SCIP IV (Altus AFB, OK)

Questions & Answers #4 (Rev 1)

37. M2.01, FAN SCHEDULE, EF-1, Note 7, requires the RMCS to be connected to the Deli Exhaust fan.

Typically, this is hard wired to the oven, as it operates based on the ovens needs. It was answered on previous RFI’s for the RMCS to NOT be involved with this item, nor the aroma fan. Will the RMCS be involved with EF-1 on this project?

Answer: Delete note 7 at EF-1. The grease hood exhaust fan does not require RMCS connection per DeCA criteria.

38. M2.01, AIR COND UNIT SCHEDULE; NOTE 10, requires for din rail to be installed in all units. Is the din rail to be provided and factory installed by the equipment supplier, or field installed and supplied by the RMCS provider?

Answer: DIN rail to be factory installed.

39. M1.03, MECHANICAL NOTES, Note U, Allows for wiring to be ran exposed without the need for conduit.

23 09 16 requires all wiring to be installed in EMT conduit. Are all parts of the RMCS wiring to be installed in conduit?

Answer: All RMCS wiring to be installed in conduit or raceway. No exposed wiring is allowed. Conduit may be exposed as indicated. Modify note U as below.

U. WIRING FOR NEW ELECTRICAL CONTROLS SHALL BE CONCEALED IN FINISHED SPACES BY PULLING THROUGH PRESENT CONDUIT, FISHING THROUGH HOLLOW WALLS, OR CUFFING cutting AND PATCHING FINISHED substrate. IN STAGING, RECEIVING, mechanical, AND LIKE SPACES WIRING MAY BE in EXPOSED

CONDUIT OR PULLED THROUGH EXISTING CONDUIT.

40. M1.03, NOTE 12, REFURBISH EXISTING AC-1, It is requested to connect controls to the new RMCS. The condition/brand of the existing equipment is not known. Only some existing equipment is compatible with the new RMCS. Due to this and warranty requirements of the project, I suggest the controls and sensors be replaced with new. Will AC-1 have new controls, or will they reuse existing?

Answer: Provide all new sensors and controls for AC-1.

41. M1.03, NOTE 14-15, CONNECT BOILER TO RMCS CONTROLS. It is shown in the drawings that internal OEM controls are to control the boiler and pumps. This is typical design. If the RMCS is to provide any control, please provide a SOO to do so. Is the RMCS to be connected to the boiler in any way?

Answer: HEATING BOILERS 23 52 00, page 3, Para. 2.1 E.3. states:

"3. Building Management System Interface: Factory installs hardware and software to enable RMCS to monitor, control, and display boiler status and alarms. Refer to Div 23 Section Refrigeration Monitoring and Control Systems (RMCS)."

Revise to read as follows:

Amendment 0004 Attachment 3

Solicitation HDEC03-17-R-0002 Altus AFB, OK

"3. Building Management System Interface: Factory installs hardware and software to enable RMCS to monitor boiler(s) water temperature, system supply and return temperature, control boiler off-on function, and display boiler status and alarms. Refer to Div 23 Section Refrigeration Monitoring and Control Systems (RMCS)."

Otherwise, boiler and water temperature control is indicated by the Spec Section 23 52 00 and Drawings 1/M3.02 and 2/M3.02.

42. P3.02, HOT WATER HEATER PIPING, CIRC PUMP SCHEDULE, NOTE, Requests for a sensor to connect to the RMCS for pump rotation. I do see a requirement for internal OEM controls to control the boiler/pumps.

Typically, the boiler control would control the pumps as required and also offer pump rotation. Will the RMCS be required to connect to these boiler pumps?

Answer: Yes, connect to the RMCS

Suggestion – Alternate SOO for items 5 and 6. If the RMCS is to control the boiler/pumps, it would be typical for the RMCS to start/stop the pumps based on ambient temperature (adjustable – usually 80F).

Answer: Yes, connect to the RMCS.

The pumps would rotate based on a weekly schedule (adjustable). The boiler would operate based on an internal water flow switch, caused be the operation of the pumps. The boiler would then maintain its desired target, using its own internal OEM supplied controls.

Answer: Provide controls as indicated on M3.02.

The RMCS would monitor the hot water supply and return temps of the boiler and could also provide monitoring of an alarm output of the boiler.

Answer: Yes, connect to the RMCS to monitor the boiler water temps and alarms.

43. 23 09 13 – 6, 3.4, HYDRONIC UNIT HEATERS; State for these units to be controlled by a thermostat.

M1.03 note 6 call for the RMCS to provide control. What will control these units?

Answer: Provide RMCS controls for the existing hydronic unit heaters in the warehouse. Provide local thermostat controls for the fan-coil unit heaters in the entry and exit vestibules.

44. 23 09 16 – 10, 2.3, L, 9, MANUAL VENT STOP STATIONS, R1.01 drawing NOTE N, shows only 2 buttons to be installed in the office areas. The specifications show a total of 9 are to be installed near exits. Shall there be only a requirement for two buttons or a total of 11 to be installed?

Answer: Provide the manual vent stop stations as specified plus the stations shown on R1.01 in the admin space.

45. According to the contract drawings, all low temp reach-in cases (1G12) are to be designed around ice cream temperature. This is a deviation from DeCA’s criteria. Typically approximately 20% of the reach-ins is set aside for ice cream and the remaining 80% is set aside for frozen food.

Ice Cream cases require a -15df sst. whereas frozen food sst is -7. There is an increase in the Btu’s per door on ice cream cases as well. Designing the compressor racks around the current contract drawings will increase the compressor sizes, power consumption and maintenance cost.

Is the quantity of ice cream cases shown correct? If not which cases should be changed to frozen food?

The CED for a reach-in frozen food case is 1G10. There is not a specification for this piece of equipment.

Please clarify.

Answer: Change the 1G12 cases to 1G10 cases for circuits 7,8,9,10 (all on the center back-to-back row). See attached revised R1.01, R1.02, R2.01.
