Instructions

Q&A INSTRUCTIONS: The purpose of these specific instructions is to expedite the process of answering questions. Please do not change the format of this document.
Complete the spreadsheet tab below named "Q&A" with all questions, comments, and recommendations about the RFP. Examples provided in the spreadsheet. **Please delete the examples before submitting your questions.

COLUMN A: Complete the "Page" column. This is the page number from the RFP located in the upper right hand corner of the page. Do not include the total page number. Enter only the page number where the topic begins.

COLUMN B: Complete the "Section/Paragraph" column with the applicable section and paragraph number (if applicable) of the RFP. For example: B2, C, or L5.1.2. For a section and paragraph number reference do not place a dot between the letter and the first number. Additional subparagraph references should be separated with a dot regardless of the format in the RFP, for example, L5.1.2.a. Do not including any other extraneous identifiers or other information other then instructed here. If the reference is to a CLIN, Clause, Appendix, or Attachment etc. the entry goes in the next column. At a minimum you will always insert at least the Section letter A through J in this column.

COLUMN C: Complete the "CLIN/Clause/Other" column. Insert the CLIN, Clause, Provision, Appendix, or Attachment number. For example: CLIN 0001, 52.217-8, Appendix A, or Attachment L3. Insert the section letter only in the Column B. This column will be completed only when there is not a more precise RFP reference number. NOTES: CLINs are in Section B. Most sections contain clauses so ensure you reference the correct section.

COLUMN D: Complete the Questions/Comments/Recommendations column. Start the question by referencing the topic. This may help the sort process. For example: Minimum Qualifications Checklist or Performance Area 10. Then insert the question or comment.

Amend 0001, Pages 14 and 15 and 16 Table L-1

Section L.2 There is some confusion regarding the submission Small Business Partnership Plan and the Small Business Subcontracting Plan.

Refernces: In the orginal RFP, table L1 had "Small Business Subcontracting Plan" as part of Vol II, with no page limit.

In the Amend 0001 RFP, Table L1 removed "Small Business Subcontracting Plan" as part of Vol II and moved it to Vol V. (refernce Section L, Volume V, d)

In the orginal RFP, Offeror's assumed that the referece to "Small Business Subcontracting Plan" in L-1 was for Subfactor 5 with no page limit.

In the Amend 0001 RFP Volume II still requires Subfactor 5, Small Business Participation Plan, however it is no longer listed in Table L-1.

Questions. Can the USG please clarify the following to ensure Offeror's submit compliant bids:

1. Are the Small Business Subcontracting Plan (Vol V) and Subfactor 5, Small Business Participation Plan one and the same requirement?

2. If there are two small business plans required (1. Subcontracting Plan and 2. Participation Plan) required, can the USG please clarify that both are not included in Page Count?

3. Can the USG please confirm the following are or are not required:

- Vol II, Subfactor 5, Small Business Participation Plan, No Page Limit

- Vol V, Contract Documentation, Small Business Subcontracting Plan, No Page Limit and Attachment L4, No Page Limit

4. Or can the USG please clarify if the Small Business Participation Plan listed as Subfactor 5 is to be included in Volume V with no page limit?

Revision was made to request Small Business Subcontracting Plan be submitted via Vol V, where initially it was in Vol II due to it being a Subfactor being evaluated.

Your SB Partnership Plan is applicable if you are partnering up with a SB. Your Subcontracting Plan is your proposed work being performed by SB's. Both Plans should be submitted under Vol V and are not considered in the page count 120 12 H9. Security Clearances "...if the successful offeror is comprised of a contractor teaming arrangement, each member of the teaming arrangement is required to maintain a Top Secret Facility Clearance throughout the life of the contract." Please confirm that the Contractor Teaming Arrangement being addressed is as described in FAR 9.601 (1) for this solicitation and not the typical Prime / Subcontractor as described in FAR 9.601 (2). Please confirm only the Prime Contractor is required to maintain a Top Secret Facility Clearance thorughout the life of the contract and not the subcontractors? Confirmed.
