The following items are applicable to this modification:
The following items are applicable to this modification:
Solicitation HDEC05-19-R-0002 for the Integrated Pest Management Program for the Defense Commissary Agency’s (DeCA) Commissaries and follows Federal Acquisition Regulations (FAR) Part 13 – Simplified Acquisition Procedures. The solicitation is amended as follows:
1. Incorporate a revised Attachment 1 – Performance Work Statement, to change the Paragraph 2(c)(3) to “A list of the trade names and EPA registration numbers of all pesticides planned for use in the facility and are being submitted for approval. The pesticide list will be forwarded to the installation, to verify that pesticides are on the authorized use list of pesticides.” Change is highlighted.
2. Closing Date and Time remain unchanged at April 25, 2019 at 3:00pm EST
3. The following Questions and Answers:
Question 1: In regards to the bird issues, can we bring in Sharpshooters?
Answer 1: A person with a pellet gun was used previously, but discontinued. This option may be considered dependent upon proposed control measures addressing safety concerns of store product, personnel, contract employees, and patrons.
Question 2: The Pricing Spreadsheet only covers 50 sites, what about the other stores?
Answer 2: Only pre-price the original 50 stores as provided in Attachment 4 – Pricing Spreadsheet, others will be negotiated as needed.
Question 3: There was a question about contractor business size?
Answer 3: This solicitation is published as unrestricted.
Question 4: Regarding Subcontractors use in some areas (for example in Alaska); if we don’t have any registered subcontractors in this area, do we need names of subcontractors now?
Answer 4: No; however you must be able to provide direct support for at least the minimum of 155 out of
181. Subcontractors do not necessarily have to be named prior to award, but it will be required prior to performance.
Question 5: In regards to packet submission, how big of a file can be emailed?
Answer 5: It is typical that the 10Mb is the maximum email size allowed through our government email servers. We recommend that submissions be broken down into chunks under this size so all documents are received, emails should be numbered so that we can determine that all of the emails/attachments have been received. Additionally, we will be responding to received emails to confirm receipt.
Question 6: Are all commissaries structured the same?
Answer 6: No, however, they all have the same standards for cleanliness and safety.
Question 6a: Do all commissaries have similar departments?
Answer 6a: They all have similar departments; Deli/ Bakery/Butcher, however they differ in size, layout and abilities.
Question 6b: Can we get a drain count/ location/ setup map?
Answer 6b: A sketch/map of the facility was provided at each mandatory site visit. Contracting will try to see if the drain counts or locations are available for each location. If available, the information will be provided in an amendment to the solicitation and provided on FedBizOps.
Question 7: In regards to Attachment 5 (pricing); there is a concern with current client’s “non-disclosure” with contract value and services rendered, corrective actions?
Answer 7: If it helps to get a letter, from the Contracting Officer, in writing to negate the Non-Disclosure concern, we can provide this. The whole idea for reviewing past performance, is for the government to see similar work done so we can determine the ability for a vendor to perform. The Past Performance evaluation team is Ms. Prince, Ms. Desrochers, and Mr. Lindsey; all info is kept strictly secure and confidential pursuant to government regulations. If contract value is a concern, you are allowed to provide a price range rather than exact price.
Question 8: If we don’t have a drain count (number), can we price per drain or all-encompassing price per visit?
Answer 8: No, DeCA is looking for an all-encompassing price based upon your judgement of the three site visit samples and size comparisons, to evaluate and come up with a cost for the remaining commissary locations.
Question 9: Could we get an exact drain count of the three site visit stores?
Answer 9: See response to question 6b.
Question 10: Are we expected to replace existing rodent equipment?
Answer 10: Yes, you are to install what is proposed and approved in IPM for each location.
Question 11: Would we be able to see the current pest log book?
Answer 11: During the mandatory site visit it was discussed that DeCA will gather the data, redact proprietary information, and provide it in an amendment; however, it is now determined inappropriate for the agency to provide this information as it pertains to past performance and proprietary information.
Question 12: Do you want fly lights to be included with servicing or should we change out to new?
Answer 12: The original appliance and installation should be included in the priced proposal for initial costs setup by location (CLIN 0004). While the monthly servicing, the changing of the bulbs and sticky strips should be spread out over an annual basis inclusive in the regular scheduled service unit price proposed.
Question 13: Who would be approving the unscheduled services outside of normal duty hours?
Answer: Mr. Dave Hoag, as Contracting Officer authority, will be approving unscheduled services outside of normal duty hours, as he is in possession of the division’s emergency phone.
Question 14: Regarding acknowledgement of amendments; when is this required?
Answer 14: Acknowledging amendments to the solicitation is required. This can be done in two ways: 1) by signing on the first page of each amendment and submitting it in Volume I of your proposal, or 2) a written acknowledgment in Volume I acknowledging all amendments, by number.
Question 15: In terms of an FDA or Health & Safety Audit, does the Commissary have the same standards for audit procedures? How does the military Vet Program work with health department?
Answer 15: Technical Bulletin MED 530/NAVMED P-5010-1/AFMAN 48-147_IP provides the guidelines that DeCA adheres to regarding audit procedures and veterinary program services. All commissaries must adhere to these standards. See Exhibit 3 for copy of Technical Bulletin for document attached to amendment.
Question 16: Is there a scissor lift for use at the locations?
Answer 16: Yes, most locations have scissor lifts; however, it is recommended that the awardee check with store management for coordination of usage.
Question 17: How is trash handling, cleaning handled throughout the store?
Answer 17: The commissaries have contracted shelf stocking, custodial and warehouse, the contractor is responsible for the cleaning, cardboard removal and trash removal.
Question 18: Do any locations have an open salad bar?
Answer 18: Yes, some locations have an olive/open salad bar, it all depends on area customer demand.
The units that hold the product are emptied and cleaned nightly by the deli/bakery contractor prior to store closing.
Question 19: Several locations on your list are less than 10,000 sq. ft. (Camp Merrill, Fort Hunter Liggett and Crane NSA). Are these office spaces or more like convenience stores?
Answer 19: The commissaries identified above are very small stores, they do not typically have deli/bakery, meat processing or seafood market.
Question 20: Is there a general rule as to what size location will have bakery, deli, butcher shop or fish market.
Answer 20: Typically the very small locations do not have deli/bakery, meat processing or seafood market, there are exceptions to this rule. As each site visit is conducted, the IPM should address the servicing of all areas in the commissary and administrative offices same location.
Question 21: Are the DeCA locations (DeCA Headquarters, DeCA Lackland Engineering and DeCA West HQ) just office/mechanical space or are there groceries at these locations?
Answer 21: There are only three facilities that are solely office/administration buildings, they are listed in Attachment 2, All Potential DeCA Locations.
Question 22: 1. Can you please provide detail for any internal or external auditing standard that is in place for the commissaries? Organizations and any benchmark standards the facilities may be accountable to.
Answer 22: See answer to Question 15.
Question 23: Do you currently have documentation for food received from specific suppliers and if so do you have insight on any critical control points that are operationally in place (to identify food safety issues, such as recalls, temperature control, allergen control, pest control)
Answer 23: No.
Question 24: Does each site have a lift on site? If so, what kind and can vendors such as us utilize when needed for pest control needs?
Answer 24: See answer to question 16.
