About this file
This is a minimum qualifications checklist attachment for a Request for Proposals (RFP 25598-DST) issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida, for comprehensive medical and prescription drug benefit services. The solicitation covers approximately 24,328 eligible employees with current enrollment of 19,121 participants, including active employees, under-age-65 retirees, Medicare-eligible retirees, and COBRA participants, effective January 1, 2027. HCPS is transitioning from a fully insured Aetna model to a self-funded approach and is offering respondents four proposal structures: Self-Funded Administrative Services Only (ASO) with pharmacy benefits either carved in or carved out, or Self-Funded Third-Party Administrator (TPA) with pharmacy benefits either carved in or carved out. Proposals were due by December 12, 2025, with technical questions accepted through November 20, 2025, to be submitted through VendorLink.
Respondents must demonstrate seven minimum qualifications to be considered, including at least five years of pharmacy benefit management experience in Florida with claims administration and pharmacy network services; registration with the Florida Office of Insurance Regulation pursuant to section 624.490, Florida Statutes; authorization to do business in Florida from the Florida Department of State prior to contract execution; current management of at least 500,000 commercial covered lives; current service to at least three government or public entity employer groups with a minimum of 20,000 covered lives each; proposed pharmacy networks providing 95 percent or greater in-network accessibility based on two network retail pharmacies within ten miles; and minimum satisfactory insurance ratings including A.M. Best Rating of A- or equivalent ratings from Standard & Poor's, Fitch, or Moody's. The evaluation will be scored on a 100-point scale with 45 points allocated for cost and value, 15 points for plan administration, 20 points for service capabilities, 15 points for network access, and 5 points for related experience and references.
