About this file
This document contains questions and responses related to solicitation number HC102823R0059 from the Defense Information Systems Agency for a security system upgrade in Hawaii. The solicitation requires upgrading access control, video surveillance, and intrusion detection systems across multiple buildings and facilities. Key equipment includes 96 card readers, 115 cameras, servers, workstations, recorders and related hardware. The response provides clarification on technical requirements, schedules, drawings, and addresses logistical questions around site assessments, clearances and pricing. Installation requires a full system replacement and integration with existing infrastructure. The proposal due date was extended to September 14th, 2023 to allow time for contractor questions and agency responses related to the compressed schedule and lack of site details.

| 1. | Para. 5.6: |
| a. | Vendor notes that fps and recording percentage is not invoked in the solicitation. Please advise on how the video surveillance system is to be set up (e.g.: record on motion @ 10 fps, record 24/7 @ 6 fps, record on analytics @ 10 fps)? |
| - Will be provided after contract award. | |
| 2. | Para. 6.2.1.1.2 (servers), 6.3.1 (card readers), 6.4.1 (cameras): |
| a. | Vendor notes that aforementioned paragraphs suggest a hot cutover (existing “shall not be removed until new…are available on site and ready to be installed on a one-for-one basis”). DISA personnel confirmed verbally during the site walk that this whole project will be a hot cutover from the old system to the new system (to include headend and power supplies). Solicitation only invokes servers, readers, and cameras for one-for-one swap and does not explicitly state “hot cutover.” Please advise. |
- New head in will be installed in conjunction with existing system. Equipment swap from existing head end to new head will be made one at a time and verified to be up and running before moving onto another piece of equipment.
| 3. | Sentrol surface-mount BMSes were observed on some doors requiring new or replacement ACS, but are not listed to be replaced in Appendix A door schedule or the solicitation. |
| a. | Are these BMSes tied to an existing IDS? |
| - No | |
| b. | Are the existing BMSes to be tied into the ACS? If yes, will the contractor be required to replace them and if so, required to participate in a TRB with the RDC and N6 prior to start of install? |
| - No | |
| 4. | Para. 6.2.1.1.2 (servers), 6.2.3.3 (external media), 6.3.2 (door locking and release hardware), 6.4.3 (cameras), 6.6.3 (NVR): |
| a. | Only para. 6.2.1.1.2 and 6.2.3.3, specify removed equipment turnover to the site Security Manager and DISA respectively for disposal, but during the site walk DISA personnel expressed that all removed materials are to be turned over to DISA for disposal. Please advise. |
| - Turnover to DISA. | |
| 5. | Para. 6.3.1.1 (card readers): |
| a. | Required salient characteristic of card reader to be installed is equal to HID Global pivCLASS RK40 contact, plus contactless dual interface reader. During the site survey DISA personnel expressed interest in having scramble pad type card reader to be installed in addition to the dual interface reader. Please advise. |
| - Scramble pads are not required. | |
| 6. | Para. 6.3.2.5 (keyed locks): |
| a. | During the site survey, DISA personnel expressed not wanting to have key overrides on new electrified door hardware, but this contradicts the requirements of the solicitation. Please advise. |
| - | |
| B. | Is the location of work deemed a historic site? |
| - Yes, but this project will not affect the site’s historical preservation. | |
| C. | Are any affected spaces SCIFs or SAPFs? If so, how many spaces? |
| - | |
| D. | Per Solicitation #HC102823R0059 paragraph 6.1.2.2, IST respectfully requests: |
| a. | Site civil engineering drawings that show existing conduit pathways; |
| - Not available | |
| b. | Updated drawings provided by HC342 engineering personnel during the on-site survey conducted on 08/30/23; |
| - Updated drawings will be provided prior to bid. | |
| c. | DISA installation standard, handbook, regulation, or instruction. |
| - TBD | |
| E. | Please confirm that new headend spaces will have available and operational 110VAC outlets and circuit amperage can support additional load. |
| - Yes, power to be provided. | |
| F. | Will the deadline to submit the proposal be extended? |
| - Yes |
