FOLLOW UP QUESTIONS & ANSWERS
Follow up Questions
1. Who is contracted to do the 3rd party UPC validation counts if necessary?
The prospective 3rd party contractor has not been determined at this time.
2. Will that be a separate contract? What kind of "outside entity" would be hired?
Yes, the 3rd party contractor would be contracted separately. An outside entity refers to any other inventory service capable of providing the service at the specified location; however, the contractor cannot be a company that is contracted under this solicitation. We must eliminate any possibility that a conflict of interest would develop as a result of this process.
3. Will pricing be submitted during the task order solicitation, or do we estimate travel in this pricing submission?
Do not include travel costs in your Sample Tasks. The instructions specifically state that the contractor should assume the locations are within commuting distance and not to include travel costs when calculating the unit price. Offerors who receive a contract award in response to this solicitation should include travel costs in their pricing (in response to the Request for Quote (RFQ)) for commissary task orders. In the evaluation
4. Where do we submit pricing for travel/per diem, etc.?
When submitting your proposal, do not include travel or per diem in your pricing; though, these costs should be taken into consideration as you formulate your quote. All costs should be included in the quoted price, submitted in response to the RFQ. Please see Addendum to 52.212-4(IV), CONTRACT TERMS AND CONDITIONS, TASK ORDERS for more information.
5. On Attachment 6-2, the table lists a handheld Computer. But you clearly state that no personal electronic devices may be used. What is the definition of a handheld computer?
The Requiring Office did revisit the restriction on electronic devices. We have changed section (9) CELL PHONES AND/OR PERSONAL DEVICES of the Inventory PWS (Performance Work Statement) to state:
Personal cell phone use is prohibited during the actual time inventory is being conducted.
Contractors shall not access data stored in inventory machines or other inventory recorded data while using a telecommunication device during a break, meal period or any other time unless the communication is with DeCA contracting office personnel. Furthermore, Contractor personnel shall turn off wireless capability prior to the start of inventory and all devices shall remain wireless disabled for the duration of the inventory process. Inventory contractors must remain vigilant to ensure the integrity of a clean validation count where the person validating has no knowledge of the first count. One way to maintain a sanitized inventory process is to abstain from the appearance of a possibility that inventory values could have been shared with the person validating. Inventory validity is a crucial element of the inventory process and contractor failure to ensure the integrity of a sanitized process may result in a termination for cause of both the delivery order and contract.
HDEC05-14-R-0002
If an emergency arises during the process of inventory, the Contractor Supervisor as well as Commissary Store Director should be notified immediately by the Contractor's employee.
6. We use digital devices which can be disabled to prevent transmission of data between devices.
These are corporate owned and controlled assets, such as ipads, and tablets. Do these still fall under the definition of a personal device, and can they be considered a handheld computer?
Please see Question 5. The use of electronic devices is permissible; however, all inventory personnel shall adhere to the Inventory PWS in its entirety.
Points mentioned---
(a) The service is not counting by UPC code. Many times there will be items behind the UPC shelf tag that are not really that item. We take the shelf tag as the price. UPC counts would not.
(b) Many times the scanned UPC price will be different from the price label as a result of promotions and every price has not been changed back. This is questions that many times we question because there are 2 different prices.
(c) Promotional displays don’t even have electronic labels so we are at the mercy of commissary personnel posting prices.
Answer:
It is the commissary’s responsibility to ensure the shelves are labeled and organized appropriately to allow for a clean inventory process/count. These procedures are well defined in the Performance Work Statement (PWS), please see the GOVERNMENT RESPONSIBILITIES section of the PWS. In addition, if any commissary does not prepare in accordance with PWS procedures, the contractor should not hesitate to contact the Contracting Officer using the Contracting emergency number.
