About this file

This document is a comprehensive set of construction specifications for the Health Fitness Center (HFC) and Whole Health Clinic buildout project at the Canandaigua VA Medical Center in New York. The project, numbered 258A5-25-509, encompasses construction of partitions, offices, bathrooms, locker rooms, workout facilities, installation of rubber gym flooring, security and access control systems, lighting, ceiling fans, and modifications to existing mechanical, plumbing, electrical, and fire protection systems. The work is to be performed in an existing shell space with no hazardous materials present, primarily during normal business hours with provisions for off-hours work when system shutdowns or patient care impacts are necessary.

The specifications detail extensive requirements across 27 divisions covering general construction, concrete, metals, carpentry, openings, finishes, specialties, fire suppression, plumbing, HVAC, electrical, communications, security systems, and specialized finishing work. Key requirements include: coordination with the VA's Autodesk Construction Cloud (ACC) platform for all project communications and submittals; submission of detailed shop drawings, equipment data, and coordination drawings for approval prior to construction; establishment of a comprehensive Quality Control Plan with designated personnel; development of a network-based project schedule with cost-loaded activities; compliance with International Building Code standards and applicable NFPA codes; commissioning requirements for mechanical, plumbing, HVAC, and fire suppression systems; Testing, Adjusting and Balancing (TAB) services by AABC or NEBB-certified firms; and comprehensive as-built documentation, operation and maintenance manuals, and warranty management. The contractor must also manage construction waste through recycling and diversion programs, maintain existing building services during phased construction, perform security clearance procedures for all workers, and provide extensive photographic documentation with interactive navigation capabilities tied to construction drawings.