| 1 | Solicitation Section (iv) | 4 | This section excludes the Executive Summary from page counts but the table below on the same page restricts the Executive Summary page count to 1. |
| Executive Summary counts as 1 page. | |||
| 2 | Solicitation Section C Volume III-Price | 6 | This section requires a fixed price payment plan document completely separate from the CLIN pricing worksheet. Is it acceptable for the contractor to add a section to the CLIN Summary tab of the CLIN pricing worksheet with this information included to allow for a complete comparison of all pricing in a single location? |
| Yes | |||
| 3 | Solicitation Section C Volume III-Price | 6 | If so, is it acceptable to include this document in Volume III- PRICE and not in Volume IV as suggested in #2 at the bottom of page 6. |
| Yes | |||
| 4 | Solicitation | 8 | Lists July 1, 2023 as the Draft Executable Schedule start date. Please identify a future date for the start of this schedule. |
| Time of award. Sept. 2023. | |||
| 5 | Solicitation Schedule | 11 | Will DISA consider an extension due to the compressed schedule between the site visit, the questions submittal, a holiday, the proposal due date, and the lack of vital information, to allow time for the contractors to react to the DISAs response? |
| Sept. 14 due date. | |||
| 6 | Solicitation Schedule | 11 | If not will DISA confirm the proposal due date and time as it is listed differently in various provided documents. |
| Due date September 8, 2023. | |||
| 7 | Solicitation Section 6.2.1, 6.2.1.1 & 6.6.1 | 15 & 22 | These sections require redundant servers, network switches and multiple NVRS. It is our understanding that these requirements have been removed from DISA standard. Please advise. |
| Redundancy is not required. | |||
| 8 | Solicitation Section 6.2.1.2 | 16 | States, "UPS power for room 109 shall be supplied from Room 141." Does this statement mean that both primary power and UPS power will be provided by DISA within the same rack in 109 where the current and new system equipment is to be installed. If not please define exactly where DISA expects the contractor to make each of these connections. |
| Yes | |||
| 9 | Solicitation Sections 6.2.1.4 ACS WS's & 6.4.1.2 Camera Feeds | 16 &20 | Both sections list what seems to be workstations; one each for ACS and Video at each location. Is the intent to have a separate VSS workstation and an ACS workstation at each of the listed locations? |
| These can be combined into one workstation at each location. | |||
| 10 | Solicitation Section 6.3.1.2.1 | 18 | This section identifies two separate head-end locations. Are these systems and their associated databases, hardware, and infrastructure to be completely separate and stand-alone? If so, please explain how your answer to the redundancy question applies to these systems. |
| Redundancy is not required. | |||
| 11 | Solicitation Section 6.3.1.2.1 | 18 | If not, is a single server in one location acceptable for both systems with a single database? |
| Two separate servers are required. One for DISA PAC, one for DISA CDC. | |||
| 12 | Solicitation Section 11.1 | 28 | States that you both do and do not have to have an FCL. Will DISA define which is correct? |
| A clearance is not required. Escorts will be provided. | |||
| 13 | Solicitation Sections 11.2 & 11.6.3 | 28 & 29 | Section 11.2 states all personnel supporting TASK 6 ONLY must have clearances. Section 11.6.3 states all personnel supporting ANY TASK in the PWS must have clearances. Will DISA define what, if any, TASKS require cleared staff and to what level of clearance if different from Task to Task? |
| A clearance is not required. Escorts will be provided. | |||
| 14 | Solicitation CLIN Lists | 32-35 | These pages list the CLINS with a space for a price for each. If this information is provided by CLIN in the CLIN pricing worksheet, is it necessary for the contractor to provide these pages populated in our proposal. If so, which Volume would DISA like to see them in? |
| Pricing should be inserted into Attachment 2 - CLIN Pricing Sheet and Equipment List | |||
| Solicitation CLIN Lists | 35 | This page includes the CLIN line/space for Travel with no value. However, on Page 6 and in the Attachment 2 an NTE value of $60,000.00 is provided. Is this the number DISA wishes all contractors to use for Travel. | |
| Yes. | |||
