About this file
This document package includes a pricing template and details for a federal contract opportunity with the Defense Threat Reduction Agency. The pricing template provides labor categories and instructions for offerors to submit pricing for two initial task orders for IT solution engineering and systems test support as well as knowledge management solutions and support. Pricing should be submitted using the template for the base period and any option periods defined in the task order performance work statements. The federal contract opportunity is a solicitation for multiple-award ID/IQ contracts to provide agency-wide IT service design support. Two initial task orders will be awarded concurrently with the base contracts. Questions about the draft solicitation are due by July 23, 2018 to the specified email address and should follow the question format outlined. Award of the base contracts and initial task orders will occur on or around March 29, 2019.

General Cost Proposal
GENERAL INFORMATION
The Offeror shall provide a full cost proposal for Task Orders 1 and 2. The purpose of the requested information is to assist the Government's review and evaluation of cost proposals submitted by Offerors. Offerors are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the offeror must also bear the burden of proof in establishing reasonableness of proposed costs; therefore, it is in the offeror’s best interest to submit a fully supportable and well-prepared cost proposal. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate. Further, FAR 15.403-4 sets forth those circumstances in which offerors are required to submit certified cost or pricing data.
Cost by Task: In addition to providing summary by period of performance (base and any options), the Contractor is also responsible for providing a breakdown of cost for each task indentified in the Performance Work Statement for Task Orders 1 and 2 (no costs are required for Sample Task Order 3). The sum of all cost by task worksheets MUST equal the total cost summary.
Options: For this proposal, Offerors are only to propose pricing for Task Orders 1 and 2 using the Period of Performance called out in the Performance Work Statements (PWS) Specific task order pricing will include task order pricing for the task order base period plus any task order option periods defined in the task order PWS.
Labor Categories: The Offeror shall use the Sample Pricing Template as a guide for the pricing structure/format and shall use the Labor Category tab to identify the labor categories that will be aligned with the Offeror's proposed staffing plan and overall proposed solution. If the Offeror can't align a labor category with thoses listed, creating a unique labor category is acceptable. The Offeror is, however, encouraged to attempt to align labor categories with the standard LCATs to the maximum extent practical.
Proposal Dates: For consistency among proposals Offeror's pricing should assume task order awards will be announced on 3/29/19. This date is for planning purposes only and is subject to change.

Labor Categories Labor Categories for use in Proposal Pricing
The Offeror is encouraged to use the labor categories provided in the following table to the maximum extent practical. If these common labor categories do not exactly align with the Offeror's labor categories, please attempt to select the closest reasonable match within the listed labor categoreies. If the required labor category is not included in this list, and assigning a "closest match" is not reasonable, the government will accept additional unique labor categories. Please clearly identify all such unique labor categories and provide the relevant distinguishing qualifications.

If your accounting system applies G&A at different rates for various cost elements feel free to insert rows as needed to show the various G&A cost factors and include appropriate G&A at that cost factor (ie, G&A associated with Travel), then total all teh contributing factors to arrive at a G&A Total figure for this G&A row, and to carry forward to the "Pricing Summary" Tab where all costs are summarized by category. |
