About this file

This is a Past Performance proposal template for a federal contract solicitation (HE125426QE047) for On-Board Video Surveillance System (OBVSS) Student Transportation Services in Okinawa, Japan, issued by the Department of Defense Education Activity (DoDEA).

The template requires offerors to submit past performance information demonstrating recent and relevant experience with similar bus transportation services. Offerors must provide at least one past performance reference completed within the three years preceding solicitation issuance, with preferences for contracts of similar scope, magnitude of effort, and complexity. For each reference, offerors must document the contract number, type (FFP, IDIQ-FFP, Cost Plus, etc.), performance period, total contract value, customer/agency details with points of contact, and a brief description of services provided. If proposing subcontractors or teaming partners, the prime contractor must submit at least one past performance reference for each partner, include written consent authorizing government discussion of their performance, specify each partner's estimated work percentage and resource contributions, and provide signed Letters of Commitment. Offerors without past performance records must submit a statement indicating unavailability. Past performance will be rated as "Substantial Confidence," "Satisfactory Confidence," or "Neutral Confidence" based on recency, relevancy, and quality of performance. A "Neutral" rating is assigned if the prime fails to provide at least one qualifying reference or fails to adequately describe subcontractor or teaming partner roles and responsibilities. For predecessor company experience, offerors must provide evidentiary documentation demonstrating the legal, organizational, or operational relationship and how predecessor resources remain available and applicable to the current offeror.

· Subcontractor or Teaming Information. If the Offeror proposes a subcontractors or teaming partners, the Prime Offeror shall provide:

· At least one (1) past performance reference for each proposed subcontractor or teaming partner.

· Past performance that reflects work performed as a prime, subcontractor, or teaming partner in a prior effort.

· Written consent from each subcontractor/teaming partner authorizing the Government to discuss their past performance.

· A description of the specific roles and responsibilities each subcontractor/teaming partner will perform under this solicitation in Volume II (Attachment 3), including:

1. The estimated percentage of work each teaming partner will perform

2. The specific resources each will contribute

3. A completed and signed Enclosure 3: Letter of Commitment from each subcontractor or teaming partner proposed for this effort.

4. Any other relevant details.

· Offeror Predecessor Company Information. Offerors submitting past performance information of a predecessor company will be considered in accordance with FAR 15.305(a)(2)(iii) provided the past performance meets the recency and relevancy requirements of the solicitation.

· If an Offeror intends to rely on the past performance of a predecessor's company, the Offeror shall provide evidentiary documentation supporting the relevance and attribution of that predecessor's work. At a minimum, the Offeror shall submit:

· Information demonstrating the legal, organizational, or operational relationship between the predecessor and the Offeror

· Information clearly showing how the predecessor's resources, capabilities or performance are available to and applicable to the Offeror for this requirement.

The Government may disregard predecessor-company experience if adequate supporting evidence is not provided.

*Note: Predecessor company means an entity whose assets were acquired by the Offeror or another entity (most often through merger or acquisition) and whose affairs are now carried out by the Offeror or the other entity under a new name.

A "Neutral" rating will also be assigned if:

1) The Prime Offeror does not submit at least one past performance reference in which they provided services as a Prime Contractor or Subcontractor or Teaming Partner on a previous project that meets the recency and relevancy requirements; or

2) The Prime Offeror fails to describe the specific roles and responsibilities of each proposed subcontractor or teaming partner as outlined in their current teaming arrangement for their proposal on this solicitation. The Government reserves the right to determine that a "Substantial Confidence" or "Satisfactory Confidence" past performance rating is worth more than a "Neutral Confidence" past performance rating in a best value tradeoff.

To be considered recent, efforts must be ongoing or completed within the last three (3) years preceding the issuance date of the initial solicitation.

To be relevant, the Offeror must demonstrate experience with bus transportation services of similar scope, magnitude of effort and complexities that this solicitation requires.

Past Performance Quality. The Offeror’s Past Performance information will also be reviewed to determine the quality of the Offeror’s performance and general trends in performance, which will also be a factor in the performance confidence assessment.
