Key project requirements include installing new Lenel OnGuard security system equipment, IP-addressable card readers supporting Common Access Card (CAC) authentication, dome-style digital cameras with specific technical specifications, wall-mounted and desk monitors, and updated network infrastructure. The contract has a 12-month performance period, with work to be completed during normal business hours. Critical deliverables include project schedules, product data submittals, shop drawings, as-built documentation, functional performance testing, training materials, and operations & maintenance (O&M) manuals. The solicitation is structured with six primary task areas: Project Management, Access Control System Upgrade, CCTV Camera and Monitor Upgrade, Cabling and Conduit, System Commissioning and Testing, and Project Close-Out.

2. Contract Title. Columbus Security System Upgrade

3. Background. Defense Information Systems Agency (DISA) datacenters provide routine and mission critical computer processing resources and support to numerous government agencies on a 24 hours-per-day, seven days-a-week basis. DISA’s operational goal is to provide high availability to all supported programs and workloads at energy-efficient Tier III redundant datacenters. DISA data centers are access-controlled and monitored to provide operational and mission security for customer programs, equipment, and data processing.

Data Center Columbus access-controls were moved to a stand-alone DISA-only Lenel OnGuard system in FY23. The building 10, 11, and 20 components are connected through new switches via fiber optic to new head-end servers and Network Video Recorders (NVRs) in building 23. The existing card readers, cameras, monitors, workstations, and Lenel controllers require replacement to maintain effective security monitoring for this Department of Defense (DoD) Core Data Center.

4. Objectives: Upgrade the Data Center Columbus Security System Access Control System (ACS) and Closed- Circuit Television (CCTV) surveillance system to include card readers, cameras, workstations, monitors, Lenel controllers, Lenel modules and door hardware for doors added to the ACS

5. Scope. The contractor shall procure and install new Lenel OnGuard security system equipment and components to provide for an integrated security system with replacement upgrades of outdated or obsolete equipment and components of the existing security system and add specific doors not currently on the existing security system.

Configure existing head-end servers for changes to the system, including management and control of ACS and CCTV surveillance. Provide and install new ACS that meets the Federal Information Processing Standards (FIPS) PUB 201-3 standards and fully integrates with the security camera system. Replace all card readers, provide and install new card readers and door hardware for doors added to the ACS system. Provide and install new digital cameras to replace existing cameras. New CAT 6E cabling shall have purple insulation and shall be installed in purple color-coded conduit to support all new ACS components and CCTV cameras. All new cameras and ACS components shall be National Defense Authorization Act (NDAA) compliant. Upgrade of the security system shall include detailed planning with schematic drawings, installation of new equipment and components, removal of all obsolete security system equipment, cabling, and components once the installation of the upgraded security system is complete, operational, and accepted.

Plans of the facility indicating the layout of existing security equipment are available solely to contractors proposing on this requirement through the contracting office. These plans are restricted for security reasons and will not be shared or passed to others outside the interested contractors. Digital Computer Aided Design (CAD) layout plans of the facilities, with the existing security equipment and communications layout information will be provided at the time of award to the successful contractor.

The contractor shall be (or teamed with) a certified reseller of Lenel OnGuard security system software and head-end equipment with manufacturer licensed/certified installation personnel.
