About this file

This is a Request for Information (RFI) response document addressing a question regarding contractor authorization requirements for security system work at the Canandaigua VA Medical Center Outpatient Primary Care (OPC) facility. The RFI clarifies that Drawing TY001, Plan General Note 3 requires all security system installation, modification, and operation work to be performed by a "site authorized contractor" compatible with the existing Genetec system. In response to bidder inquiries about identifying the authorized vendor or acceptable Genetec-certified integrators, the government specified that Buffalo Fire and Security is the only authorized vendor permitted to perform the work on the existing Genetec system at this facility. The government cited constraints related to building and system compatibility, as well as ongoing major construction on site, as the basis for restricting work to this single vendor.

This RFI response is directly relevant to solicitation 36C24226B0038 for the Health Fitness Center (HFC) and Whole Health (WH) Clinic buildout at Canandaigua, NY VA Medical Center, which includes installation of security and access control systems among its scope of work. The response effectively communicates to potential offerors that they must either engage Buffalo Fire and Security as a subcontractor or partner firm for security system work, or verify their own Genetec certification status with the facility, ensuring compliance with the site-specific system compatibility and vendor requirements outlined in the contract documents.

Q. Drawing TY001, Plan General Note 3 states that all work must be performed by a "site authorized contractor" for system installation, modification, and operation, and that all components shall be compatible with the existing building Genetec system.

Question: Please identify who the "site authorized contractor" is for the existing Genetec system at the Canandaigua VAMC OPC, or provide the name of the Genetec-certified integrator currently under contract with the VA for this campus, so that bidders can determine whether they must engage that specific contractor as a subcontractor or whether any Genetec-authorized integrator will satisfy the requirement of Note 3.

R: The only authorized vendor who can perform the work is Buffalo Fire and Security. Due to the constraints of the building and system as well as the ongoing MAJOR construction on site, we are not able to allow any other vendor to work on the system at this time.
