About this file

This is a Questions & Answers (Q&A) document for solicitation HE125426QE067, issued by the Department of Public Works, DoWEA Pacific West District, for physical fitness equipment at Humphreys High School in Korea.

The Q&A addresses five substantive inquiries from potential quoters regarding delivery timelines, product origin compliance, specification compliance requirements, and equipment dimension clarifications. Item 01 addresses the firm delivery and installation deadline of 30 October 2026, which the government confirmed will not be extended despite vendor concerns about 90-day lead times for equipment production and US-flagged vessel shipment to Korea. Item 02 clarifies that equipment specifications are generalized minimum requirements not based on any specific brand, with vendors directed to Section I of the solicitation for applicable Buy American Act and Trade Agreement Act provisions. Item 03 confirms that any "No" response to specifications in Attachment 2 renders a quotation technically unacceptable, requiring vendors to meet all listed specifications. Item 04 resolves a discrepancy regarding elliptical machine requirements by clarifying that the specification has been revised to require Variable Incline and minimum resistance levels of 1-20 or better as two separate specifications. Item 05 updates the Dual Cable Machine dimensions to L54-68 x W50-62 x H89-94 in both the amended SOW (26QE067_AMD 0002_ATTACH 1) and Technical Capability document (26QE067_AMD 0002_ATTACH 2_(1)), and corrects a section reference from Paragraph 3.1 to Section 4.0.

Item # Subject RFP or Attachment Reference Question/Confirmation/Comment Answers/Responses

01 General Solicitation

The government's solicitation states that delivery and installation must be completed prior to 30 Oct 26. That's an unreasonable expectation.

CONUS fitness projects generally have a 90-day lead time for selectorized/strength equipment. Production of the machines carries a 60–90-day lead time. Then the items must be shipped via US Flagged Vessel to Korea, pass customs, deliver, then install. Please provide a 90-day lead time ARO.

Due to the urgent nature of this requirement and its direct impact on DoWEA's mission, the delivery deadline is firm and will not be extended

02 General Solicitation

It appears that the government got most of their basic specifications from a Swedish brand of equipment that makes their equipment in China. Is the Buy American Act or Trade Agreement Act going to apply to this purchase?

Specifications were not based off any specific brand. The specifications listed are generalized which reflect the minimum requirements of the requiring activity.

Refer to Section I of this solicitation to review the applicable provisions and clauses for this effort.

03 General

2_TECH_(1)

When completing attachment 2, if a vendor checks "no", does it mean their product will be deemed non compliant? For example some of the dimensions for US made equipment will be larger or different than Chinese made items which are lower in quality.

Quoters must meet all listed equipment specifications. A “No” response to any specification will render the quotation technically unacceptable.

04 General See amended SOW and Technical Capability file

Elliptical

Attachment 2 requires Variable Resistance and Incline. SOW paragraph 4.6 does not list that feature. Please confirm which document controls.

The Elliptical Machine specification has been revised. The requirement for "Variable Resistance and Incline" has been replaced with two separate specifications: (1) Variable Incline, and (2) Minimum resistance levels of 1-20 or better.

05 General See amended SOW and Technical Capability file

Dual Cable length

Attachment 2 as amended gives a range of 54 to 63 inches.

SOW paragraph 4.12 and the original Attachment 2 both give 54 to 68 inches. Block 14 of Amendment 0001 describes the amendment as adding one statement about "No" responses and does not mention a dimension change. Please confirm the operative range.

The same section now cross references SOW paragraph 3.1, which is the Scope paragraph. The equipment specifications are at 4.1 through 4.13. Please confirm the intended reference.

The dimensions of the Dual Cable Machine have been updated in the SOW (26QE067_AMD 0002_ATTACH 1) and the Technical Capability document (26QE067_AMD 0002_ATTACH 2_(1)).

The revised Dual Cable Machine dimensions in both documents are: L54-68 x W50-62 x H89-94.

Additionally, the referenced section in the amended SOW has been corrected from Paragraph 3.1 to Section 4.0.
