2. Volume I- Factor 1: Technical Approach

The Vendor shall submit Attachment 2: Volume I - Factor 1- Technical Approach, adhering to the word limits specified in the Quote Content and Format

Instructions. All Factor 1 must be submitted within Attachment 2 "Technical Approach."

The Government may incorporate elements of a Vendor's quote that exceed the Government's minimum requirements or otherwise represent beneficial aspects to the performance of services to the Government. This will typically result in updates to the PWS that incorporate these performance benefits into the awarded contract. Once added to the PWS, they become contractually binding.

The Vendor's completed Attachment 2 shall provide the Vendor's approach to ensuring continued, uninterrupted full surveillance coverage of all student transportation vehicles by 01 August 2026.

* NOTE 1: Quotes that demonstrate a proactive and well-integrated equipment supply chain and personnel management strategy may be evaluated more favorably.

**NOTE 2: The Vendor is required to provide responses in the 12 mandatory fill-in boxes of Attachment 2 "Volume I - Technical Approach". Failure to provide a response in any of these text boxes will result in the Vendor's quote being assessed as "Unacceptable."

3. Volume II - Factor 2: Past Performance.

Past performance will be evaluated to assess the Vendor's ability to successfully perform the contract, based on recent and relevant performance on prior and/or current contracts. The Government will consider information to include, but not limited to, Past Performance Questionnaires (PPQ) (Attachment4) and may consider

Contractor Performance Assessment Reporting System(CPARS) to determine the Vendor's overall record of recency, relevancy and quality.

The Vendor shall submit Volume II Past Performance (Attachment 3), listing no more than three (3) recent contract(s) performed by the prime, subcontractors, or teaming partners acting as prime.

1. Prime Vendor Information. The Prime Vendor must provide at least one (1) past performance reference which it performed as the Prime Contractor or as a

Subcontractor/Teaming Partner.

2. Subcontractor/Teaming Information. If a Vendor proposes subcontractors or teaming partners, the Prime Vendor shall provide:

At least one (1) past performance reference for each proposed subcontractor or teaming partner, not to exceed a total of two (2) subcontractor or teaming partner references overall.

Past performance that reflects work performed as a prime, subcontractor, or teaming partner on a prior effort.

Written consent from each subcontractor/teaming partner authorizing the Government to discuss their past performance.

A description of the specific roles and responsibilities each subcontractor/teaming partner will perform under this solicitation in Volume II (Attachment 3), including:

1. The percentage of work each teaming partner will perform;

2. The specific resources each will contribute;

3. A signed Enclosure 3: Letter of Commitment from each subcontract/teaming partner proposed for this effort.

4. Any other relevant details.

To be considered recent, efforts must be ongoing or completed within the last three (3) years preceding the issuance date of the initial solicitation.

To be relevant, the Vendor must demonstrate experience with bus On-Board Video Surveillance System (OBVSS) services of similar scope, magnitude of effort and complexities that this solicitation requires.

Past Performance Quality. The Vendor's Past Performance information will also be reviewed to determine the quality of the Vendor's performance and general trends in performance, which will also be a factor in the performance confidence assessment.

The Vendor shall demonstrate recent and relevant past performance by completing and submitting Attachment 3 - Volume II- Past Performance.

In the event the Vendor does not have any past performance record, the Vendor shall still submit the Attachment 3 Past Performance quote with a statement that past performance is unavailable.

Questionnaires. Vendors must send Past Performance Questionnaires (PPQ), Attachment 4, to their customer's points of contact (POCs) and instruct them to complete the questionnaire in English. Vendors shall make their best effort to distribute a sufficient number of PPQs. Completed PPQs must be emailed directly by the customer POC to the Contracting Officer and Contract Specialist listed in the questionnaire. PPQs should be received by the Government no later than the solicitation closing date and time. Customer POCs must:

- Indicate the total contract value performed by the Vendor as of the date they received the questionnaire; and

- Provide sufficient detail to allow the Government to assess the relevance and quality of the past performance.

Note: PPQs submitted by the Vendor or included in the quote will not be evaluated.

The Government reserves the right to independently obtain information regarding present and past performance. This may include data beyond what is submitted by the Vendor, such as input from contract and subcontract POC, and publicly available sources. If the Vendor is aware of any contracts listed in the Contractor

Performance Assessment Reporting System (CPARS) that are directly relevant to the requirements of this solicitation, the Vendor shall include a list of the contract

Procurement Instrument Identifiers (PIIDS) (i.e. contract numbers) with their past performance submission. The inclusion of CPARS-reported efforts will assist the

Government in evaluating the recency, relevancy and quality of prior work.

4. Volume III - Factor 3: Price.

Except as otherwise stated, the Vendor must provide a completed quote that includes each Sub-contract Line Item (SLIN) listed under the Contract Line Item

(CLIN) in Attachment 5. The Vendor shall:

- Only fill in the yellow-shaded cells of Attachment 5.

- Ensure all yellow-shaded cells are completed for each SLIN under the proposed CLIN(s).

- After entering data, verify that all formulas in Attachment 5 are functioning correctly and reflect accurate pricing. (NOTE: Due to potential rounding/calculation errors, do not submit the Unit Prices with a formula (i.e. escalation) in the Unit Price cells. To deconflict possible errors, the Unit Prices specified will be evaluated based on their face value. For example, if a unit price is YEN 1.20, then the face value of YEN 1.20 will be used, so the evaluated Total Cost might differ from the

Vendor's stated Total Cost.)

A dedicated table labeled "FAR 52.217-8 Option to Extend Services" is included in Attachment 5. Vendors must provide a unit price for each CLIN and/or SLIN

Description listed in this table. If the Government exercises the FAR 52.217-8 option in a period other than the fourth option year, the rate from the last completed year of performance will be applied.

Note: Failure to submit a completed Attachment 5: Volume III - Factor 3 - Price Quote in Excel Format will result in the Vendor's quote being assessed as a deficiency and an "Unacceptable" rating for Factor 3.

5. Volume IV - Factor 4: Representations and Certifications.

The Vendor must complete Attachment 6 - 252.239-7009 - Representation of Cloud Computing.

The Prime Vendor must obtain completed Attachment 7 - Letter of Commitment from each subcontractor/partner that they will team with in meeting the solicitation requirements.

Additionally, the Vendor may provide any supporting documentation necessary to assist the Contracting Officer in making a responsibility determination in accordance with FAR 9. If the Vendor intends to fulfill the requirements through subcontracting or teaming, a copy of the teaming arrangement must be submitted.

At a minimum, the submission shall clearly outline the roles and responsibilities of each teaming partner in relation to the performance of the solicitation requirements.

The Vendor's System for Award Management (SAM) record must be accurate and active by the quote due date and time to be eligible for any contract award.

Addendum to Paragraph (b). Paragraph (b) is changed to read as follows:

(b) Period of acceptance of quotes. The Vendor agrees to hold the prices in its quote firm for 120 calendar days from the date specified for receipt of quotes unless another time period is specified in an addendum to the solicitation.
