DEFENSE THREAT REDUCTION AGENCY
Information Operations Directorate, J6CS
Budget and Finance Support
Statement of Work – Task Order 0003
May 1, 2014
1.0 GENERAL
This is a non-personal services requirement to provide technical support services to the Defense
Threat Reduction Agency (DTRA/SCC-WMD), Information Operations Directorate Chief of
Staff in the areas of Program and Budget Support, Financial Operations Support, and Finance and Accounting Support consistent with applicable Department of Defense (DoD) and
DTRA/SCC-WMD policies, guidelines, and instructions.
2.0 BACKGROUND
The DTRA/SCC-WMD Information Operations Directorate, Chief of Staff J6CS has overall responsibility for the preparation, execution, and management of the Directorate’s resource portfolio. Responsibilities are accomplished primarily through coordination with, and input to, three Comptroller divisions: the Program and Budget Division, the Financial Operations
Division, and the Finance and Accounting Division.
3.0 OBJECTIVES
The objectives of this task order are to obtain contractor support services to provide DTRA/SCC-
WMD J6CS with program and budget, financial operations, finance and accounting, technical and analytical support for projects, initiatives, and programs and program financial and manpower management activities necessary for the accomplishment of the J6 mission in support of the Agency’s mission.
4.0 SCOPE OF WORK
4.1 Program, Budget and Strategic Planning Support: Contract support services are required to support budgetary reporting, capital planning and portfolio management, and strategic planning support in accordance with applicable Department of Defense (DoD) and
DTRA/SCC-WMD policies, guidelines, and instructions. Support is required in support of efforts such as preparing the IT component of the Agency’s President’s Budget Submission, identifying integration and synergy opportunities across directorates to assist in developing and refining J6CS strategies, and providing input for the DTRA/SCC-WMD investment portfolio.
5.0 TASKS/REQUIREMENTS
The contractor shall provide the following support to include but not limited to:

5.1 Budget Reporting and Portfolio Management Support
The contractor shall assist the J6CS in preparing, consolidating, and submitting reports, memorandums, information papers, and budget briefings to the Agency’s senior leadership for presentation to OUSD, DoD, OMB, Government Accountability Office (GAO), and Congress, as required, to defend the Agency’s budget. Performing this mission requires coordinating and managing extensive and complex budget, resource, and portfolio investment activities across J6
Departments and Agency Directorates.
5.1.1 The contractor shall support the J6CS office in accomplishing budget formulation and integration, budget execution activities and financial reporting. All tasks shall be undertaken by the contractor in a team environment with employees from across the Agency to ensure continuity and to accommodate changes in emphasis between tasks that may occur during the term of the contract. Work on-site with Agency personnel is necessary to achieve Directorate and Division goals under constrained timelines.
5.1.2 The contractor shall support the DTRA/SCC-WMD J6CS in accomplishing its responsibilities for overall preparation, execution and management of the Agency’s portfolio, to include program and budget formulation and integration, budget execution, and financial reporting.
5.1.3 The contractor shall support the development, preparation, submission, and justification of budget exhibits and request for resource information for the Future Year Defense Program, Program Objective Memorandum, Budget Estimates Submission, President’s Budget, and amended budget.
5.1.4 The contractor shall provide support to the Finance and Accounting Division in preparing
Agency financial statements, footnotes, and supporting documentation, including the Agency
Management Discussion and Analysis (MD&A), in accordance with OMB Bulletins 01-02, OMB Circular A-136, as well as DoD standards and instructions.
5.1.5 The contractor shall assist in gathering data for financial reporting for the President’s
Management Agenda; the Agency’s Financial Balanced Scorecard; monthly metrics reporting;
and other management performance reporting as required.
5.1.6 The contractor shall provide Budget and Accounting data call information to internal
DTRA/SCC-WMD customers, independent auditors, and external customers (e.g., DFAS, OSD, OMB, DoD Inspector General (DoD IG).
5.1.7 The contractor shall support the planning, justification, execution, analysis, accounting and reporting of programmatic resource portfolios to support both internal organizational management and decision making, as well as corporate PPBE and manpower processes and decision making activities.
