1 OCI
Does the Government anticipate that there are any specific contracts that successful offeror(s) are likely to be precluded from pursuing based on holding this contract?
The intent is to ensure the performer on the Budget and Finance Support Services (BFSS) contract will not have an advantage on any future DTRA procurements.
Section L.2.9 (previously L.2.10) has been subsequently revised to state: The awardee is prohibited from receiving any future DTRA contracts
(as prime or sub) for a period of six (6) months after the completion of this contract, or until such information is released or otherwise made available to the public, whichever occurs first. This prohibition includes new competitive contracts, new sole source contracts, and new task orders issued against an existing multiple award IDIQ contract. Task orders may be issued against existing single award IDIQ contracts. Current DTRA contractors are allowed to compete; however, if awarded the BFSS contract, will be prohibited from receiving any future DTRA contracts (as prime or sub).

Has DTRA determined specific work efforts within the agency that pose a potential or real OCI risk? For instance, if a company provides a combination of technical, scientific, engineering, and financial management work within a DTRA J-
Code other than the J-8 organization, would that present a potential OCI issue preventing the company to either prime or subcontract on this effort?

If the offeror has a separate DUNS and Cage Code from its parent company there is no OCI.

Presolicitation change, 4 June
Will the Government reconsider the broad restriction imposed on Offerors and specifically, the loss of a diverse and competitive landscape that will result from such restriction? We understand the Government’s concern regarding access to sensitive information and potential future conflicts of interest. We believe that these OCI concerns could be mitigated through Government-approved mitigation approaches designed to protect the disclosure of Government-sensitive information, and also preserve the
Government’s ability to access a wide array of Offerors to meet Government needs and requirements. Will the Government allow Offerors to develop and submit with their proposals an Organizational Conflict of Interest Mitigation Plan to address the
Government's concern regarding Contractor's access to information such as Agency plans, reports, studies and financial plans; to include protocols that will enable the Contractor to provide unbiased, impartial and objective services and prevent the inappropriate flow of information that could otherwise serve to provide an unfair competitive advantage?
No, the Government has thoroughly considered all aspects of the requirement, access to information and potential OCIs. Due to the level of access the awardee will have, it was determined that the BFSS contractor would not be able to adequately mitigate potential
OCIs and therefore, is prohibited from being awarded any future DTRA contracts (as prime or sub) for a period of six (6) months after the completion of this contract, or until such information is released or otherwise made available to the public, whichever occurs first. Therefore, mitigation plans will NOT be accepted or reviewed as part of an offeror's proposal.

How does the LOE provided in this Section compare with Attachment L-3 Price Proposal
Model? Should L-3 be updated to reflect the labor categories and LOE in Section
L.5.5.1?
The Price Proposal Model does not mirror the estimated LOE provided in Section L.5.5.1 because offerors are allowed to deviate from estimated LOE.
Attachment L-3 is strictly an example; offeror should ensure its price proposal is consistent with its technical proposal.

Section L’s requirements for Sample Task Order Narratives direct bidders to identify the staffing levels to include “identification of personnel by type and skill level to be used for the sample task orders.” Sections L.5.5.1, L.5.6.1, and L.5.7.1 provide a breakout of
Level of Effort and provide Labor Category Titles. How does DTRA want offerors to communicate “skill level” (e.g., years of applicable experience)? Is “type” equivalent to labor category/position title?
Section L.3.3.3.2.1 has been revised to state: "The offeror shall identify the staffing levels to include identification of personnel by labor category and associated skill level (i.e., education, experience, certifications) to be used for each sample task order."

The RFP includes the Government estimated Level of Effort (LOE) for on-site work-year equivalents (WYE). These LOE tables, presented in L.5.5.1, L.5.6.1, and L.5.7.1. The
Government includes labor category titles; however, no labor category descriptions are provided, including experience and education minimums. This may lead to a situation where multiple offerors propose compliant bids which offer capabilities significantly less qualified (or overqualified) than the Government desires.
Will the Government please provide labor category descriptions with experience/ education minimum thresholds?

The Resumes of Key Personnel paragraph in Section L notes that, "the identification of
Sample Task Order key personnel must be of sufficient capability and experience level to accomplish the requirements identified in the task order SOW throughout the duration of the proposed Sample Tasks." We were unable to locate
1) the specific experience or education requirements for the two Key Personnel positions required within any materials provides, or
2) the corresponding Section M paragraph that details how the Key Personnel resumes will be evaluated. Given the importance of the Key Personnel required for this proposal, can DTRA provide clarification on the positions’ requirements and how DTRA will evaluate offerors’ proposed personnel?
Attachment L-4, Labor Category Descriptions has been added to the RFP. Section M.2.2.2 has been revised to clarify evaluation of proposed personnel.
27 Key Personnel Will the Key Personnel Resumes be evaluated as part of Sub factor 1A or Sub factor 1B? Sub Factor 1B - See Section L.3.3.3 (L.3.3.3.2.2).

We recommend the following functions with TO-0001 be considered “key”:
o Foreign Military Sales (FMS) Lead - DTRA does not currently have a Federal employee trained to manage this sensitive program. This new contract will be awarded before a Federal employee has the necessary expertise in FMS pre-case, pricing, implementation, case management, and closeout activities. The commitment of an experienced FMS SME will mitigate risk of failure to execute FMS milestones in the interim.
o Spend Plan Management and Reporting Tool (SMART) Software Manager -
Continued development of the SMART tool is a major Comptroller priority. The risk of missing critical milestones during a contract transition will be significant if the awarded contractor does not possess an individual with the necessary technical expertise.
o DTRA Budget Resource Manager System (DBRMS) Lead - There remain several legacy program and budget systems that are critical to DTRA’s ability to meeting
Planning, Programming, Budgeting, and Execution Process (PPBE) milestones. The commitment of an experienced SME (both in the systems themselves and in DTRA’s configurations and use) will mitigate risk of failure to meet these milestones during transition.
DTRA does not intend to make any other positions
"key personnel" positions.
30 Key Personnel
We recommend the following functions with TO-0003 be considered “key”:
o Information Technology (IT) Portfolio Manager – the services performed by each Full
Time Equivalent (FTE) on this contract is unique and wholly critical to ongoing performance of the tasks they support. In order to ensure DTRA receives proper support from individuals who are able to work automously and without constant supervision, these three positions should be considered “key.”

If not, recommend that the acquisition strategy for the final solicitation be set-aside for SBA 8(a)-certified companies/contractors, as many possess the requisite competencies, experience, and past performance to effectively and efficiently deliver these services (as the prime contractor) in a “zero defect”, risk-adverse environment.
