About this file
This document is a Justification for an Exception to Fair Opportunity under Federal Acquisition Regulation (FAR) for the Columbus Security System Upgrade at the Defense Information Systems Agency (DISA) Data Center Columbus. The document justifies the sole-source procurement of the Lenel OnGuard security system hardware and software, which is mandated as the standard security system for all DISA facilities and data centers enterprise-wide. The justification emphasizes the need for a consistent, reliable security system across nine core data centers, highlighting that previous disparate systems created maintenance and operational challenges.
The proposed contract will upgrade the existing security system by replacing obsolete card readers and controller panels while reusing recently replaced servers. The market research, dated May 2025, determined that only the Lenel OnGuard security system can fully meet the government's needs. The procurement will be conducted through a firm fixed-price contract, with the system required to support 24/7 operations and use DOD Common Access Card technology. The document is certified by technical, requirements, and contracting officers from DISA, with the technical and requirements certification provided by a General Engineer from DISA Denver and the contracting officer certification from DITCO SCOTT/PS8332.

JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY
UNDER FEDERAL ACQUISITION REGULATION (FAR) SUBPART 16.5
ACQUISITIONS BRAND-NAME
Multiple Award Schedule/Multiple Award Contract (MAC)
Orders under MAC/Fair Opportunity, FAR 16.505
Purchase Request Number:
Contract Number: To Be Determined Procurement Title: Columbus Security System Upgrade Estimated Value:
Statutory and Regulatory Authority: 10 U.S.C. 3406(c)(5) and FAR 16.505(a)(4)
BRAND-NAME JUSTIFICATION Number: N/A
Upon the basis of the following justification, I, as the contracting officer, hereby approve this brand-name justification for the proposed contractual action pursuant to the authority of FAR 16.505(a)(4) as the particular brand-name, product, or feature is essential to the Government’s requirements; and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:
Requiring Agency:
Defense Information Systems Agency (DISA) Data Center Columbus 3990 East Broad Street Columbus, OH 43216 (buildings 10, 11, 20 and 23, Defense Supply Center Columbus)
Contracting Activity:
DISA/Defense Information Technology Contracting Organization (DITCO) PS8332 2300 East Drive, Building 3600; Scott Air Force Base, Illinois 62225
2. NATURE/DESCRIPTION OF ACTION(S):
This Justification and Approval (J&A) is for the use of brand name requirement for Lenel OnGuard Security System hardware and software, without competitive selection for the upgrade to the facility security system, in the firm fixed price contract for the DISA Data Center Columbus Security System Upgrade. The Government will not purchase the equipment directly, but rather brand name specifications will be included in the solicitation that will lead to a new firm fixed price (FFP) contract.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES:
HQ DISA MP6 (J-1) Security Division has required the use of the Lenel OnGuard security system for use in all DISA facilities and data centers enterprise-wide. The Lenel OnGuard security system equipment and software selected for use on the DISA Security System Upgrade meets the DOD security requirements. The software and hardware are also required for the
Page 2 of 3 Pages building to be maintained by the DISA Enterprise-Wide Integrated Security System Maintenance contract. Lenel OnGuard is the required security system for all DISA Data Centers supporting the DOD operations network and DISA mission to keep the DOD Core Data Centers secure with the use of DOD issued Common Access Card. Additionally, the servers for the existing Columbus security system were recently replaced and will only require necessary updates associated with the project as long as the software remains Lenel OnGuard. The estimated total cost for the Lenel OnGuard system updates is approximately
4. SUPPORTING RATIONALE FOR BRAND-NAME JUSTIFICATION:
DISA has nine Core Data Centers supporting the DISA mission around the world that have facility security systems maintained under a single DISA Enterprise-Wide Integrated Security System Maintenance Service contract. The data centers must run 24 hours/7 days per week without any interruption. In order to maintain this, we need to maintain an operational security system. In the past we used different contractors to complete the installation and maintenance task creating nine different proprietary security systems. Because of the propriety of the equipment, the use of different systems created challenges for maintenance and operations.
Some systems are not operating properly. DISA is not able to get the reliability required to maintain the 24/7 required system operability. We had to change our mission requirements and go to a single security system maintenance contractor. Standardizing on Lenel OnGuard Security System has provided consistency and reliability across all nine sites and with DISA Headquarters.
5. COST/PRICE FAIR AND REASONABLE DETERMINATION:
Lenel OnGuard is in use at Data Center Columbus. The existing security system servers were replaced at the end of FY22 when the system was separated from the base system. The servers are new however the card readers and controller panels are obsolete and at end of life. Reuse of the existing servers and Lenel OnGuard system both meets the requirements for the HQ DISA Security Division and provides cost savings to the government.
6. MARKET RESEARCH:
Based on current market research, dated May 2025, it has been determined that only the aforementioned Lenel OnGuard security system provided by a qualified contractor, can fully meet the Government’s need.
7. ANY OTHER SUPPORTING FACTS:
None. Our current specified security system is the same as the DISA HQ standard security system using Lenel OnGuard hardware and software. This contract will reuse the existing security system servers, updating the existing Lenel OnGuard software as required to ensure the software is up-to-date.