5.1.8 The contractor shall provide support in developing programmatic cost estimates;
identifying and analyzing resource options and alternatives; and identifying potential tradeoffs to support Enterprise/Staff Office and/or Agency management and decision making.
5.1.9 The contractor shall support the development and implementation of cost accounting structures, processes, and methodologies to include data collection, reporting and analysis efforts.
5.2 Program Support
The contractor shall collect information and conduct analyses in support of the strategic planning process, identifying integration and synergy opportunities across directorates, thorough review and oversight of ongoing J6 and agency-wide projects and review and coordination of reports, projects, programs, and tasker responses.
5.2.1 The contractor shall assist in developing the vision, goals and objectives reflecting the
Agency’s Strategic Plan and coordinating and integrating them with respect to DTRA/SCC-
WMD business and mission directorates.
5.2.2 The contractor shall support J6CS program managers and staff in management and technical oversight of new and ongoing projects.
5.2.3 The contractor shall support J6CS program managers and staff with forward planning for new and ongoing projects.
5.2.4 The contractor shall support integrated planning and prioritization of all projects within
J6CS.
5.2.5 The contractor shall establish and maintain technical interfaces with the mission directorate programs in all areas of responsibility to support J6CS outreach and requirements analysis activities.
5.2.6 The contractor shall identify related efforts and recommend appropriate coordinating and/or integrating actions.
5.2.7 The contractor shall provide technical, administrative and logistical support for planning, conducting and reporting meetings, conferences and working group activities.
5.2.8 The contractor shall review program documentation for completeness and accuracy.
Review program technical, cost and schedule data and assess adequacy of performance for meeting program objectives. Identify shortfalls and potential corrective actions.
5.2.9 The contractor shall assist in formulating and preparing draft briefings, reports, and other communication materials for presentation to senior officials in the Business Enterprise, mission directorates, DTRA/SCC-WMD, DOD and other executive branch agencies, professional symposia, and other audiences.
5.2.10 The contractor shall assist in performing assessments and analyses.
5.2.11 The contractor shall attend meetings or workgroups to coordinate for and report back to the J6CS.
6.0 EXPERIENCE AND SKILLS.
6.1 Contractor personnel shall possess demonstrated expertise in requisite functional disciplines necessary to perform tasks designated in this task order. In addition, contractor personnel shall have Microsoft Office 2010 (Word, Excel, Access, Project, and PowerPoint) and
Visio experience in order to prepare documents, listings, tables, briefings, and worksheets.
a. Education and/or demonstrated expertise in requisite functional disciplines necessary to perform tasks specified in Section 5.0.
b. Good communication skills in English (verbal, written, and computer).
c. Ability to effectively plan, organize and execute assignments.
d. Ability to complete tasks in a timely manner with minimal oversight.
e. Extensive knowledge of technical editing and analysis techniques.
f. Working knowledge of DoD IT Investment Portfolio (DTIP).
g. Working knowledge of Privacy Impact Assessments (PIA).
h. Defense Business System certification and reporting.
7.0 TRAINING
The contractor personnel working on this task order shall take any DTRA/SCC-WMD or DoD
Safety, Security, Information Technology, etc. training that is required to use Government computers or to work in a Government building.
8.0 TRAVEL
The contractor shall attend work sessions, conferences, and In-Process Reviews (IPRs) as required by the Government. Duty on some tasks will require the contractor to travel and visit alternate work sites. The contractor shall provide a detailed estimate of any desired travel in advance to the Task Order Contracting Officer’s Representative (COR) in writing via memorandum or email. All travel shall be in accordance with the Federal Travel Regulation
(FTR) and be approved by the COR in writing via memorandum or e-mail prior to the contractor incurring any travel expenses and prior to departure. Privately owned vehicle mileage may be claimed by the contractor for approved travel and reimbursed separately by the Government based upon requirements for travel from the normal duty location to attend required meetings, conferences, and IPRs in the local area.
