attachment H, revised cost template, it appears the Govt is using 1912 hours for an FTE. However, in the FTE calculation on row 59 at the bottom of each SOW area, for the base and each option year, the total Prime and Sub labor hours is being divided by 956 instead of 1912, which over states the FTEs. Would the Govt provide a revised Attachment H with this correction?

The Cost Template has been revised and the total hours does not change.

Attachment H Cost Template

Since the proposal is currently due on 29 September, for pricing purposes, would the Government consider revising the PoP of the base and option periods so that the base period starts on the anticipated start date after IDIQ award?

The Cost Template has been revised. POP is TBD Upon Award X/XX/2025 - X/XX/2026” and will be defined at award.

17 Solicitation Revised SF33 due date of 29 Sept

With additional questions and clarifications based on the Q&A from Amendment 2 would the Govt consider a one week extension to the current due date of 29 Sept 2025?
