Mandatory Site Visits
Attendee Information Needed for Post Access
There will be 3 mandatory site visits, Fort Belvoir Commissary on April 10, 2019 at 9:00am, Fort Myer Commissary on April 11, 2019 at 8:00am, and Fort Meade Commissary on April 11, 2019 at 1:00pm.
All three commissary site visits must be attended, as information gathered by Offeror or appointed representatives will be utilized for the development of the Offerors technical proposal and pricing proposal. As the necessary information can only be obtained during these coordinated site visits stipulated above, failure of Offeror or their appointed agent(s) to attend all site visits will result in the Offeror proposal to be nonresponsive.
Base Security for Fort Belvoir, Fort Myer and Fort Meade have controlled access requirements, background checks for all attendees will be needed to be run by base security prior to site visits.
Offeror must provide a Company POC who will be coordinating and submitting information or their appointed agents must provide to the contracting specialists listed below their attendee(s) information on attached form, no later than March 25, 2019.

All participants in the MANDITORY site visits, must possess and arrive with two (2) valid forms of ID. All vehicle drivers must have in their possession a valid driver’s license as one form of ID.
Notice to all individuals: All individuals participants should be made aware, that their personal information provided will be used to conduct a criminal background check to determine eligibility for access onto Fort Belvoir, Fort Myer, and Fort Meade respectively. Should there be any adverse finding, which would result in a participant’s denial for access to any of the locations, the contracting office will notify the Offerors primary POC making the arrangements for access.

Real ID ACT Implementation:
State-issued driver's license and identification cards marked, “Not for Federal Identification, Not for Federal Purposes, or Federal Limits May Apply” will require a secondary ID to access Fort Belvoir. If they do not have a secondary ID they'll be denied access, or they'll have to be escorted by a Trusted Traveler. If you’re on a pre-vet list you will still be require to provide a secondary ID when accessing certain installations.
Acceptable Secondary form of Identification
U.S. Passport or U.S. Passport card Birth Certificate (no photo copy) PIV or PIV-I card (personal identification verification card) Border Crossing Card (form DSP-150) VA Card (new) U.S. Permanent Resident Card (form I-551) U.S. Certificate of Naturalization or Certificate of Citizenship (form N-550) Employment Authorization Document (form I-766) TWIC card Merchant Marine card (issued by DHS / USCG) Native American Tribal photo ID DHS “trusted traveler” card (global entry, nexus, sentry, fast) Driver’s license issued by U.S. State Department Identification card issued by federal, or state, or local government agencies, provided it contains a photograph and biographic information such as name, date of birth, gender, height, eye color and address.
U.S. Military or draft record Foreign Passport with a Temporary (I-551) stamp or temporary (I-551) printed notation on a machine readable Immigrant VISA.
Trusted Traveler- U.S. Active Duty Military ID card holder, Retired U.S. Military ID card holder, Dependent Spouse ID card holder (18yrs of age or older), DoD Civilian CAC card holder.
MILITARY POST FITNESS DETERMINATION
Installation Commander or his/her designated representative may deny access and access credentials based on information obtained during identity vetting that indicates the individuals may present a threat to good order, discipline and morale of the installation, including, but not limited to the following:
1 Current Arrest Warrant
Criminal arrest information presenting a potential threat to the good order, discipline, or health and safety
Convictions for sexual offense, armed robbery, rape, child molestation / pornography, trafficking in humans, drug distribution / trafficking / manufacturing (no time frame)
Convictions of espionage, sabotage, treason, terrorism or murder / homicide manslaughter (no time frame)
5 Registered sex offender
6 Any felony convictions within the last 10 years
7 Felony convictions for firearms or explosive charges (no time frame)
Engaged in acts or activities designed to overthrow the U.S. Government by force (no time frame)
9 Unable to verify individual identity (Identity proofing)
10 The individual is barred for Entry / Access to Fort Belvoir, Fort Meade, or Fort Myer respectively
11 Identified in the Terrorism Screening Database (TSDB)
