About this file
This is a Health and Wellness Services Addendum 2 Question and Answer document related to RFP #2021-03 for Dunn County, Wisconsin, addressing inquiries from prospective bidders regarding health insurance coverage options. The document addresses three primary questions from Group Health Cooperative of Eau Claire concerning differences in benefit coverage compared to the incumbent provider, Medica. Group Health seeks clarification on whether proposed differences in coverage should be highlighted in their proposal and whether these differences would affect pricing. Additionally, Group Health inquires about the feasibility of adding optional network configurations to their HMO plan at additional cost, as their current plan requires in-network provider utilization, contrasting with Dunn County employees' existing in and out-of-network benefits under the current carrier.
The document indicates that Group Health Cooperative of Eau Claire, in collaboration with Solidaritus Clinics, proposes establishing a Direct Primary Care clinic in Eau Claire to serve Dunn County employees alongside existing covered groups, requesting July 2022 as a feasible opening date for the new clinic site. The responses provided suggest that proposed differences in coverage should be identified in bidders' proposals and would be evaluated as optional offerings, and that additional network options would be considered as optional add-ons with associated costs. The inquiry implies that the county is evaluating alternative carriers and coverage structures while maintaining consideration of enhanced service delivery through the proposed Direct Primary Care model.

In reviewing the benefits offered by Medica with the Group Health benefit structure there are several benefits that Medica is covering for Dunn County Employees that
Group Health does not cover. Would you like these differences pointed out in our proposal and would these changes in coverage affect our proposal?
Also while reviewing Medica’s benefit structure it was noticed that currently Dunn County Employees have in and out of network benefits. Group Health Cooperative of
Eau Claire is an HMO with a large and extensive provider network but member’s must utilize in network providers for services to be covered. It could be possible to add additional network options to a Group Health policy at additional cost.
Group Health Cooperative of Eau Claire in conjunction with Solidaritus Clinics, set up a Direct Primary Care Clinic in Eau Claire to be utilized by Group Health employees as well as 2 other groups covered by the Cooperative. Group Health Cooperative of Eau Claire and Solidaritus would need time to figure out logistics and enlist providers for a new clinic site. Would July of 2022 be an acceptable opening for a DPC clinic for Dunn County employees in regards to this proposal?
