About this file
This document is a Sample Task Order for Effects-Based Technology Development, specifically focused on developing radio frequency (RF) emulation maritime platforms for Measures and Signatures Intelligence (MASINT) technical exploitation capabilities. The task order requires a contractor to design, fabricate, test, and deliver twelve complete maritime systems that can emulate specific L-Band RF signals with advanced technical specifications.
Key technical requirements include developing a surface ship deployable platform capable of broadcasting pre-defined signal transmissions and protocols, with minimum NSA Type 3 encryption, beyond-line-of-sight (BLOS) transmission capabilities, and anti-tamper protections. The system must be low observable, battery-powered for 24-hour continuous operation, capable of 60-day deployment without maintenance, and able to maintain location in sea state two conditions. The contract is cost-plus-fixed-fee (CPFF) with a 12-month performance period, requiring comprehensive engineering support across project planning, research and development, prototype fabrication, and test and evaluation phases.