9.0 WORK LOCATION AND GOVERNMENT FURNISHED PROPERTY
Some tasks shall be performed at Headquarters DTRA/SCC-WMD in Fort Belvoir, Virginia and some shall be performed at other locations. For the tasks on this contract that will be performed in the Defense Threat Reduction Center (DTRC), the Government will provide standard office space, desk, chair, telephone, computer, and access to printer, copier, fax, and requisite consumable materials for daily business use of contractor employees assigned to this contract.
The contractor’s employees may be allowed to work offsite occasionally. Any Government furnished property provided to the contractor shall be managed in accordance with the contract clauses and accounted for on CDRL A004.
9.1 Reasonable Accommodations
Any accommodations not identified above are the responsibility of the contractor for their personnel in the performance of their job (i.e. special needs such as chairs, wheelchairs and keyboards).
10.0 NON-DISCLOSURE AGREEMENT
The contractor and all contractor staff assigned to this contract shall sign a non-disclosure agreement (NDA) and adhere to the terms of the NDA, to protect sensitive information of the
Government and DTRA/SCC-WMD.
11.0 SECURITY
Contractor personnel performing work on this task order shall be U.S. citizens and shall have been granted a minimum of a SECRET security clearance. One contractor’s employee working in the Defense Threat Reduction Center will require a TOP SECRET security clearance for some tasks where unescorted entry is needed to go into work areas wherein special entry controls have been established for the protection of classified information. The contractor shall comply with all terms of the Security Agreement (DD Form 254) provided with the basic contract, including the National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M, and any revisions to that manual.
Before any contractor employee performs work at DTRA/SCC-WMD, the contractor shall verify and submit written proof of security clearance information (Visit Authorization Letter (VAL)) to the DTRA/SCC-WMD Security Office. The VALs for collateral security clearance shall be typewritten, contain the information specified in paragraph 6-103 of the NISPOM, and be submitted to the DTRA/SCC-WMD Security Support Branch (Visitor Control). The term of the
VAL shall be for the term of the contract.
12.0 SECTION 508
12.1 Requirements for accessibility based on Section 508 of the Rehabilitation Act of 1973
(29 U.S.C. 794d) are determined to be relevant to this acquisition. See the Basic contract SOW paragraph 12.
13.0 DELIVERABLES
The contractor shall provide deliverables according to the Contract Data Requirements Lists
(CDRLs) attached to this task order.

Numbers correspond with the deliverables list in the basic contract.
14.0 APPLICABLE GUUIDANCE
Publications that apply to the SOW are listed below. The contractor is obligated to follow these publications to the extent specified in other sections of this SOW. The contractor must be guided by these publications.
The Government will provide additional references and changes to cited references to the contractor as required.
Supplements or amendments to listed publications from any organizational level may be issued during the life of the task order. The contractor must immediately implement those changes that result in a decrease or no change in the contract price and notify the Contracting Officer in writing of such change. Should a decrease in contract price be anticipated, the contractor must provide a proposal for a reduction in the contract price to the Contracting Officer. Before implementing any change that will result in an increase in contract price, the contractor must submit to the Contracting Officer a price proposal within 15 calendar days following receipt of the change by the contractor. The Contracting Officer and the contractor must negotiate the change into the task order under the provisions of the contract clause entitled "Changes." Failure of the contractor to submit a price proposal within 15 calendar days following receipt of the change would entitle the Government to performance in accordance with the change at no increase in contract price (unless the time requirement is waived by the Contracting Officer according to paragraph (c) of the Changes clause).
The guidelines to be used in support of this effort are broadly stated and require extensive interpretation of DTRA/SCC-WMD and DoD Directives, Instructions and Guidance, Executive
Orders, and Federal Laws. The contractor must use judgment and ingenuity to interpret the meaning of the available guidelines, and provide guidance where no guidelines exist.
Key guidance documents include, but are not limited to, the Department of Defense Financial
Management Regulation (DoD 7000.14R); relevant OMB Circulars and Bulletins; the Joint
Travel Regulation (JTR); the Joint Federal Travel Regulation (JFTR); and other DoD and
DTRA/SCC-WMD issuances.
