| 121 | Answer to Question 116 | The USG confirmed in answer to question 116 that Offeror's ceiling for the life of the contract would be column H "Contract/Schedule Labor Hr Rate." The USG also confirmed in this answer that Offeror's were to use the discount to get to a "Proposed FP Labor Hr Rate" (column J) and to use Column J as our total proposed price. |
Further the USG confirmed that that Column H would be the NTE Labor rates for the life of the contract and that column J is for the Total Proposed Price for the IDIQ. Therefore, if Offeror Proposes 200 per hour for a positon and puts a 20% discount- the NTE is $140 (the $200 is not evaluated); therefore, the USG could get many varying offers at the NTE, but a much lower total evaluated price for purposes of the IDIQ that is not operable and too low, and the USG is not evaluating realism.
1. Can the USG please consider providing a NTE labor rate table without hours and without discounts (discount to happen at TO level) for Offerors?
2. Can the USG Please clarify that they intend to use the discounted column (column J) as the total proposed price for evaluation only?
1. The labor rate table is included in Attachment J1 tab "FP Rate Sheet"
2. Question 116 revised. Column J "Proposed FP Labor Hr Rate" will be the fixed rates for the life of the contract, and will be used for evaluation 122 Answer to Question 111 The USG stated that hours and associated locations are for estimating purposes only.
Can the USG clarify if Offeror's total proposed price (FFP CLIN + Surge CLIN + TRAVEL and ODC Plugs) are allowed to be more than the 36.6M IDIQ ceiling? Please reference Section B1 of the Solicitation: "The total amount of all orders placed against all contracts resulting from this solicitation shall not exceed $36,692,424 over a five (5) year period of performance."
The Offeror's total proposed price may be greater than the ceiling.
123 Answer to Question 116 The USG confirmed in answer to question 116 that Offeror's ceiling for the life of the contract would be column H "Contract/Schedule Labor Hr Rate." The USG also confirmed in this answer that Offeror's were to use the discount to get to a "Proposed FP Labor Hr Rate" (column J) and to use Column J as our total proposed price.
Can the USG please advise as to whether they are comparing column H (Contract/Schedule Labor Hr Rate) or the Column J (Proposed FP Labor Hr Rate) against the 36.6M ceiling?
Recommend reviewing Section M paragraph B. Factor 3- Price Evaluation
The hours provided are an estimate that will be compared against the ceiling 124 PPQ Offeror's have sent in our PPQ to our prime contractors for which we are a subcontractor and those Prime's are refusing to submit a PPQ to you for evaluation as part of our bid, due to the fact that they are also pursuing the same opportunity. Our subcontract agreements do not allow us to submit our PPQ direct to the customer when we are a subcontractor. Can the USG please advise as to how they would like Offeror's to proceed when our Prime contractor's are refusing to submit a PPQ in resopnse to our request? Recommend reviewing the past performance submission instructions under Volume III – PAST PERFORMANCE INFORMATION.
DISA will not resolve disputes between the companies.
125 AMD1 20, 21 and 16 AMD1 M.A, AMD 1 L.1.K, Answer to Question 118 RFP AMD 1 M.A, Subfactor 5 Small Business Participation specifies "All offerors shall provide their proposed goals in terms of percentages and the total dollars planned to be subcontracted, specifying the total dollars planned to be subcontracted to the various types of small and small disadvantaged businesses." in Volume II, Technical/Management. Also M.A states "offerors shall identify by name, type of business, product/service, dollar value, ..." in Volume II, Technical/Management. (Emphasis added.)
RFP L.1.J states "All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal Volumes."
AMD3, Answer to Question 118 resolved the question for the "Small Businiess Subcontracting Plan", but was silent on the "Small Business Participation Plan" (which is specified by RFP M.A to be in Volume II)
Request 1: Please confirm that the dollar values specified in Subfactor 5 for the Small Business Participation Plan should be included in Volume II.
The Small Business Participation Plan should be included in Volume V.
*However, the dollar value should be included in Vol II
