About this file
This is a Past Performance Volume template and instructions for offerors responding to a solicitation for student transportation services at Fort Liberty Military Community, North Carolina. The document requires offerors to submit a minimum of one recent past performance reference for both the prime contractor and subcontractors, with recent defined as ongoing or completed within three years of the solicitation closing date.
The document outlines three key evaluation areas: scope (student transportation services), magnitude of effort (dollar amount, personnel, vehicles), and complexity factors. The complexity requirements include transportation of pre-K through high school students on military bases, special needs student transportation with safety aides, bus monitor services, personnel and vehicle management, incident response, vehicle maintenance compliance, training documentation, reporting, and stakeholder communication. Offerors must provide detailed contract information including contract number, type, period of performance, value, and customer points of contact for each reference, along with descriptions of how their past performance aligns with the scope, magnitude, and complexity requirements.

Past Performance Volume Instructions
In the event the Offeror does not have any past performance record, the Offeror shall still submit a Past Performance proposal with a statement that past performance is unavailable.
The Offeror shall submit at a minimum of one (1) recent past performance for the prime and one (1) for the subcontractors/teaming contractor (performing as the Prime on that effort) to determine the recency, relevancy, and quality of the Offeror’s performance. To be recent, the effort must be on-going or must have been completed within the last three (3) years by the closing date/time of this solicitation. To be relevant, the Offeror must demonstrate that performance that performance involved similar scope and magnitude of effort and complexities this solicitation requires. The relevancy analysis will focus on if the Offeror has provided bus transportation services similar in scope, magnitude of effort and complexities as follows:
Scope: Refers to the type of work performed in the Offeror’s past performance reference when compared to the type of work required in this solicitation. The type of work required is for student transportation services.
Magnitude of Effort: Refers to the size (e.g., dollar amount, personnel, vehicles) of an Offeror’s past performance reference. The Offeror’s past performance reference will be compared to the Government’s estimated amount to perform the work required in the PWS.
Complexity: Refers to the level of complication of an Offeror’s past performance reference. The level of complexity will be compared to the Government’s estimated complexity level. The following factors will be considered for each past performance reference to determine whether each reference is similar in complexity.
1. Transporting pre-kindergarten through high school grade children from their designated bus stops to and from school in within the Continental United States (CONUS) Military Community.
1. Transporting a special needs student with a Safety Aide and providing an appropriate vehicle for special needs students from their designated stop to their school, and vice versa.
1. Providing Bus Monitor, Safety Aide and/or Safety Attendant services on the school bus during runs.
1. Appropriately managing personnel and vehicles (i.e., Responsiveness to deficiencies and performance issues and making timely corrections. Taking a proactive approach when known performance issues may hinder mission requirements).
1. Responding to incidents and accidents in regard to transporting students on the bus.
1. Maintaining vehicles in accordance with Federal, State, DoDEA regulations as well as contractual requirements.
1. Providing, tracking, and reporting required training.
1. Providing timely and accurate reports and other contract deliverables.
1. Effectively communicating with all stakeholders. Communicating issues as necessary to ensure all stakeholders were informed.
The Contractor shall follow the format shown in the next page when submitting Volume II – Past Performance.