| 15 | Attachment 5-Appendix A | ACS Tab | The site walk, a close look at the drawings, the specifications and the counts provided within Appendix A expose the need for both clarity of existing information as well as the need for more detailed information: There are 95 total readers listed in App A; 23 existing presumably to be replaced in place. Leaving 72 new reader locations. Is this correct as the Solicitation Section 6.3.1 page 18 says 96 readers. |
| There are a total of 33 card readers without a keypad and 62 with a keypad. If adjustments are required, a modification to the contract will be performed. | |||
| 16 | Attachment 5-Appendix A | ACS Tab | Will DISA please provide a floor plan with each reader positioned at the door at which it belongs with both the door and the reader clearly labeled. |
| Updated drawings will be provided. | |||
| 17 | Attachment 5-Appendix A | ACS Tab | Is it the intent for the existing 23 readers and all associated control equipment and wiring be removed or re-used. |
| All HID card readers can be reused, all others shall be removed. | |||
| 18 | Attachment 5-Appendix A | ACS Tab | If removed will DISA provide the exact locations on the floorplans of the varied existing ACS panels for the 23 existing readers. |
| Yes | |||
| 19 | Attachment 5-Appendix A | ACS Tab | Without an in the ceiling thorough site investigation as will be provided for post award will DISA also provide on the floor plans an approximation of the route the cable takes between each door and the panels to which each is associated. In lieu of the existence of this level of detail would DISA be willing to provide an estimated distance of cable and conduit to be removed, in an effort to level the playing field for all competitors? |
| Cable and conduit path will be determined by the installation contractor. Scaled drawings will be provided to determine distances. | |||
| 20 | Attachment 5-Appendix A | ACS Tab | Will DISA identify on the floor plans which rooms are available for all new controllers for both to be replaced and new readers. Further will DISA identify a preference as to what doors get wired to which room should they maintain the plan to have 2 separate systems? |
| Yes. | |||
| 21 | Attachment 5-Appendix A | ACS Tab | Further if any of these locations are locations of existing panels can the conduit and cable be re-used for the new system. |
| Yes, conduit must be identified with purple tape every 10 feet and at the end of conduit runs. Cat5 / Cat6 can be reused but must be tested. | |||
| 22 | Attachment 5-Appendix A | ACS Tab | It was mentioned at the site walk that all existing ACS door hardware/locks should be replaced. Will DISA provide for all doors both new and existing a detailed door schedule complete with all hardware; including part #s to be installed and or replaced under this solicitation. Again, without a thorough site investigation including a complete evaluation of all 90+ doors, which will not be available until after award, an accurate and fair estimate cannot be reached. In lieu of a detailed door schedule would DISA consider providing, in an effort to level the playing field for all contractors, a door hardware budget per door or door type with counts for each type? |
| . Door hardware and type is identified on the drawings handed out during the pre-bid walk through. Schedule is provided in Appendix A. | |||
| 23 | Attachment 5-Appendix A | CCTV Tab | Will DISA please provide a floor plan with each existing and new camera clearly labeled to match the counts within Appendix A. |
| Yes | |||
| 24 | Attachment 5-Appendix A | CCTV Tab | Will DISA provide an estimated route all existing camera conduit and cabling take to get to their associated switch. |
| No, installation contractor will determine path of conduit and cable routing to all devices. | |||
| 25 | Attachment 5-Appendix A | CCTV Tab | In order to remove all cameras, conduits and conveyances for the 4 cameras C-3-C-6, listed in Appendix A as to be removed and not replaced an estimated path is required or a budgetary plug number or distance for every contractor to use. |
| Estimates can be made with scaled drawings. | |||
| 26 | Attachment 5-Appendix A | CCTV Tab | Will DISA label on the floor plans switch and or rack locations that are available for use to connect cameras as well as a matrix to ID which cameras should go to which switch/room? |
| Yes. | |||
| 27 | Attachment 5-Appendix A | CCTV Tab | Will DISA define what the "Group" names on this spreadsheet indicate and what impact these designations have on the balance of the design as well as all previous video questions? |
| Yes, this building is occupied by two separate tenants, DISA PAC and DISA CDC. |
